Job Title: National Project Manager

Location: Nationwide

Job Summary

  • This is a consultancy for a proposal the organization is working on. The Regional / State Team Leader will be responsible for coordinating regional or state-level activities as related to the verification of performance on antenatal nutrition service and focused adolescent health service deliveries by governmental and non-governmental agencies.
  • The purpose of this assignment is for the Independent Verification Agency (IVA) to conduct independent third-party verification of (i) performance of contracted NSAs on a sample basis every six months; (ii) performance of SPHCDAs with respect to delivery of nutrition sensitive antenatal care at primary health care centers on an annual basis; and (iii) achievement of DLI results at respective federal and participating state levels on as and when achieved basis.

Key Responsibilities

  • Coordinate day-to-day activities for the IVA at the state or regional level.
  • Provide MEL technical support to state teams in the implementation activities.
  • Lead communication and relationship management with the relevant state agencies
  • Support implementation of the MEL activities for the independent verification project in the state.
  • Manage state-level personnel on the project, including ad-hoc staff like research assistants/data collectors.
  • Provide administrative and financial management support in the state/region throughout the project lifecycle.

Required Qualification, Skills and Experience

  • A minimum of a Master’s degree in Management, Social Science or Economics.
  • At least 10 years of relevant Monitoring Evaluation experience, including managing large-scale nutrition projects in Nigeria.
  • Technical knowledge of Monitoring and Evaluation in Public Health, with a focus on nutrition services.
  • Experience with staff management in different states or regions.
  • Experience in conducting large, national-level surveys, ideally in Nigeria.
  • Demonstrated analytical and report writing skills.
  • Ability to comply with the estimated project timelines and workdays.

 

Job Title: Senior Monitoring & Evaluation Expert

Location: Nigeria
Employment Type: Temporary

Job Summary

  • This is a consultancy for a proposal the organization is working on.
  • The Senior M & E Expert will lead MEL activities as related to the verification of performance on antenatal nutrition service and focused adolescent health service deliveries by governmental and non-governmental agencies in 13 states.
  • The purpose of this assignment is for the Independent Verification Agency (IVA) to conduct independent third-party verification of:
    • Performance of contracted NSAs on a sample basis every six months;
    • Performance of SPHCDAs with respect to delivery of nutrition sensitive antenatal care at primary health care centers on an annual basis; and
    • Achievement of DLI results at respective federal and participating state levels on as and when achieved basis.

Key Responsibilities

  • Develop verification plans to measure performance of NSA, SPHCDAs and federal agencies against set Disbursement-Linked Indicators (DLIs)
  • Design checklists or questionnaires for verification, as well as tools for the data collection.
  • Support the independent third-party verification of performance of NSAs, SPHCDAs and DLI results
  • Conduct independent verification of the achievement of DLI results at the federal level.
  • Manage quality assurance and control of state teams.
  • Supervise the data analytics and database management personnel.
  • Provide technical MEL support to state teams.

Required Skills and Experience

  • A minimum of Master’s Degree in Economics, Public Health or Nutrition.
  • Technical knowledge of M&E in nutrition-based assignments
  • At least 10 years of relevant experience in M&E techniques, design and implementation at project level
  • Experience in conducting large, national-level surveys, ideally in Nigeria
  • Experience with verification of disbursement-linked indicators for international donors like the World Bank, USAID, etc.
  • Demonstrated analytical and report writing skills.
  • Ability to comply with the estimated project timelines and workdays.

Job Title: Senior Nutrition Expert

Job Summary

  • This is a consultancy for a proposal the organization is working on.
  • The Senior Nutrition Expert will support and provide technical inputs on nutrition for the verification of performance on antenatal nutrition service and focused adolescent health service deliveries by governmental and non-governmental agencies in 13 states.
  • The purpose of this assignment is for the Independent Verification Agency (IVA) to conduct independent third-party verification of:
    • Performance of contracted NSAs on a sample basis every six months;
    • Performance of SPHCDAs with respect to delivery of nutrition sensitive antenatal care at primary health care centers on an annual basis; and
    • Achievement of DLI results at respective federal and participating state levels on as and when achieved basis.

Key Responsibilities

  • Lead the desk review of project documentation.
  • Contribute to the development of questionnaires and tools used in interviews and data collection.
  • Support the identification of nutrition-based indicators relevant to the project.
  • Support the independent verification of the performance of NSAs, SPHCDAs, and achievement of DLI results at the federal and state levels.
  • Support the development of project reports for the World Bank.
  • Assist in the capacity building of state-level staff.

Required Skills and Experience

  • A minimum of Master’s Degree in Public Health or Nutrition.
  • Technical knowledge of M&E in Nutrition-based assignments
  • At least 10 years carrying out nutrition projects in Nigeria and other Sub-Saharan African countries.
  • Experience in implementing nationwide or large-scale nutrition projects in Nigeria and other Sub-Saharan African countries
  • Experience with supporting M&E efforts on nutrition projects.
  • Demonstrated analytical and report writing skills.
  • Ability to comply with the estimated project timelines and workdays.

Job Title: Regional M & E Expert

Job Summary
