Job Title: Deputy Programme Manager – Institutional Engagement

Position Details

  • Action Against Hunger is looking for a Deputy Programme Manager-Institutional Engagement to contribute to the successful implementation of nutrition and health program activities in Yobe state.

Key Responsibilities

  • Update and maintain 5W/4W mapping (Health, and Nutrition sector) on a regular basis for the operational LGAs; and share with nutrition and Health PM;
  • Update stakeholder contact information state level and targeted local government level for nutrition and health sector on a regular basis;
  • Develop health facility matrix for tracking gaps in service provisions, HRH, supplies, technical capacities, information management and availability of policies/guidelines at health facility level;
  • Liaise with Nutrition and Health service delivery team; and keep them updated about the identified gaps on a regular basis;
  • Ensure a feedback mechanism is established-between health facility-LGA-state with active participation from State and LGA authorities;
  • Supporting the development of HSS diagnosis and Health System Strengthening (HSS) action plan for the targeted LGAs;
  • In close collaboration with SMoH, collect available state level health policies, acts and guidelines and training manuals and share with line manager
  • Support N/H Programme Manager  to organize workshops and meetings at state level in regards to HSS;
  • Ensure close collaboration with logistic and finance during planning of workshops, trainings and/or meeting that requires financial advances and/or logistical procurement etc.
  • Ensure close collaboration with logistic during any assessment/supervision visits planning, data collection for arranging transportation and other logistical aspects
  • Review and update budget planning including HSS related follow up regular activities on a regular basis and share with N/H Programme Manager.
  • Maintain close collaboration with state MoH, primary care agencies and LGA public health and nutrition coordinators;
  • Lead the data collection for health center assessment with the SMoH and AAH;
  • Work with the PM, project staff and State/LGA counterparts to identify capacity gaps thought a HSS lens and making practical recommendations and plan of action on addressing capacity gaps per HSS pillar and share with the Nutrition and Health PM.
  • Work closely with other project staff to ensure that projects’ strategies and approaches are delivered in a coherent and coordinated way and in line with log frame targets.
  • Build strong partnerships with the government at state and LGA level and other key stakeholder to ensure to ensure that AAH projects are in  line with government priorities and the successful implementation of the projects
  • Represent AAH professionally ensuring the AAH projects are well regarded at LGA and State level
  • With support from N/H Programme Manager , develop follow up mechanism and tools for tracking progress on the agreed HSS action plans
  • Support project officers in conducting supervision and monitoring visit to health facilities jointly with LGA/State public health coordinators
  • Engage with State Health Information System officers to follow up on the progress on reporting and improve on quality of reporting in the DHIS 2;

Position Requirements

  • Bachelor’s Degree in Medicine Public Health / Nutrition / Health Systems / Health Economics / Health policy or related field
  • Certificate in project management for development will be an added advantage
  • 3 years’ experience in primary health care system, CMAM AND IYCF;
  • Good understanding of health systems strengthening;
  • Demonstrated experience and knowledge of primary health care and nutrition services in Nigeria;
  • Previous role at coordination level is required;
  • At least three (3) years demonstrated experience in managing and supervising a team.
  • Ability to engage and build effective working relationships at multiple levels with Ministry of Health personnel, implementing partners, NGOs and INGOs;
  • Demonstrated ability to develop individual and institutional capacity;

Job Description

  • Action Against Hunger is looking to fill the role for a Nutrition and Health Assistant who will implement health and nutrition activities at the facility and community level, Community based assessments, community profiling and community based interventions, project management of nutrition and health.

Key Responsibilities

  • Ensure that all Health and Nutrition activities are integrated with WASH and FSL activities.
  • Assess and report the drugs and other major supplies in the HF on a monthly basis and share report with H&N officer.
  • Ensure proper record keeping for care groups on Health and Nutrition and capture the key issues for management support.
  • Supervise the mother to mother support group and fathers group meetings for quality discussions and dissemination of reports.
  • Support in the training and roll out of family MUAC approach for support groups members and monitor efficiency of support group members in MUAC screening providing routine support.

Position Requirements

  • Diploma holder in Nutrition / Medicine / Public Health / Nursing/or related field.

  • Action Against Hunger is looking to fill the role of a WASH Technical Assistant – Water Quality who will conduct pre/pro water quality testing for all project boreholes, provide support in training and building the capacity on water quality, implement water quality surveillance system, report on WASH technical and WQA activities.

