Market Value Chain Consultant Job at Business Innovation Facility

The Business Innovation Facility (BIF) Nigeria is a UKAid (DFID) funded economic development programme. It has a 5-year tenure which ends in 2019. It is focussed on five major market value chains, including dairy. A current focus of the Nigerian Government is to mandate dairy industry
import substitution to support local sourcing. This is already changing dynamics amongst players within the dairy industry. BIF Nigeria’s aim for the dairy market is to influence widespread change in the market, towards increased import substitution and local sourcing of milk and other dairy products. As such, BIF will undertake a detailed market analysis of the dairy value chain to identify key constraints with operating a successful cold chain and milk collection hub. BIF then aims to develop a commercially viable business model for market actors who are becoming increasingly anxious about how to establish milk collection centres, primary processing hubs (to pasteurise the milk collected) for transportation to production facilities. The market is looking for a solution that works at scale and can be sustained. All stakeholders; the Federal, State governments, business actors and players in the field as well as end users of dairy products should derive value from this intervention.

Job Title: Market Value Chain Consultant
Business Innovation Facility – Nigeria

Job description

As part of its initial activities under this intervention, BIF aims to carry out different pieces of research to serve as early interventions so as to improve its understanding of the dynamics at both beneficiary and enterprise stakeholder levels within the dairy market, so that a market analysis and strategy (MAS) for BIF support to the dairy market can be developed. This particular term of reference (ToR) will focus on research into a viable model for milk collection, pasteurisation and transportation, which is a key part of the core functioning of the dairy market.

BIF therefore intends to engage the services of a consultant(or group of consultants) to:

Undertake a comprehensive study reviewing the working milk collection model employed by Fiesland Campina in Fashola in the South West against failed models in Northern Nigeria such as that of Milcopal.
Bring to light details of successful models from countries with similar challenges
Identify clusters of pastoralists in Katsina and Sokoto States with the largest concentrations of dairy herds
Identify some major offtakers of this milk (i.e. yogurt processing plants etc.) within these states and quantify their throughput.
Make recommendations that will inform the development of a viable business model for milk collection centres, and of an adaptable cold chain innovation model.

Ascertain the major yogurt/milk processing plants within these states and verify their throughput requirement so as to justify off take and intervention in the MCC & cold chain services.
