Job Title: Technical Director, Household Economic Strengthening, 4Children

Background

  • Initiated in September 2014, The Comprehensive, Coordinated Care
    for Children Project (4Children) is a five �year USAID �funded
    consortium of organizations led by Catholic Relief Services with
    partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children
    designed to improve health and wellbeing outcomes for OVC affected by
    HIV and AIDS and other adversities.
  • 4Children draws on global evidence, which illustrates that HIV
    and other adversities are best prevented and addressed when families
    and children have access to both high quality health and social
    welfare services.
  • 4Children helps countries to identify practical and appropriate
    policies, programs and services that reduce the risk of HIV and
    maltreatment and promote child well-being. It promotes approaches that
    address the unique needs of each child and family, including
    strengthening front line social service workforce and case management
    systems.
  • The United States Government (USG) has made a significant
    investment in the prevention and response to HIV and AIDS in Nigeria
    over the past decade. In fiscal year 2015, more than 800,000 children
    benefited from PEPFAR-supported services. Currently, PEPFAR-funded OVC
    programming is occurring across the country in approximately 180 local
    government areas (LGAs).
  • Under PEPFAR 3.0, approaches will focus on the highest impact
    interventions in key geographic areas where data demonstrate the highest
    prevalence of HIV. In Nigeria, this has resulted in the
    identification of 32 Local Government Areas (LGAs) where facilities
    report the highest prevalence of HIV. These LGAs, also referred to as
    “scale up” LGAs, will be the focus of intense PEPFAR-funded
    interventions aimed at significantly decreasing the rate of new HIV
    infections and successfully treating existing cases and controlling
    the spread of the disease. Future interventions will have an increased
    focus on linking OVC and their caregivers to HIV testing and
    counseling (HTC) and treatment and outreach to adolescent girls to
    prevent new HIV infections. Through this new focus, it is anticipated
    that 300,000 OVC will be graduation or transitioned from current
    programming by end of fiscal year (FY) 2016 and an additional 600,000
    OVC by end FY 2017.
  • To achieve these targets, 4Children will implement a two year
    project focused on the provision of technical assistance to PEPFAR OVC
    Implementing Partners, Government of Nigeria entities and Networks to
    graduate and transition OVC households and children from care and
    support.
  • To support these efforts, the project will strengthen
    programming around sustainability planning, case management and referral
    of OVC and vulnerable households to health facilities, household
    economic strengthening activities parenting, and youth/adolescent girl
    programming, as well as supporting the development of a HIV-sensitive
    social service system.

Job Summary

  • To provide leadership, supervision, and oversight of the graduation and transition processes focusing on the household level.
  • S/he will be responsible for designing an overall HES capacity
    strengthening approach to meet the contextualized needs PEPFAR OVC
    implementing partners (IPs) and their local CSO/CBO partners based on
    assessment results.
  • HES strategies selected will assist families to earn and save
    income, manage money, and allocate household resources to improve
    children’s wellness outcomes.
  • Approaches will be guided by PEPFAR’s Guidance for OVC
    Programming and focus on strengthening HES activities identified by
    PEPFAR as core and near core.
  • The HES TD will be responsible for identifying and sourcing
    short term technical assistance (STTA) from within Nigeria and
    internationally, particularly as surge capacity in select areas of HES
    programming such as savings groups and financial education may be
    necessary.
  • This position will maintain relationships and foster linkages
    among IPs with key ministries and programs, other food security/economic
    growth projects and the private sector in an effort to improve access
    to services to support graduation and transition of households in
    sustained support LGAs and to strengthen activities in scale up LGAs.
  • The HES TD will work closely with the Sustainability
    Coordinator, Case Management and Referral Systems Technical Advisor and
    MEAL Manager to adapt existing case management approaches to better
    support HES and develop tools and benchmarks to track household progress
    that are more sensitive to change than the existing Nigerian
    Household Vulnerability Assessment (HHVA) tool.
  • This position will supervise the Agricultural Livelihoods
    Technical Advisor and the Household Economic Strengthening Technical
    Officer and will include regular mentoring and visits to the field to
    monitor HES capacity strengthening activities, review case files and
    conduct supportive supervision of the CSOs and IPs.