Key Responsibilities

  • Review of the water quality testing lab and establishing the lab 100% functional in all bases.
  • To ensure perfect installation and functionality of chlorine dosing pump under the project.
  • In collaboration of LGA WASH unit, continue sensitizing community on importance of water quality monitoring and treatment.
  • Capacity building of relevant stakeholders (health workers, borehole operators, volunteers, LGA WASH unit, etc) AAH staff on water quality monitoring, testing and chlorination.
  • To develop TOR and SOP for water quality surveillance according to WASH sector guideline.

  • Action Against Hunger is looking to fill the role of a Stabilization Centre Officer who will be responsible for the overall and day to day management of Severe Acute Malnutrition (SAM) with Medical complications at AAH BHA Supported Stabilization Centre (SC) in Maiduguri.
  • S/he will be in charge for the overall support and direct supervision of the SC seconded staffs including SC Doctors, SC Nurses and SC Nurse Assistants.

Key Responsibilities

  • In collaboration with the Nutrition and Health sector Manager the SC officer will ensure that the center is functioning properly, providing care of high quality including medical diagnosis and treatment of SAM children presenting with medical complications
  • Support the stabilization center medical team on deciding properly about the malnutrition status of SAM children and referrals to other components of CMAM (SC/OTP/SFP) by ensuring strict compliance with the recommended discharge criteria.
  • Provide technical coaching to the nurses and nurse aids on calculation, preparation of therapeutic milk and distribution and monitoring of feeding according to the standard protocol for the SAM children.
  • Ensure that the systematic treatment and drugs are given correctly to all patient in collaboration with SC doctors.
  • Follow up on the hygiene and sanitation rules in the center and ensure PPE are always available and being used.
  • Ensure that adequate supplies are available in stabilization centers in collaboration with the SC manager and Nutrition and Health Sector Manager.
  • Prepare weekly/monthly utilization, requisition and stock report for therapeutic feeding products, medicines and medical equipment with validation from the SC manager.
  • Carry out daily ward rounds in the morning and evening with SC Doctors, SC nurses and ensure patients are visited as appropriately. Ensure the notes on patient cards  are properly filled after the ward rounds or any other patient examination or procedures.
  • Organize and conduct weekly medical meetings with the team to discuss mortality review and case study in collaboration with the Nutrition and Health sector manager.
  • Compile and analyze the data and determine the performance of the center, share the monthly Activity Progress Report in collaboration with the Nutrition and Health Sector Manager.

Position Requirements

  • Bachelor’s Degree in Medicine with SC experience, Nursing, RN Nurse with SC experience Public Health, Nutrition or related Degree desired Graduate Degree in Psychology or Public Health or related course is an added advantage;
  • Minimum of three (3) years’ experience in in- patient management of SAM cases with Medical Complications and CMAM programmes implementation;
  • Valid and current practicing license;
  • Excellent report-writing skills is required;
  • Fluent in written and spoken English, Hausa and/or Kanuri;
  • Good Communication and Interpersonal skills;
  • Team management experience with similar programs;

Job Description

  • Action Against Hunger is looking to fill the role of a Pharmacist who will ensure general functioning of the pharmacy and supervising all pharmacy supply chain processes in accordance with AAH standards, protocols and procedures, in order to ensure its efficiency and operating availability.
  • This role requires field visits from time to time to deep field locations.

Key Responsibilities

  • Provide input for international /national orders, draw up the first draft of orders with and under the validation of the Nutrition and Health coordination team (Nutrition and Health HoD, DHOD), following the review of the projects’ standard list and finalize orders based on consumption and future needs arising from the developments in medical activities.
  • Ensure timely and regular supply of medical commodities to all project sites and health facilities to avoid stock-out and interruption of ongoing activities.
  • Ensure implementation of appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) according to AAH protocols.
  • Ensure that all persons in the supply team are aware of the specificities of the medical items they handle by raising their awareness/coaching/training them on quality, sensitivity, specificity and the various products’ storage conditions.
  • Make regular supportive supervision to all health facilities or mobile sites being supported by Action Against Hunger using the standard checklist and provide technical support to MOH staff on standard practice, make recommendations based on the observed gaps for better programing.
  • Conduct Drugs consumption analysis based on Average Monthly Consumption reports received from project teams and provide time feedback and recommendations to the teams.
  • Guide and support the pharmacy assistant in carrying out his/her daily activities.
  • Maintain a global overview of medical stocks in the mission.

