Role Overview

  • Under the direct supervision of the Principal Accountant, the incumbent shall be responsible for all book-keeping, supervision of Accounts Assistants; ensure the preparation of monthly bank reconciliations and postings into the general and personal ledgers. Be in charge of salaries, asset register and ensure proper filing of all supporting documents on receipts and payments.

Role and Responsibilities

  • Supervise the processing of financial claims and expenses in line with ECOWAS financial rules and regulations on a timely basis;
  • Create and maintain all vendor master records in the financial system;
  • Supervise and train the Accounting Assistants for maximum efficiency and output in a manner as to ensure proper segregation of duties;
  • Scrutinize supporting documents for completeness, accuracy and validity of requests in line with applicable policies, procedure, rules and regulations;
  • Review the work of Accounting Assistants to ensure proper documentation, proper approval, use of appropriate transaction codes in accordance with the ECOlink, ECOWAS Financial Regulations and the Manual of Accounting Procedures;
  • Monitor ageing and due dates of payables in a timely manner;
  • Act as liaison between Vendors, other departments and the Finance Directorate and offer impeccable customer service;
  • Review/reconcile vendor statements on a regular basis;
  • Review and/or prepare monthly reports on receivables and collections
  • Prepare and submit monthly reports for management review;
  • Investigate Vendors and Employee inquiries and track down delinquent invoices;
  • Supervise the timely filing of all related vouchers and records to enable easy retrieval of documents and ensure proper archiving of prior fiscal year documents;
  • Retrieve and furnish all relevant vouchers and details for internal and external audits
  • Assist in the review and analysis of various accounting data;
  • Assists in the analysis of open item managed accounts in the ERP system (SAP) and initiate corrective action;
  • Assist in the collection of data for preparation of cost estimates and budget proposals for regular budget and extra-budgetary resources;
  • Assists with the data extract for and preparation of various reports to management;
  • Assist in monitoring budget implementation and performance;
  • Supervise the processing of all approved payments, reconciliations of bank accounts statements on a monthly basis, and postings into the ledgers.
  • Maintain and update the Asset Register including proper asset modification in SAP (sales, write off, Master data modification)
  • Maintain records of all donor funds received and prepare report for Donors as may be required.
  • Supervise the postings of all regularization vouchers and returns received from programme Officers.
  • Supervise timely filing of all supporting documents relating to ECOWAS and Donor Funds;

Academic Qualifications and Experience

  • Bachelor’s degree or equivalent in Accounting or Finance from a recognized university;
  • 5 years of progressively responsible experience in finance, accounting and budget;
  • Knowledge and technical competence in financial statements consolidation and ability to respond to internal/external audit queries;
  • Knowledge of cash management practices, policies and procedures, and the ability to make appropriate recommendations to improve their accuracy, security timeliness and efficiency;
  • Knowledge of various payments systems, banking terminologies, pension fund practices and relevant financial management processes and policies.

Role Overview

  • Under the overall guidance and supervision of the Director of Administration and Finance and Head of Division Administration and Human Resources, the incumbent shall be responsible for providing administrative services by ensuring the analysis, the follow-up and the coordination in line with the established rules and regulations of the Community.

Role and Responsibilities

  • Carry out smooth operation of the administrative functions including work environment, space, equipment and information retrieval system;
  • Assist in identifying the operational needs and develop and support the implementation of the rules to facilitate the workflow process;
  • Provide information to staff regarding office administration procedures, processes and practices;
  • Ensure the implementation of all the initiatives that will enable a rational management of the material, human resources (logistics and procedures);

Role Overview

  • The incumbent shall, in accordance with professional standards, revise texts translated by in-house and independent translators, ensuring high linguistic and terminological quality of texts and application of ECOWAS Court jargon.
  • S/he supervises the relevant language section and may also translate a variety of often complex, confidential, urgent, and important texts intended for different audiences.
  • Facilitates the setting-up and updating of terminology databases and on request, provides advice on language usage.

