Job Title: Talent Acquisition Officer

Location: Borno
Position Reports to: Senior Talent Acquisition Officer

Job Overview/Summary

  • Under the direct supervision of the Senior Talent Acquisition Officer, the Talent Acquisition Officer serves as part of focal point for the coordination of recruitment related activities as well as provision of recruitment support to ensure effective and efficient execution of processes, projects and activities.

Key Working Relationships
Support the Talent Acquisition Officer in achieving the core objectives to:

  • Ensure strategic management, development and recruitment of national staff in line with mission human resources requirements for programs and support positions.
  • Provide professional support to hiring managers and candidates throughout the recruitment process, from offer to start as well as ensuring appropriate resources are deployed to achieve the mission’s values and principles.
  • Ensure national staff benefits, data and information administration are carried out effectively, in close coordination with supervisors/managers and administrators at all bases to ensure smooth delivery of internal services to employees.
  • Provide comprehensive support function to the HR team for adhoc tasks and future organizational projects.
  • Support the management team with all administrative tasks related to both national and international staff recruitment.

Recruitments:

  • Participate in the recruitment and selection of national staff.
  • Participate in the coordination of all aspects of recruitment and selection process including; scheduling interviews and tests with candidates, provide feedback as appropriate and conduct reference checks.
  • Support the long listing of applicants.
  • Prepare recruitment materials and documents as required.
  • Pro-active search for IRC based hard to fill roles and support business development.
  • Support the Senior Talent Acquisition Officer to ensure the maintenance of IRC recruitment module and all candidates receive timely communication and feedback.
  • Participate in ensuring job description is in line with mission staffing requirements.
  • Work in accordance with agreed timescales to reduce time to hire figures and retain the best candidates.
  • Draft offer letters and employment contracts and all other employee related letters for all national employees including collection and maintenance of new starters’ documents.
  • Maintenance of recruitment data such job descriptions, interview grids, reference checks tests.
  • Ensure consistency in the filing system of Abuja and Base HR Documents.
  • Collate, maintain and provide recruitment reports as agreed with the Senior Talent Acquisition Officer
  • Assist in ensuring the mission’s recruitment and selection policy guidelines are followed.
  • Maintain and update the mission’s recruitment and employment offer contract tracker.
  • Participate in HR related projects aimed at developing and implementing new HR tools and strategies.
  • Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
  • Research and recommend new sources for attracting and screening active candidate.
  • Recommend industry best practices to the Senior Talent Acquisition Officer providing current and accurate market trend information.
  • Communicate with managers and employees regularly to establish rapport, gauge morale and source new candidates’ leads.
  • Ensure consistency in the application of the human resources policies across IRC humanitarian programmes.

Additional Responsibilities:

Qualifications

  • Degree in Human Resource Management /Business Administration and relevant field required
  • Master’s degrees in Human Resource Management will be an added advantage
  • Society of Human Resource Management Certified professional (SHRM- CP) or relevant body desirous
  • Not less than 12 months work experience in Human Resources, Recruitment and Talent Management

Skills and Abilities:

  • Advanced proficiency in Microsoft Windows, Word, Excel, Access and Microsoft Outlook

Job Title: Senior Environmental Health Manager

Location: Maiduguri, Borno

Scope of Work

  • Under the supervision of the Environmental Health Coordinator, the senior environmental health manager will be responsible for IRC WASH component in Borno state ensuring WASH intervention within Monguno, Gwoza, Konduga, Magumeri, MMC and Jere LGAs in Borno are in accordance with IRC and donor requirement.
  • S/he reports to the environmental health coordinator and will work closely with other environmental health managers in Borno to ensure efficient use of resources, s/he will provide leadership and provide technical support to the IRC WASH team in Borno and ensure all WASH project are implemented within the standards and proposed project time frame.

Responsibilities
Project implementation:

  • Ensure that all IRC WASH related activities across Borno meets the need of the beneficiaries and in line with sphere, IRC, donor regulations and in line with Nigeria’s standards.
  • Ensure high quality implementation of the WASH component across Borno field sites, in a timely manner, within budget, and in full compliance with the donor contract and IRC rules and regulations.
  • Ensure that WASH interventions are appropriately-planned, adequately resourced and implemented in according to the IRC integration strategy for WASH and other sector in line with accountability guidelines.
  • Ensure good internal coordination, communication and spirit with the WASH teams across Borno offices
  • Actively participate in internal and external coordination such as IRC internal coordination meeting and the WASH cluster meeting in Maiduguri and other LGAs.
  • Establish good relations and coordination with WASH humanitarian actors in Borno and other LGAs where the IRC is addressing the WASH needs
  • In collaboration with the other IRC sectors including RH, protection and WPE, ensure that protection mainstreaming and menstrual hygiene management (MHM) cut across WASH activities in Borno whilst the quality and timeliness of all WASH outcome are met during project implementation.
  • Work closely with M&E team in Borno to develop and improve M&E and feedback mechanisms for the EH Borno program, ensuring that the EH teams in the field actively monitor set indicators and effectively address concerns of the target communities.
  • Work closely with Supply Chain department to develop and monitor procurement and distribution plans for all active grants in Borno on a monthly basis. Lead in all WASH assessment with in Borno location ensuring that proposals and reports are informed by the findings of the assessments.
  • Lead the internal and external reporting and proposal development for WASH in Borno by ensuring that all reports and proposal are submitted to EH coordination on time to allow for review before final submission to the country office.
  • Review progress of all active grants in Borno; in achieving program objectives and targets in collaboration with the program managers.
  • Participate in all Borno grant opening, mid-term review, and grant closing meetings.
  • Draft technical aspects of internal and external reports within agreed deadlines using IRC and donor formats, as required and share with the EH Coordinator.
  • In collaboration with the program support officer, managers, review Budget vs. Actual expenditures for EH programs on a monthly basis. Bring any over/under expenditure issues to the attention of the EH Coordinator in a timely manner.