  • Bachelor’s Degree in Pharmacy with Valid license.

  • Closely monitor that appropriate treatment protocol is respected in the health facility for management of childhood illnesses.
  • Ensure provision of adequate information to the mother and caretakers on the prescribed doses and administering drugs at home.
  • Closely monitor if appropriate protocol for micronutrient supplementation, identification of medical complications for pregnant mothers are maintained.
  • Ensure that referral of complicated pregnancies are made to the nearest higher level centre.
  • Monitor for appropriate documentation – IMCI and CMAM treatment registers/tools, individual child growth monitoring cards, ANC/PNC cards and delivery registers.
  • Ensure that all children are properly examined and treated according to national protocols and standards.
  • Identify gaps for WASH in health facilities and inform the Nutrition and Health Sector Manager on a regular basis.
  • Ensure Availability of essential Nutrition & Health supplies in assigned Health facilities including data tools.
  • Develop LGA work plan with specific roles and responsibilities for each of the field staff.
  • Identify financial requirements, logistic needs, HR support in reference to work plan and inform the NHSM to prepare budget forecast.
  • Review financial, logistical and HR needs on a monthly & quarterly basis and share with the NHSM.
  • Ensure that all health facilities/sites have adequate supplies to delivery uninterrupted health care services through identifying needs, informing line manager on regular basis.
  • Support the Nutrition and Health Sector Manager in organizing LGA based coordination meeting;
  • Prepare individual monthly action plan in reference to work plan and share with the Nutrition and Health Sector Manager Participate in regular monthly planning meeting with nutrition and health teams led by the Nutrition and Health Sector Manager.
  • Maintain individual monitoring & supervision plan as well as for the supervisee.
  • Regularly follow up with the teams on the progress of activity, challenges and guide on necessary actions.

  • Provide summary analysis from the LGA report including –
  • Significant contextual changes that have impact on nutrition & Health operations.
  • Bullet points on progress of training, on-job coaching and supportive supervision.
  • Feedback on quality of service provision through monitoring visits (checklist to be used).
  • Key challenges and proposed solutions.
  • Collect consumption reports from health facilities, compile for LGA and share with line manager with needs for upcoming month.
  • Regularly report and coordinate with line managers regarding challenges, issues faced in the field for timely and appropriate decision making.

Coordination:

  • Coordinate and collaborate with health State/LGA health offices, health workers for smooth implementation of the project activities and quality of service provision.
  • Organize monthly coordination meeting with health managers and workers.
  • Closely coordinate with WASH team to ensure appropriate WASH facilities in the targeted sites.
  • Participate in LGA based monthly coordination meetings and support LGA teams on structuring LGA coordination mechanisms with health workers and partners.
  • Participate in meetings with other Action Against Hunger sector or staffs to discuss and document lessons learned.
  • Assist in organization of project workshop, trainings and seminars, including preparation of short reports.
  • Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.

Key Responsibilities

  • Update and maintain 5W/4W mapping (Health, and Nutrition sector) tool on a regular basis for the operational LGA; and share with the Nutrition and Health Sector Manager.
  • Update tracking tool to monitor programme screening based data on acute malnutrition; collect health facility based disease surveillance reports and update morbidity reporting tool for assigned health facilities/LGAs.
  • Participate with M&E team in supervision of data collection for Nutrition KAP surveys; Baseline and End line Surveys.
  • Liaise with Community Mobilization Officers/Assistants for accessing community support group database; health facility database on a regular basis and updating overall health facility based activities.
  • Conduct periodic capacity assessment of health workers on CMAM services delivery, IMCI service delivery, Reproductive health service delivery, vaccination etc. and review the training needs and/or coaching needs.
  • During supervision visit, identify gaps of in supply sides and report to the Nutrition and Health Sector Manager for remedial action.

