Description

  • Abt Associates, a major American business and government research, technical assistance, and consulting company, was awarded the PMI VectorLink Project in 2017 by the United States Agency for International Development (USAID)/President’s Malaria Initiative (PMI).
  • Working across 24 countries in sub-Saharan Africa as well as Cambodia and Latin America, the PMI VectorLink Project is equipping countries to plan and implement integrated vector control, including implementing safe and cost-effective indoor residual spraying programs, conducting entomological monitoring activities, and providing support for the deployment of insecticide-treated nets.
  • The PMI VectorLink Project works closely with Ministries of Health, National Malaria Control Programs, regional and district health offices, and their partners to ensure that government, the private sector, and communities are able to sustain and lead future IRS and malaria vector control programs.
  • In Nigeria, the PMI VectorLink Project conducts routine entomological monitoring and monitors insecticide resistance across 16 states in the country.
  • The project also works to strengthen the capacity of national and district governments to plan and implement quality entomological monitoring and use entomological data for decision making in the future.
  • VectorLink Nigeria also supports programmatic monitoring activities, to assess the impact of new types of nets on entomological and epidemiological indicators.
  • VectorLink Nigeria is seeking a Finance Officer/Accountant to support the project team. Under the supervision of the VectorLink Nigeria Finance & Administration Manager, the Finance Officer/Accountant records project financial transactions, posts to appropriate projects and tasks, prepares periodic financial statements and reports, and keeps account records up to date.

Duties and Responsibilities
Specific duties and responsibilities include the following:

  • Records expenditures, income, and any other related transactions, in the books of accounts.
  • Assists with expenditure tracking and reporting, ensuring all necessary supporting documentation is in place.
  • Scan payment packages and all supporting documentation on daily basis before documents are prepared for the payments.
  • Prepares payment vouchers and corresponding checks.
  • Prepares payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc).
  • Prepares monthly bank reconciliations.
  • Checks petty cash payments and periodically reconciles petty cash balances.
  • Keeps a register of fixed assets and maintains an easy cross reference system of all government property.
  • Ensures that the books of accounts are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
  • Prepares the weekly Remote Office Voucher (ROV) in accordance with Abt Associates procedures and policies.
  • Prepares monthly cash requests, and promptly advises action required to cover estimated costs.
  • Ensures that government taxes are paid on time.
  • Ensures that periodic inventory of the fixed assets (property) of the company is conducted.
  • Assists the Finance & Administration Manager in the implementation of the internal control system and financial procedures manual of the company.
  • Other responsibilities as assigned by the F&A Manager.

Desired Skills and Qualifications

  • Bachelor’s Degree in Accounting, Finance, Management, Business, or other relevant field.
  • At least six (6) years of professional experience in Accounting and Program Financial Management.
  • Experience working at international development programs, with experience at USAID-funded programs highly desirable.
  • Experience in payroll management, petty cash management, financial reporting, and budget tracking.
  • Experience in inventory management is desirable.
  • A strong command of financial and other computer applications such as MS Word, Excel, QuickBooks, Access, etc.
  • Excellent management and organizational skills.
  • Excellent written and spoken English required.

Minimum Qualifications:

  • Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