Human Resources, Finance, Logistics and Security:

  • Supervise other WASH Managers in Borno by applying the IRC’s performance management tools and by providing technical and non-technical management support and advice;
  • Participate in the recruitment of new WASH staff and Manage the WASH budget lines of related active grants
  • Provide support to others WASH Managers in Borno by ensure that all IRC WASH spending in different grants is carried out and accounted for in a manner that is compliant with IRC procurement and financial regulations ensuring no overspending or underspending.
  • Provide support to others WASH managers by working with the logistics department to ensure that WASH teams receive the necessary support in terms of transport, procurement and warehousing.
  • Ensure compliance with IRC security procedures for WASH interventions, as well as a high degree of security awareness and preparedness among the WASH teams.

Technical guidance and training:

  • Spend significant time on WASH intervention sites to monitor activities and provide practical technical guidance to the team.
  • Based on needs and gaps, provide formal and informal technical training to WASH managers and staffs and identify external training opportunities as needed.
  • Proactively liaise with the EH Coordinator for additional technical support.

Others:

  • Actively participate in the couching and capacity building of other EH managers on report writing and proposal development.
  • Ensure that all EH work meets the IRC standard within the targets LGAs in Borno by visiting the sites appropriately.
  • Work closely with the senior environmental health manager Adamawa to coordinate activities with Borno and enhance consolidation and reports to the EH Coordinator.

Skills and Experience

  • M.Sc/B. Eng/B. Sc. in Geology, Civil and Water Resources Engineering, Public Health, Environmental Health, and other WASH related courses with minimum of three years’ experience practicing WASH in humanitarian and development context.
  • Practical experience in project development, proposal writing and donor reporting.
  • Command of written English to produce documents and reports in good standard
  • Ability to maintain good working relationship with colleagues and partners
  • Experience in collecting and collating qualitative and quantitative data
  • High experience in budget analysis related to budget tracking for different donor funds
  • Ability to work with data collection and analysis software
  • Accuracy and keen attention to details, in order to produce high quality documents and maintain good records.
  • Commitment to IRC values and principles
  • Very good command in MS Office a MUST, Auto CAD, EPANET and other related soft wares will be an added advantage.
  • Knowledge of the local languages and Hausa will be an added advantage

Work Environment:

  • Security level red 4. The situation in in Borno remains tense and unpredictable; concerns include AOG attacks in different location. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

Job Title: Economic Recovery and Development (ERD) M&E Officer

Location: Mubi, Adamawa

Job Overview/Summary

  • The Monitoring and Evaluation Officer, under direct supervision of Economic Recovery and Development Manager, is responsible for the development and administration of high quality Monitoring and Evaluation system for the Economic Recovery and Development sector.
  • S/he will collect, collate/organize, analyze and produce data for further improvement of program, reporting and information sharing.

Key Responsibilities

  • Provide technical oversight and direction on all monitoring and evaluation needs across ERD sector areas.
  • In close coordination with, ERD Manager and ERD Coordinator, conduct periodical assessments (baselines, PDMs and endline surveys) to measure program impact.
  • Maintain routine/ real time and accurate ITS updates for the sector, and box storage system.
  • Manage and maintain accurate Commcare online updates on projects under implementation.
  • Produce analytical, timely and accurate M&E reports on weekly, bi-weekly, monthly, quarterly basis or as scheduled.
  • Develop schedule for data collection and coordinate with the PM to ensure timely collection of data.
  • Ensure program team collect high quality monitoring data timely manner collate/ organise data for reporting.
  • Product and disseminate project reports with PMs
  • Work closely with the program teams to conduct market assessments and produce reports Lead and undertake Post Distribution Monitoring of beneficiaries as scheduled.
  • Train staff and enumerators on administration of various data collection tools related to project monitoring, baseline and evaluations.
  • Develop program factsheets and lessons learnt for sharing with wider stakeholders.
  • Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities.
  • Ensure program documents are save and store in a centralized data base online and offline
  • Carry out any other duties assigned by Supervisor.