Specific Responsibilities

  • Conceptualize and communicate 4Children’s approach to household
    economic strengthening capacity strengthening to staff and
    implementing partners (IPs), setting forth a vision and plans for
    achieving project objectives through collaboration with IPs,
    government ministries, technical partners (such as training and
    research institutions) CSO/CBOs, and the private sector.
  • Collaborate with the Organizational Capacity Strengthening
    Technical, HES Technical Officer, Agricultural Livelihoods Technical
    Advisor to assess IPs, develop and implement capacity strengthening
    plans for themselves and their collaborating CSO/CBOs in HES.
  • Plan 4Children’ project HES activities and set appropriate
    performance targets ensuring IPs adherence to technical standards, best
    practices and donor guidelines.
  • Ensure that HES related activities are appropriately planned and costed in all State and IP sustainability plans.
  • Identify technical assistance needs, develop scopes of work
    (SoW), identify and oversee short-term technical assistance providers
  • Work closely with the Sustainability Coordinator, Case
    Management and Referral Systems Technical Advisor and MEAL Manager to
    adapt existing case management approaches to better support HES and

    implementing partners.
  • Support IPs to coordinate with government officials at all
    levels, strengthening appropriate coordination and technical support in
    implementation and follow-up of HES activities.
  • Support IPs to develop job descriptions and recruit the human
    resources needed to support quality HES programming at the IP and
    CSO/CBO levels.
  • Use appropriate project management tools to plan, review and
    track implementing partners’ progress on HES project implementation and
    use of project resources.
  • Collaborate with other technical advisors and IPs to plan for
    and ensure an effective, coordinated and harmonized approach to HES
    programming across IPs
  • Develop and maintain linkages with governments, organizations and projects that can support HES activities supported by IPs

    groups and the Savings and Internal Lending Communities Private Sector
    Provider (SILC PSP) programs adhere to industry and CRS’ program
    quality and implementation standards.
  • Oversee and facilitate Savings and Internal Lending Communities
    (SILC) and Financial Education Training of Trainer (TOT) sessions with
    CRS staff to ensure quality implementation of SILC activities by IPs.
  • Oversee and facilitate trainings in in market opportunity
    identification/assessment, entrepreneurship and business development
    services for IP HES staff.
  • Develop scopes of work and oversee consultancies and short-term technical assistance relation to HES activities.

Required Qualifications and Skills

  • Master’s Degree in Development Studies, Agricultural Economics,
    Economics, Business Administration, International Relations or a
    closely related field, or equivalent work experience.
  • Five to seven years of field experience in economic strengthening, especially within Africa.
  • Experience in programming in economic strengthening/growth such
    as value-chain development, business development, entrepreneurship,
    financial services with a focus on vulnerable populations, experience
    working with the private sector a plus.
  • Demonstrated experience in training design, delivery and mentoring in subject matter relevant to this position
  • Previous experience carrying out technical capacity assessments
    in the areas of savings-led microfinance, value chain development, and
    related fields preferred.
  • Experience in savings-led microfinance, with CRS’ SILC and fee-for service model preferred.

Job Title: Zonal State Coordinator

Locations: Abuja, Kaduna, Rivers and Lagos

Job Summary

  • The Zonal State Coordinators will be based in select IP offices
    and will provide technical assistance and accompaniment to multiple
    PEPFAR Orphans and Vulnerable Children (OVC) Programming Implementing
    Partners (IPs), SMWASDs, SACAs and other Government of Nigeria (GON)
    entities related to supporting an HIV-sensitive social service system
    within their assigned zone.
  • The Zonal State Coordinator’s main role is to promote and
    support positive changes from within relevant GON structures in order to
    support a HIV-sensitive social service system.
  • The Zonal State Coordinators will accompany PEPFAR OVC IPs
    during costed sustainability plan development and implementation as they
    strengthen key technical and organizational capacities of the GON
    entities with whom they work.
  • Key areas of focus will be improved leadership, planning,
    coordination, budgeting and intragovernmental advocacy to increase
    financial support for a HIV-sensitive social service system to support
    OVC and their household who have graduated or transitioned.
  • Zonal State Coordinators will support GON entities to develop, implement and monitor costed sustainability plans.
  • S/he will support quality improvement processes and on-the-job training within the select offices of GON entities in their Zone.

