Department Head – Operations at the Kaduna State Residents Registration Agency (KADSRRA)

Kaduna State Residents Registration Agency (KADSRRA) was established by law on 1st March, 2018 by the administration of His Excellency Mallam Nasir Ahmad el-Rufai and inaugurated on 11th April 2019. The Agency was established to create a reliable database of all residents in the State to provide useful data for planning, financial services, education, housing, health and related matters.

We are recruiting to fill the position below:

Job Title: Department Head – Operations (GL 12-14)

Location: Kaduna

Job Description

  • The head of operations will oversee the Agency’s ID capturing operations in addition to all hardware, software, and computer assets. This includes development, implementation and monitoring of policies on network infrastructure, IT performance management, network administration and system security, and data protection regulations.

Job Responsibilities

  • The planning, execution, and management of the Agency’s IT projects.
  • The careful execution of the Agency’s digital ID roadmap which includes acquiring resources and coordinating the efforts of team members and third-party vendors or consultants to deliver projects according to plan.
  • Oversight and quality control of all IT-related projects and deliverables.
  • Resolve issues escalated by technicians and engineers.
  • Ensure data is handled, transferred, or processed according to legal and company guidelines.
  • Control costs and budgets regarding IT systems.
  • Develop IT policies and practices.
  • Oversee day-to-day operations.
  • Designing and implementing Agency operations and enrollment center operational plans.
  • Establishing policies that promote company culture and vision.

Minimum Requirements

  • A Master’s Degree and Bachelor’s Degree with a minimum of second-class.
  • Either of the Master’s Degree and Bachelor’s Degree must be in a core ICT related discipline (e.g., Computer Science, Computer Engineering, Electrical And Electronics Engineering, Information Technology, Information Systems, Software Engineering etc.).
  • Minimum of seven (7) years post-qualification cognate experience in project management, software development, management of IT infrastructure, or related fields.
  • Strong familiarity with development environments and tools.
  • Competent and proficient understanding of business solutions, such as Document Management, CRMs, Business Web Technology etc.
  • Relevant professional qualifications, and presentation of verifiable portfolio of relevant projects, will be an added advantage.
