The Nigerian Electricity Regulatory Commission (NERC) is an independent body, established by the Electric Power Sector Reform Act of 2005 to undertake technical and economic regulation of the Nigerian Electricity Supply Industry. The Commission is to, among others license operators, determine operating codes and standards, establish customer rights and obligations and set cost reflective industry tariffs. The Commission has its head quarters in Abuja.

Job Description

  • Assist in the determination of appropriate methodologies, policies, procedures and guidelines for regulating electricity tariffs.
  • Perform tariff affordability tests to estimate the impact of tariffs on new power procurement Analyse the impact of PPA on tariffs.
  • Assist in review of tariff filings and applications.
  • Assist in analysing cases for hearing and in organizing the public hearings.
  • Conducts necessary analysis and provide input into the determination of license fees, levies and other charges.

Requirements

  • B.Sc. in Economics, Finance, Accounting, Mathematics, Statistics, or Law MSc, Energy Economics, MSc Econometrics, MA Economics, MA Utility Regulation, MSc Finance, MBA Energy Finance, MSc Statistics.
  • Minimum years of experience: Minimum of 9 Years post-graduation experience.
  • Must demonstrate good understanding of the working of electricity market.
  • Good knowledge of the current status of NESI, the current reform imperatives and the electricity market structure mandated by the Electric Power Sector Reform Act, 2004.
  • Must demonstrate good understanding of basic principles of competition and the prevention of the abuse of market power.
  • Ability to provide commercial and regulatory advice based on a sound analysis.
  • High quality written and oral communication skills and the ability to research, draft and present scholarly papers and presentations on key regulatory and competition-related concepts and initiatives to a wide range of audiences.
  • Must demonstrate good computer and quantitative skills.
  • Self-starting, proactive and self-censoring with capacity for independent thought and analysis.
  • Firm ethical grounding, discipline and integrity.
  • Good organizational leadership and supervisory skills.
  • Good knowledge of project management and evaluation.
