Job Title: National Technical Advisor On Economic Empowerment

Duty Station: CNF National Office, Abuja.

Job Summary:
To
support CNF National/ Zonal Offices in identification of new funding opportunities and the design and development of new programs; provide technical support, quality assurance, training and capacity building for existing programs in Nigeria; and further Plan’s policy development, networking and research related to women and youth economic empowerment, particularly related to Microfinance and financial inclusion for women
and youths.

Duties/Assignments:
The National Technical Advisor On Economic Empowerment will:

Program design and development:

As the head of the Technical Team, this role will provide input and advice to projects that have a component on community women and youth savings and loans, micro-finance as related to community youth economic
empowerment. This will include:
Develop and design innovative
Microfinance and Community Economic Empowerment Programme programs in line with Plan’s programmatic approach and principles
Develop and/or provide input on project proposals.
Develop detailed project implementation plans (PIP) and subsequent work plans.

Work in partnership with the marketing, corporate and the development teams in developing proposals for submission to Corporations and individual donors.

Technical Support and Quality Assurance:

Provide quality control, value addition and technical advice to Field Office staff, partners and other stakeholders for Plan support projects related to economic empowerment and Micro-finance as they become
approved. This will include:
Identify and evaluate the national, regional and internationally approved technical standards and benchmarks for Microfinance programs and incorporate into National Strategic plan.

Provide technical support, advice and guidance to CNF staff in both the National &Zonal Offices on the implementation of programs.
Participate in project related meetings as needed including project working groups and project steering committee.
Provide training in the field on tools related to Microfinance, often with a special emphasis on women and youth
Monitor and Evaluate projects/ programs and write reports based on findings.
Design quality monitoring standards as well as tools for program monitoring and improvement thought Leadership.

Lead and/or participate in various program events at regional and international level highlighting CNF’s program experiences.

Participate and share program model, learning and experience with coalitions, donors and forums Contribute to and/or create, policy papers related to portfolio of Microfinance and CEE programs within CNF.
Present CNF experience in international conferences/forums etc.

Ensure CNF is well connected to, and learning from, international and national networks related to CEEP and Microfinance both within the CNF Network and with other organizations in this sector.

Leadership and Managerial Responsibilities:

The Advisor position often will not have people leadership but rather be an individual contributor as part of a wider team with specific accountabilities within a team.
If individual is a people leader both team size, budget and projects/program scope will be at departmental level impact.

Where individual is accountable for a team, this person is directly responsible for the management of that team and is reflected on his/her performance framework at a minimum 90% of time.

Educational & Experience Requirements

Master degree in economics, business administration/management, banking and finance or another international development related area.

At least 8 years of professional involvement in economic empowerment related work, including policy and programme development, with specialized interest in microfinance, poverty reduction and/ or
consulted for other national, international NGOs or development agencies in related areas.
Strong analytical skills related to Microfinance, poverty reduction as well as group and organizational development skills.

Strong technical capacity and practical experience of managing and designing international development programs and micro-finance programs.
Solid experience in proposal writing, innovation and rights based programming.
Good familiarity, networking and working relationships with different donors and other partner organizations.
Demonstrated ability to review, synthesize information and produce appropriate reports.
Demonstrate good interpersonal and diplomatic skills with proficiency in English language.

Job Title: Zonal Monitoring & Evaluation Manager

Duty Station: CNF South East Zonal Office, Umuahia, Abia State.
Nature of Employment: Full Time
Reporting to: The CEO
Department: Programmes
Grade Level: 12

Education:

University Degree preferably in Business Administration, Statistics, Economics or related field.

Experience:

At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs, donor agencies and development partners.
Experience in designing tools and strategies for data collection, analysis and production of reports;
Proven ICT skills, especially in the development of MIS software using database software;
Expertise in analysing data using statistical software;
Strong training & facilitation skills.

Language Requirements:
Fluency in written and spoken English.

Job Summary:

Under the overall guidance of the National Programme Manager and direct supervision of the Programme, the M&E Manager will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.
The ZonalM&E Manager will be responsible for designing and implementing the M&E activities of the Project; assisting the National Programme Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Projects and will be responsible for the collection & analysis of different data in relation to the project activities.
The Monitoring and Evaluation Manager works in close collaboration with the project team and co-programme and operations clusters, donor agencies, development partners, Government officials, private sector, non-government and civil society organizations.

Duties/Assignments:
The Zonal Monitoring & Evaluation Manager will:

Develop and strengthen monitoring, inspection and evaluation procedures
Monitor all project activities, expenditures and progress towards achieving projects output;
Recommend further improvement of the logical frame work;
Develop monitoring and impact indicator for project successes;
Monitor and evaluate overall progress on achievement of results;
Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for projects;
Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team of CNF;
Participate in annual project reviews and planning workshops and assist the Programme Manager in preparing relevant reports;
Support monitoring and evaluation of the effects and impact of programmes/projects;
Assist in coordinating across the available components of Projects to ensure effective implementation of M&E/MIS;
Assist project personnel with M&E tools and in supporting them in their use.

Job Summary:The Zonal Finance & Admin Manager is responsible for the supervision and control of the general accounting functions. This includes the general ledger, payables, payroll, property, budget reporting, and statistical accumulation. This individual is also responsible for financial statement and report preparation on a regular and special request basis; assisting departments with annual budget preparation and budget reviews.