Specific Responsibilities

  • Support the conceptualization and implementation of 4Children
    Nigeria’s harmonized, standardized, and contextualized approach to
    holistic, costed sustainability planning at the PEPFAR OVC Implementing
    Partner, government, civil society, community, household and individual
    levels to support OVC and household graduation/transition and social
    service system strengthening; ensure alignment with national graduation
    strategy and criteria; promote the use of the harmonized Nigerian
    Organizational Capacity Assessment (OCA) tool to assess and prioritize
    institutional capacity strengthening efforts, as needed.
  • Support GON entities to carry out baseline organizational
    capacity assessments and use the results of this (or previous)
    assessments to develop, implement and track progress on sustainability
    plans and associated capacity strengthening plans designed to support an
    HIV-sensitive social service system.
  • Facilitate with PEPFAR OVC IPs, Zonal or State costed
    sustainability planning workshops; participate in National level
    sustainability planning workshop.
  • Provide technical assistance and accompaniment to PEPFAR OVC IPs
    and States to implement and monitor costed sustainability plans.
  • Collaborate with the Advocacy Technical Adviser and PEPFAR OVC
    IPs to strengthen the ability of key GON entities to conduct
    intragovernmental advocacy to increase the timely financing of
    activities that support a HIV-sensitive social service system.
  • Lead Zonal/State level organizational network analyses (ONA) to
    strengthen referral networks and promote linkages between community,
    facility and State-level protection and HIV services in collaboration
    with the Case Management and Referral Technical Advisor, States, PEPFAR
    OVC IPs, health facilities, networks and CSO/CBOs and other aspects of a
    HIV-sensitive social service system.
  • Provide technical assistance to States in social service system
    strengthening including, but not limited to governance/leadership,
    coordination/networking among OVC service providers, human resources,
    financing and information management/use.
  • Support States to enhance/introduce systems to improve the
    planning, coordination and communication among social service system
    actors across the State and among LGA, State and Federal levels and
    other sector ministries; support SMWASD to effectively manage all OVC
    service providers in the State.
  • Implement, with support of PEPFAR OVC IPs, leadership,
    supervision, and performance improvement processes and training within
    the SMWASD and SACA offices with the zone.
  • In collaboration with PEPFAR OVC IPs, provide mentoring,
    coaching and on-the-job training to key State entities to implement
    effective systems for planning, coordination and monitoring of the OVC
    response; work with the SMWASD to improve monitoring and evaluation
    systems that feed into the National-level system.
  • Provide technical assistance to the SMWASD to develop LGA capacity to coordinate community-level OVC interventions.
  • Provide guidance and technical assistance to PEPFAR OVC IPs on
    the use and adoption of the latest tools and methodologies to support
    all aspects of project management related to capacity strengthening and
    sustainability plan implementation.
  • Establish systems for monitoring and evaluating capacity to
    measure progress and generate an evidence base for successful and
    sustainable approaches to organizational capacity strengthening for
    State-level entities involved in the OVC response.

Qualifications

  • Master’s Degree in Public Policy, Public Administration, Social
    Work or equivalent degree with proven partnership and capacity
    strengthening experience.
  • Minimum of five years’ experience in
    organizational/institutional development and provision of technical
    assistance to government entities at the Federal and/or State level(s)
    and/or international non-governmental organizations or civil society
    (including faith-based) organizations preferably related to the HIV
    and/or OVC response.
  • Demonstrated ability to maintain positive relationships with and

Job Title: Technical Officer – Household Economic Strengthening

  • The Household Economic Strengthening Technical Officer (HES TO)
    will support PEPFAR OVC Implementing Partner (IP) capacity strengthening
    efforts related to HES by providing training, accompaniment and

Job Title: Program Assistant

Job Summary

  • The Project Assistant will provide logistic and administrative
    support to the 4Children Nigeria team to ensure project timeline and
    deliverables are met, in particular provide key support to the Program
    Director to ensure proper project implementation, achievement of
    targets, and communication with partners, donor and key stakeholders.
  • The position with liaise with program staff with the goal of
    providing efficient program and administrative support thereby ensuring
    timely and efficient program delivery.