Job Requirements
Education:

  • Bachelor’s degree in Statistics, Mathematics, Economics, Computer Science and Development Studies or related field required.

Work Experience:

  • Minimum of 3 progressive years of Monitoring and Evaluation and/or Research work with skills.
  • Good understanding of ERD sector indicators.
  • Demonstrated ability to write/produce quality reports.
  • Experience in electronic data collection and management.

Demonstrated Technical Skills:

  • A strong foundation in research methods, statistics, monitoring and evaluation
  • Strong technical skills in data analysis using advanced excel and other statistical softwares.
  • Strong capacity in the use of digital data collection applications (particularly, Commcare, KoboCollect, ODK etc)
  • Demonstrated understanding of intermediate and advanced statistics and the ability to summarize generalize, and make predictions from large data sets
  • Communication experience and skilled in qualitative and quantitative M&E methodologies and techniques

Demonstrated Management/Leadership Competencies:

  • Strong analytical skills.
  • Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.

Languages:

Job Title: Environmental Health M&E Officer

Location: Adamawa

Job Summary

  • The purpose of the M&E Officer position help is to coordinate Environmental Health (EH) sector data collection, compilation, consolidation and analysis.
  • S/he will support research, assessments and evaluations focused on helping IRC to monitor, document and improve on impact measurement.
  • He/she will be engaged in reflective practice to generate lessons from projects/program and prepare M&E plans for the sector.
  • S/he is responsible for establishing, updating and maintaining Environmental Health sector indicator tracking sheets and ensure functional data collection systems for EH sector.
  • S/he will support the M&E manager in the supervision, coaching and mentoring of EH Assistant M&E Officer/s on M&E aspects.
  • S/he will support implementation of the IRC community accountability mechanisms and devise a strategy for program staff participation in M&E activities.
  • The position holder will closely work with the front line program staff and community volunteers to support the IRC interventions in program locations.
  • S/he is a member of the M&E unit on technical matters and reports to the M&E Manager, but will have dotted lines to EH managers on programmatic M&E issues.

Responsibilities
Program/project design and learning (15% of time):

  • Design, develop and continuously update project M&E, and measurement tools and systems on timely fashion;
  • Develop and make sure all the projects in the sub-sector have tested monitoring tools that capture both program activity and indicators progresses;
  • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
  • With support from the M&E Manager and M&E Coordinator, establish and maintain project level information management system;
  • Facilitate implementation of the IR community accountability mechanism, and ensure that program stakeholders have correct information on the IRC activities.
  • Proactively ensure networking and sharing of lessons from the core program with strategic partners and other stakeholders including government;
  • Coordinate synergy and cross-learning among different projects and programs;
  • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

Monitoring and evaluation (50% of time):

  • Track progress against monitoring work plans;
  • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
  • Ensues the on time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
  • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping;
  • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
  • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
  • Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
  • Conduct regular data verification exercises to ensure reporting and collection of quality data;
  • Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
  • Document findings from data quality audits and store in project files to ensure collective and sustainable access;
  • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
  • Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration;
  • Take part in the recruitment of enumerators and survey consultants;
  • Provide M&E inputs for reports written during project implementation;
  • Periodically leads reflective practice forums at field office/ project level and compile lessons from project implementation processes.

Information management and reporting (15% of time):

  • Establish and maintain project information management system;
  • Submit data set to update country office wide program database on monthly basis;
  • Compile regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
  • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
  • Compile quarter, biannual and annual tabular and narrative reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations form the plan.

Capacity building and supervision (15% of time):

  • Assist local partners in designing monitoring and reporting tools and establishing database management systems.
  • Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
  • Let the front line staff and volunteers understand IRC’s program principles and the bigger picture, in general;
  • Coach, mentor and supervise Assistant M&E Officer/s,
  • Assist her/his subordinate/s in completing performance management activities including: performance planning, monitoring, and annual performance appraisals;

Perform other duties assigned by the supervisor (5% of time):

  • Perform other task related assignment proposed by his/her supervisor/s

Skills and Experiences

  • Degree/Diploma in Statistics, Computer Science/IT/or any sector or sub-sector related field;
  • Excellent computer skills are required (particularly Microsoft Excel, Access and Word);
  • At least two year experience working in monitoring and evaluation preferred;
  • Strong data collection, analysis, and report writing skills required;
  • Ability to work independently, think analytically and take initiative in solving problems;
  • Ability to communicate technical issues effectively;
  • Familiarity with logframe analysis and M&E plan;
  • Experience in conducting assessment;
  • Desirable – Working with highly vulnerable and displaced people would be added advantage;
  • Good verbal communication skills in local languages and working knowledge of English;
  • Most importantly, commitment to IRC values and principles;
  • A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds.
