KNCV Tuberculosis Foundation Nigeria is a local non-profit public health organization firmly equipped with technical and administrative capacity in providing technical TB support services, strengthening TB services delivery, support health system strengthening and research in Nigeria. Our programs are designed to advance the WHO Global End TB strategy of creating a world free of TB. We employ a systems approach, using data-driven quality improvement methods to identify and address gaps in TB diagnostic and treatment services.

Our work to end TB focuses on collaborative planning, design, and implementation, engaging the private sector, strengthening service delivery platforms, community structures and improving the quality of services. Our multidisciplinary team of passionate professionals covers a broad range of expertise such as programmatic TB control, research, clinical management, social science, education, digital health, and project management.

Background

  • USAID Nigeria Accelerating Control of the HIV Epidemic in Nigeria (ACE) Cluster 6. The “HALG_ACE Consortium” brings in a suite of mutually reinforcing technical expertise to address existing HIV service delivery gaps. It employs a rights-based approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services like access to justice, gender mainstreaming, mental health, and psychosocial support interventions.
  • KNCV Nigeria a member of the “HALG_ACE Consortium” will provide technical assistance towards community and facility TB case finding, linkage and treatment across Lagos, Edo and Bayelsa states

Purpose of the Position

  • The Program Officer TB / HIV will provide oversight and guidance to state TB and TB/HIV coordination body and implementing partners to ensure quality planning and harmonization of approaches. S / he will also provide technical oversight to state TB and TB/HIV program on:
    • Development of implementation guidance and monitoring framework for specific interventions
    • Periodic program reviews and contextual analyses of the project aimed at performance improvement and efficiency gains
    • Documentation and dissemination of project results
  • In addition s / he will identify relevant technical assistance needs for TB and TB/HIV program as well as coordinate the engagement and delivering of such technical assistance
  • Hierarchically, the Program Officer TB/HIV reports to the Senior Technical Advisor TB LON 1 & 2 project.

As a Program Officer TB / HIV, you will:

  • Provide technical assistance to ensure GeneXpert machines are used for improved TB case detection among PLHIV and families, support sputum transport, enrollment of HIV-TB co-infected patients on ART, provide isoniazid preventive treatment (IPT) for all PLHIV not infected with active TB, improve complete referrals between direct observation therapy short-course clinics and ART centers.
  • Ensure stock management of GeneXpert cartridges and Isoniazid (INH).
  • Provide technical expertise on identifying and addressing clinical, programmatic, and other health system gaps to improve TB/HIV program implementation and performance. This will include mapping and analyzing current gaps and challenges, institutionalizing best practices, implementing strategic interventions, and monitoring progress on specific TB/HIV indicators across the cascade.
  • Provide technical assistance to mobilize and sensitize communities to improve TB case finding and the uptake of TB/HIV treatment and improve TB treatment adherence, intensify contact tracing for all PLHIV diagnosed with TB, improve TB case detection among HIV patients and their households, increase index HTS uptake among members of the household and intensify TB case finding among children and pregnant women attending ANC services.
  • Support rigorous monitoring and a strong focus on evaluation system to track the progress of all activities and outputs.
  • Organize and report monthly on TB/HIV implementation of ACE Cluster 6
  • Perform other additional duties assigned
  • The technical assistance does not include direct service delivery or contact with project beneficiaries.

Who are we looking for?
Education:

  • Minimum of a Degree in Health Sciences. Additional advantage include Master in Public health or other relevant Public Health disciplines.

Knowledge / experience:

  • At least 5years experience working with: HIV & TB program at various levels
  • Experience with USAID or UN projects or any development partner is an advantage.

Behavioral Competencies and Skills:

  • Strong coordination, planning, and supervisory skills.
  • Competent with operational plan development, implementation and evaluation of results.
  • Comfortable planning and delivering multiple activities under pressure to strict deadlines and high levels of precision.
  • Self-motivated with a strong ability to identify and develop relevant areas of work.
  • Able to communicate complex issues in a concise, accessible and engaging manner.