Specific Responsibilities

  • Provide support in the development of project materials, reports, presentations, and webinars.
  • Schedule conference calls, distribute agendas and take meeting
    notes, track action items, and provide key related analysis, materials,
    and other supporting resources.
  • Provide administrative and logistical support for technical
    assistance projects, including development and formatting of resource
    materials, customization of standardized materials from templates, and
    posting resources to website.
  • Support technical assistance projects by conducting website user
    set-up, data entry, data management and upload, and data quality
    control review processes.

Job Title: Sustainability Coordinator

Location: Abuja

Job Description

  • The Sustainability Coordinator will provide vision and technical
    leadership on all aspects of the planning, implementation and
    evaluation of all graduation/transition and sustainability support
    provided to PEPFAR Nigeria OVC Implementing Partners (IPs).
  • Initially, the Sustainability Coordinator’s focus will be on
    sustained-support States to ensure the responsible graduation and
    transition of OVC and their households and sustainability of select
    interventions at the State, LGA and community levels.
  • He/She will provide direct supervision to the Organizational
    Development Technical Advisor, Government System Strengthening Technical
    Advisor and Advocacy Technical Advisor to ensure coordination and
    synergy among these positions.
  • This position will collaborate with 4Children HQ and consultants
    to develop the methodology, guidance and tools for the sustainability
    planning workshops.
  • He/She will ensure high quality implementation of the workshops
    and accompaniment of IPs during the regional workshops and as IPs
    implement their sustainability plans.
  • He/She will also liaise with the FMWASD, NACA, FMOH, UNICEF, and
    the Global Fund for AIDS, Tuberculosis and Malaria (GFATM) around key
    issues related to graduation, transition and sustainability at the
    government and donor levels.

Specific Responsibilities

  • In collaboration with project staff, provide guidance and technical oversight to PEPFAR OVC IPs, government
  • partners and other collaborating agencies to ensure that objectives around sustainability, graduation/transition are achieved.
  • Liaise with 4Children Core Team to gather lessons learned around
    sustainability planning, graduation and transition from similar
    programs (e.g., PEPFAR supported programs, USAID Office of Food for
    Peace Title II programs, Feed the Future programs) and use this
    information to inform 4Children Nigeria’s approach to sustainability
    planning.
  • Lead the conceptualization and implementation of 4Children
    Nigeria’s harmonized, standardized, and contextualized approach to
    holistic, costed sustainability planning at the PEPFAR OVC Implementing
    Partner, government, civil society, community, household and individual
    levels to support OVC and household graduation/transition and social
    service system strengthening; ensure alignment with national graduation
    strategy and criteria.
  • Orient all 4Children Nigeria staff, STTA and consultants to the
    sustainability planning process and ensure their role in the process is
    understood.

    analysis of existing organizational and technical capacity assessments

  • The Advocacy Technical Advisor (ATA) will liaise with and
    technical experts on issues related to advocacy, policy analysis and
    the development of an investment case in a sustained OVC-response,
    including HIV-sensitive social service systems at National, State and
    LGA levels.
  • This information will be used to support the PEPFAR OVC
    Implementing Partners (IPs) and their collaborating CSO/CBOs and
    relevant OVC networks to develop and implement a joint advocacy agenda
    and strategy to increase Government of Nigeria (GON) commitment towards
    a sustained OVC-response and a HIV-sensitive social service system.
  • S/he will work closely with short term technical assistance