Role and Responsibilities

  • Revises translations dealing with subjects of an exceptionally sensitive, complex or technical nature
  • Translates texts of an exceptionally sensitive, confidential, complex or technical nature
  • Plans, co-ordinates and supervises the daily, medium- and long-term work of their translation section
  • Supervises the weekly maintenance of the translation log;
  • Allocates work to staff, assigns staff to particular translation or revision duties
  • Directs the conduct of terminological research within the translation section concerned and assists the HOD in the preparation of terminology materials to meet the needs of the entire Division

Role Overview

  • The incumbent shall, in accordance with professional standards, provide interpretation services for meetings, deliberations and hearings of the Court, ensuring high linguistic and terminological quality and application of ECOWAS Court jargon.
  • He/she shall facilitate the setting-up and updating of terminology database and compilation of glossaries.

Role and Responsibilities

  • Services all Court meetings, deliberations and sessions as assigned by the HOD and Management; Provides interpretation in relevant language combination, (simultaneous, consecutive, whispering, liaison) of speeches or statements;
  • Routinely assigned to sensitive meetings;
  • Language Combination: Portuguese A, English B or French B. (Any proven C language in either of the other two working languages of the Community will be an advantage).
  • Functions as language team leader when assigned to a given meeting;
  • Assists the Head of Language Services Division, as appropriate, in the screening, training and conduct of examination for prospective interpreters;
  • Participates in establishment of terminology database, compilation of glossaries, etc.

Academic Qualifications and Experience

  • Master’s degree in Conference Interpretation from a recognized university or institute;
  • 10 years of experience in Interpretation (four of which should have been as a staff Interpreter)
  • Exhibits highest standards of split-second accuracy, consistency and faithfulness to the style and nuances of the original and source languages;
  • Demonstrated understating of how to “weigh” Interpretation teams;
  • Ability to maintain highest standard of confidentiality;

The incumbent will be responsible for activities among others:

  • Design and implement the delivery of IT/IS Solutions for supporting the organization’s processes;

  • Establish, implement and monitor financial controls, which would include approvals and authorization and a review of all financial processes and financial systems in conjunction with the Commissioners and Departmental Heads.
  • Supervise the preparation of Annual Budget Circular for the ECOWAS Community, Annual Budget for the ECOWAS Commission and the Consolidated Budget of the ECOWAS Community.

  • Manage all cash management functions including cash concentration, wire transfers, accounts funding; ensure adequate liquidity for working capital needs and invest short-term excess cash.
  • Provide leadership in the management of Community Levy funds and arrange for the performance of all financial activities relating to the proper financial management of all incomes received from the Member States.
  • Oversee cash management, banking and financial institution relationships, negotiate bank and service fees, implement new bank technologies, products and services to improve cash cycle and simplify Commission’s operations.

Role Overview

  • Under the overall supervision of the Director, Research and Documentation and the direct supervision of the HOD Legal Services and Research, the incumbent shall, in accordance with the Staff Regulations and professional standards, undertake legal research and analysis, write legal opinions and reports on various issues pertaining to the judicial work of the Court and its day-to-day functioning, while providing legal support to the Staff and other services of the Court, as required.

Role and Responsibilities

  • Study and advise on the rules, practice and jurisprudence of the Court;
  • Undertake and supervise legal research and analysis on pending cases before the Court;
  • Draft legal briefs and opinions on various legal issues of Community interest;
  • Produce thematic reports and a subject-matter Index of the jurisprudence of the Court;
  • Prepare and review draft contracts and partnership agreements involving the Court;
  • Produce academic papers and presentations on the work of the Court;
  • Provide legal support to the Staff and other services of the Court, as required;
  • Assist and Represent the HOD and the Director, as required;
  • Perform any other assigned tasks.

Academic Qualifications and Experience

  • Bachelor’s degree (or equivalent) in Law, with a specialization in international, administrative or economic law from a recognized university;
  • 7 years of relevant professional experience in legal practice, including legal research, analysis and writing within the judicial system, a law firm, a legal office of an intergovernmental organization or Government;
  • Excellent knowledge of international law and ability to apply legal expertise in analyzing complex legal issues and developing innovative legal solutions;
  • Proven knowledge of the practice and procedure of international Courts and Tribunals;
  • Knowledge of Legal issues arising out of regional integration and international human rights protection;
  • Strong analytical and drafting skills and ability to prepare sound legal briefs, submissions and opinions;
  • Fluency in any one of the three-official language of ECOWAS (English French and Portuguese); and a good knowledge/command of a second one.
  • Excellent interpersonal, organizational and managerial skills.

  • Be below 50 years old. This provision does not apply to internal candidates.