Duties/Assignment:
The Zonal Finance & Administrative Manager will:

Be Responsible for the quality of professional accounting – statistics and management information to ensure proper, timing and confidentiality.
Manage financial control, prepare and analyze budgets, develop financial reports and make recommendations to the organization on budget expenditures.
Run the accounts department in accordance with the Organization’s accounting policy.
Prepare accounting reports, take inventory of assets and Storage of accounting documents.

Job Summary:
Primarily responsible for developing a resource mobilization plan, writing proposals in response to calls for proposals, Expression of Interests (EoIs), Requests For Proposals (RFPs) from donor agencies/ development partners as well as raising funds from other streams of Income Generating Activities (IGAs) to ensure community benefits, programme and institutional sustainability of the organizationand engage in corporate imaging of the organizations activities guided by the valuable practices of public relations and marketing strategies suitable for the organization.

Duties/Assignments:
The National Resource Mobilization Manager will:

Identify donor opportunities, develop donor database, respond to donor tenders and call for proposals, develop grant proposals, write appeals, represent the organization at donor meetings and undertake follow-up of potential funding opportunities.
Create, plan, implement, manage and oversee of all aspects related to fundraising for the organization.
Explore and develop strategies for long-term sustainability of the organization and its interventions
Develop resource mobilization/sustainability plans in consultation with other staff for possible generation of long-term incomes for the organization.
Undertake online research and build contacts with potential individual/ corporate donors and raise funds for the activities of the organization.
Liaison with private agencies, the government and other organizations to explore potential collaborations for raising funds for the organization.
Suggest other innovative ideas for effective resource mobilization.
Create and manage streams of IGAs – (Income Generating Activities).

Job Summary:
The National Technical Advisor on Governance, Human Rights& Democracy, leads the provision of technical assistance to CNF Country Offices and development of justice and human rights initiatives in Nigeria. Under the supervision of the National Resource Mobilization Manager at the National Office, the Adviser will assume responsibility for the following functions and expected key results:

Policy Advisory Services
Knowledge Management, Research and Content Development;
Policy Development;
Practice Management/Co-ordination; and
Partnerships, Advocacy and Resource Mobilization

Duties/Assignments:
The National Technical Advisor On Democratic Governance, Justice& Human Rights will:

Policy Advisory Services:

Lead the provision of policy advisory services to CNF National/Zonal Offices in the area of governance, democracy and human rights; focusing on legal and constitutional reform; democratic reforms; enhancing access to justice for the poor and otherwise disadvantaged groups; security sector reform, strengthening of human rights policies and systems in Nigeria, and promoting human rights-based approaches to development;
Provide policy advice and technical guidance to and collaborate substantively with Nationa/Zonal focal points to help achieve democratic governance strategic goals and implement access to justice and human rights supported programmes;
Provide direct technical advice, backstopping and training to staffs and CSOs
Provide programme support related to the design, implementation oversight and results & M&E;
Knowledge Management, Research and Content Development:
Conduct analysis of data (including gender analysis), case evidence and research findings to distil relevant lessons and collaborate with other teams;
Generate based upon research and analysis, innovative operational concepts aimed at widening CNF policy/programming tools;
Develop, test and roll out tools and methodologies at country level within the framework of national development plans, justice and rule of law reform processes to provide “how to” guidance and ensure standards, using international human rights standards where possible;
Research, develop and share knowledge-based tools, such as policy positions/practice notes/concept papers and other research papers to help influence policy dialogue that advances access to justice for poor and disadvantaged women and men.

Policy Development:

Contribute to corporate policy development in the field of access to justice, rule of law, human rights and democratic governance practices relevant to security systems and citizen safety with appropriate attention to children, women’s safety and security;
Contribute to corporate policy and guidance in focus area;
Provide substantive inputs to Nationalfora to help shape national and regional development strategies, policies, norms and standards;

Practice Management/Co-ordination:

Work closely with the National Resource Mobilization Manager to develop work plans, monitor/report progress in democracy and human rights in line with CNF strategic goals and within the CNF resource framework and agreed work programme;
Provide programme management/oversight, including development/management of the access to democracy and human rights component of the national governance programme and manage related human resources if applicable;
Mobilize and manage financial resources, including for donor-Funds;
Build and nurture communities of practice in focus areas, including cross-national/practice collaboration; support knowledge management in the related thematic/focus area;
Provide results reporting and other management obligations for corporate planning/management processes of CNF and donor funds.
Enlist management solutions to troubleshoot programme delivery difficulties and share best practices.

Partnerships, Advocacy and Resource Mobilization:

Develop practice business plan in the area access to justice and human rights, and forge/implement successfully strategic partnerships with CNF and external partner institutions – Governments, private sector, academia, NGOs, CSOs.
Provide substantive and content leadership in CNF corporate, national discussions and inter-agency coordination on practice issues;
Mobilize external partnerships behind CNF initiatives;
Advocate the importance of access to justice and human rights in various fora with a view to deepen related political commitment and related reforms and enforcement mechanisms;
Lead the design of material and promote initiatives for advocacy and policy dialogue in access to justice and rule of law including democratic governance aspects related to security systems and nurture partnerships with academia and civil society to develop the content;
Support the CEO in providing intellectual leadership of practice in the field of access to justice and human rights.

Educational & Experience Requirements