Key Responsibilities

  • Regularly liaise with the “Lead agencies” and Cluster Lead Agency (CLA) LGA facilitators at the LGA level to identify progress, gaps, bottlenecks and challenges in implementation of nutrition responses, and communicate/feedback to the Sector coordinator and propose corrective actions (if needed); Spend at least 50% of the time in the “deep field”, of Borno, Yobe and Adamawa supporting LGA level coordination
  • Support the Sector Coordination team in organizing of and participating in regular sector coordination meetings and information sharing to strengthen emergency nutrition responses in priority locations;
  • Identify and liaise with FSL, WASH and other sector partners to advocate for integration of nutrition sensitive interventions and nutrition indicators into their respective response plans and where feasible; propose corrective actions, if needed;
  • Provide regular inputs from sector’s partners for Nutrition sector information management products, bulletins, etc., including needs, gaps, supply pipeline updates, etc;
  • Act as a Sector Coordinator in the absence of the CLA Sector Coordinator by, which includes management of other sector coordination team member (IMO).
  • Act as a focal point for receiving NGO concerns or complains in order to raise these with the Nutrition Sector Coordinator and the Sector Lead Agency to strengthen accountability and transparency of the sector’s decisions and work.
  • Participate or coordinate and support the sector coordinator to input into humanitarian needs overview (HNO/HRP), Cadre Harmonize analysis, etc,
  • Represent the sector coordination team in the ISWG in the absence of the Sector coordinator and other relevant technical working groups where needed and lead discussion related to analysis of nutrition information.
  • Coordinate with the UNICEF/WFP RRM and other rapid response mechanisms in identifying location for intervention based on sector priorities, mobilizing partners to participate in the Missions and analyzing all data generated by RRM teams.
  • In collaboration with the SPHCDA, IMTWG and with other sectors, ensure nutrition assessments are conducted using standardized tools and methods.
  • Ensure representation of nutrition sector in the Food Security & Livelihoods, WASH, Health and Education Sectors by regularly attending meeting organized by those sectors.
  • Support the development of Nutrition Sector strategies and plans, based on solid analysis of the situation; in order for the sector to prepare for and respond appropriately to emergencies.
  • As a member of the sector coordination team, provide relevant inputs to the development and revision of the Nutrition Sector Strategic Response Plans (HRP) as required. As part of this process, ensure that gaps and duplications are identified and appropriately addressed.
  • As member of the sector coordination team, develop and contingency planning and preparedness for new emergencies related assessment and analysis needed and capacity required for assessment by sector partner, and ensure this is adequately reflected in the overall humanitarian country strategy and response plan
  • Ensure that OCHA identified priority crosscutting issues, including gender, HIV and environment; are fully integrated into the nutrition sector strategy and nutrition sector partner projects, in line with ISAC guidance and international best practices with specific focus on ensuring cross-cutting issues are addressed in nutrition survey plans, methodologies, etc.
  • Conduct analysis and write up of the nutrition sector information from the various sources and share nutrition briefings with stakeholders and monthly situation analysis with the humanitarian community.
  • Identify core nutrition advocacy concerns, including resource requirements related to nutrition surveys/assessments, and contribute key messages to the broader advocacy initiatives of the HCT.
  • Advocate for donors to fund Nutrition Sector partners to carry out activities in line with the Nutrition Sector strategies and identified priorities while at the same time encouraging sector participants to mobilize resources for their activities through the usual channels.
  • In collaboration with the Sector Coordinator, guide the work of the Information Management Officer to maintain a functional Nutrition Sector Information Management system; which includes Monthly Partner Reporting, Nutrition Partner database and 5W Matrixes; Gap analysis mapping database, Repository of Nutrition Surveys and Sector Website.
  • Ensure regular monitoring of nutrition surveys/assessments activities and coordination against sector indicators, including activity at operational level (quality, coverage, continuity and cost).
  • Submit regular Sector reports to OCHA and UNICEF in line with reporting requirements (monthly/quarterly).
  • The sector co-coordinator is expected to spend at least 40% of his/her time in field monitoring responses and supporting partners in improving quality programming.
  • Identify capacity building needs for the sector and coordinate and support training of humanitarian personnel and capacity development of humanitarian partners; based on capacity mapping and understanding of available personnel and institutional capacities.
  • Support efforts to strengthen the capacity of SPHCDA and other national//local authorities and civil society on emergency nutrition coordination, responses and assessments.
  • Collaborate with the nutrition sector TWGs to organize/conduct training aimed at improving the capacity of partners in conducting SMART surveys, IYCF-E and CMAM programs coverage assessments.
  • Support in ensuring that the nutrition sector framework on accountability to affected population is integrated, implemented by nutrition sector partners, monitored and reported accordingly.
  • Monitor the implementation of the core sector indicators on AAP that have been agreed with all nutrition sector partners.

  • Master’s Degree in Nutrition, Public Health, Public Health Nutrition, Management or related fields or Bachelor’s Degree in Nutrition, Public Health Nutrition with experience in sector/partnership coordination.