Background

  • Initiated in September 2014, The Comprehensive, Coordinated Care
    for Children Project (4Children) is a five-year USAID-funded
    consortium of organizations led by Catholic Relief Services with
    partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children
    designed to improve health and wellbeing outcomes for OVC affected by
    HIV and AIDS and other adversities.
  • 4Children draws on global evidence, which illustrates that HIV
    and other adversities are best prevented and addressed when families and
    children have access to both high quality health and social welfare
    services.
  • 4Children helps countries to identify practical and appropriate
    policies, programs and services that reduce the risk of HIV and
    maltreatment and promote child well-being. It promotes approaches that
    address the unique needs of each child and family, including
    strengthening front line social service workforce and case management
    systems.
  • The United States Government (USG) has made a significant
    investment in the prevention and response to HIV and AIDS in Nigeria
    over the past decade. In fiscal year 2015, more than 800,000 children
    benefitted from PEPFAR-supported services. Currently, PEPFAR-funded OVC
    programming is occurring across the country in approximately 180 local
    government areas (LGAs).
  • Under PEPFAR 3.0, approaches will focus on the highest impact
    interventions in key geographic areas where data demonstrate the highest
    prevalence of HIV. In Nigeria, this has resulted in the identification
    of 32 LGAs where facilities report the highest prevalence of HIV.
  • These LGAs, also referred to as “scale up” LGAs, will be the
    focus of intense PEPFAR-funded interventions aimed at significantly
    decreasing the rate of new HIV infections and successfully treating
    existing cases and controlling the spread of the disease.

  • The Case Management and Referral System Technical Advisor will
    focus on strengthening the existing case management systems of PEPFAR

    development, service provision or referral, monitoring and case closure.
  • Particular attention will be given to providing technical

  • The Monitoring, Evaluation, Accountability and Learning (MEAL)
    Manager is responsible for the day-to-day tracking and reporting of
    activities under the 4Children Nigeria program.
  • The role includes but is not limited to the development of
    standardized data collection tools and database systems; frequent data
    collection; verification of results reported; analysis and presentation
    of findings and project progress; implementation of project
    accountability mechanisms; and the provision of feedback to partners.
  • The MEAL Manager will ensure that systems are in place to

MEAL Strategy & Design:

    implement assessments, gender analysis, stakeholder analysis,

    household food security and resilience and strengthened community-based
    safety nets such as food banks.
  • He/She will identify (and develop if necessary) strategies,
    approaches and tools to support and strengthen the implementation of
    agriculture and livelihood activities being provided by PEPFAR OVC IP
    civil society/community-based organizations (CSO/CBOs) to support
    household graduation and transition.
  • Focus areas include crop improvements, crop diversification,
    value addition, improved storage, producer groups (crop, livestock, and
    fisheries), agro-enterprise, and collective marketing.

    parenting and youth programming among current PEPFAR implementing
    partners (IPs) with a focus on creating opportunities within the
    existing portfolio to more effectively and holistically address the
    needs of adolescent girls age 10-18 years.
  • This position identify and work with STTA to conduct
    evidence-based review, adaptation and consolidation of curricular on
    parenting with view to come up with common approach to parenting support
    and development that IPs will use to train CSOs.
  • The focus will be on strengthening the capacity of current IPs
    in the areas of parenting, especially for adolescents, including those
    living with HIV, with an emphasis on developing strong communication
    between caregivers and adolescents. Other opportunities include
    leveraging child protection networks to identify ways to reduce violence
    against children and HIV risk for adolescent girls.
  • This position will increase awareness among IPs about principles
    of adolescent girl programming and support them to adapt them to their
    context.
  • S/he will liaise closely with the Household Economic

    TOTs for IP staff for the integration of youth-serving approaches and
    principles of adolescent girl programming into ongoing activities.
  • Synthesize best practices and develop guidelines and training
    programs in these areas, and support local IPs to incorporate robust
    prevention interventions into their programs.
  • Ensure approaches are aligned with CRS policies.

Qualifications

  • Master’s Degree in Social Work, Social Sciences, Education or a closely related field.
  • Five to six years professional field experience in youth and/or parenting programming in an HIV/OVC context.
  • Familiarity with child development and its application in a programming context
  • Familiarity with the development and use of youth-serving programming approaches, tools and strategies.
  • Experience working with local partners and participatory methods for youth integration and promotion of positive parenting.
  • Experience working in consortiums with both international and local NGO partners.
  • Excellent written and oral communications skills in English
  • Strong interpersonal, cross -cultural and training/mentoring skills
  • Advanced computer literacy
