Job Title: HSSEQ QAQC Specialist

Job Description

Pre Final Investment Decision (FID):

  • Provide the necessary back-up to the Project QA/QC Manager (PQM) and Project’s Management in determining and mapping the project processes to a level where tasks and competencies are identified.
  • Assist the PQM in determining, defining and developing methods, procedures, work instructions and techniques and where necessary, testing their validity.
  • Plan and allocate Quality functions and resources to individual project packages.
  • Assist the PQM in developing the Project Quality Plan, Quality Surveillance Plan and Project quality procedures.
  • Define QA/QC requirements and ensure they are included in tenders for EPIC and service contracts.
  • Assist the PQM in carrying out bid evaluations, clarifications and post-award reviews and approval of Contractor and supplier’s Quality programmes.
  • Validate the linkages between processes and assist the PQM in creating seamless operations.
  • Co-ordinate preparation of Project change control procedure
  • Carry out appraisal of design contractors’ quality system and evaluate the criticality of equipment, components, activities and systems
  • Evaluate/pre-qualify suppliers’ QA/QC arrangements for capability and suitability.
  • Preparation of QA/QC Service Contracts and selection of suitable companies.
  • Assist the PQM with the preparation of QA/QC needs to be included in Project Budget.

Post FID:

  • Conduct internal reviews and audits and determine and report the principal causes of quality losses and non-conformities.
  • Initiate, discuss with the PQM and help to promote all necessary corrective actions for any failure identified with the project quality system.
  • Update internal Database with all information (Corrective Action Requests, Nonconformities and Deviations/Derogations etc) and prepare statistic analysis.
  • Determine with the PQM where improvements are required and where necessary recommend corrective action.
  • Review Contractors Contract Co-ordination Manual, Master Document Register and Sub-contractors Register
  • Review and comment on Contractor’s Control Procedures necessary for the implementation of Contractor’s Project Quality Plan.
  • Carry out appraisal of design contractors’ quality system and evaluate the criticality of equipment, components, activities and systems
  • Participate at kick-off meetings and if required Pre-Inspection or Pre-Production Meetings.
  • Review Contractors, sub-contractors and suppliers quality plans, Inspection and Test Plans, long lead items, associated documents and identify any necessary corrective measures.
  • Review and comment on Contractor’s schedule(s) for internal and external technical and quality audits and plans for each audit.
  • Implementing a project-specific training and induction Plan and providing information, advice and training on project QA/QC requirements.
  • Post EPC Contract Awards
  • Prepare The Global Master Audit Programme to demonstrate compliance within Company Rule with input from the various contractors through the package QA Leads.
  • Assist PMT QAQC Manager to monitor and control Project’s QAQC objectives, KPI and TPI resources
  • Responsible for Egina QA/QC monthly report, NCR and CAR monthly report
  • Responsible to update every 6 month NG-EGN-00-AEIQ-000005
  • Follow up on actions from design reviews and ensure effective close out.
  • Monitor Contractors’ document control, weight and interface control.
  • Review contractors Certification Plan.
  • Expedite certification documentation and reports.
  • Participate in review of Contractor Reliability, Operability, Maintainability and Safety engineering plans.
  • Review Contractors’ specification control and adherence to codes, standards and statutory requirements.
  • Monitor and participate in the audits of engineering contractors for adequacy and effectiveness, verifying conformity and validating performance.
  • Ensure all nonconformities are resolved, track trends and make recommendations to the PQM and Egina Management for inspection levels and frequency changes.
  • Support and advice on QAQC activities globally
  • Monitor the collection and review of the Design Dossier.
  • Update project quality plan and procedures
  • Review Contractors quality procedures and specifications applicable to worksites (onshore and offshore), including final documentation and certification files.
  • Participate in the development of the task packs preparation files.
  • Support the QAQC Packages Lead to validate Contractors Quality Plan, the level of NDE controls and qualification of NDE personnel
  • Advice Packages/Company and Third Party inspection activities at equipment manufacturing facilities, suppliers’ workshops and Contractor/subcontractors sites.
  • Review and comment on Contractors and vendors ITPs for procurement, fabrication/construction and manufacturing stages.
  • Perform specific focused audits as necessary and issue reports.
  • Attend Company weekly project meetings and weekly/monthly meetings with Contractors.
  • Attend selected criticality inspections/test/FAT as necessary to ensure highest level of confidence for the equipment and material being procured.
  • Issue visit reports also complete a Company Final Inspection Checklist/Inspection Record Form/Factory Acceptance Form.
  • Co-ordinate any involvement with Company TDO corporate specialist group as per the requirements.
  • Review the “As Built” Dossier for completeness and correctness.
  • Coordinate the activities of the QA Lead, ensuring prompt reporting to QAQC Manager
  • Compile weekly and monthly QAQC report and forward to the QAQC Manager
  • Lead Auditor for PMT internal or external audit as delegated by QAQC Manager
  • Ensure adequate project QAQC staffing through the Services Contract
  • Champion Continual Improvement Processes, (Lessons Learned, Project Technical Review, Audit and Trends Findings)
  • Play an Advisor role to the Package QA Leads and Korea FPSO QAQC manager.
  • Relate with HQ on critical quality matters.
  • Support the implementation of the Project Quality Objective.
  • Collect data from the Packages for quality measurement reporting

Job Requirement

  • A degree in a relevant subject or Higher Education (Technical) and be conversant with welding and NDT techniques.
  • Extensive experience in QA/QC including work experience in oil and gas engineering projects.
  • Extensive experience with respect to Brown field and Green field QA/QC activities
  • Conversant with MSN word and Excel spread sheet consolidation
  • Formal training and experience in conducting Internal and External Audits
  • Good working knowledge of ISO 9001:2000 and the process based approach to quality management.
  • Should have an organized, systematic approach, able to multi-task and still meet deadlines.

Job Title: Structural Supervisor

Job Description

  • To supervise and follow-up under his discipline the Construction and associated pre-commissioning activities related to Nigerian Content (NC) packages, up to end of Construction and load-out/integration works.

Activities:
Prepares monitors and expedites structural fabrication, assembly and completion activities carried out by Contractor or subcontractors related to his discipline until sail away for pressure vessels and FPSO integration in Nigeria.

  • Assists the structural superintendent his duties covering all construction phases, including construction methods, yards prefabrications, construction, structural assembly and completion as related to his discipline. He attends meetings as required by his hierarchy. He implements his hierarchy instructions and organizes his inspection team accordingly.
  • Ensure that all construction activities related to his discipline are performed safely and efficiently in line with company objectives.
  • Review procedures and site queries in due time related to structural at site.
  • Monitor structural preparations for installation of equipment and/or structural assembly part including removal and re-instatement of deck/module.
  • Ensure contractor to follow and comply with requirement of Company specification GS STR.
  • Reviews structural material certificates arrived at workshop together with QA/QC superintendent.

Job Title: UFR/OLT Site Onshore Pre-commissioning Engineer

Job Description
The UFR Onshore Pre-commissioning Engineer will be required to:

  • Provide assistance and reports to the respective UFR COMPANY Site Representatives at EWT, SCNL, Aveon, IMS and Breman Yards; UFR Pre-commissioning Leader and to the UFR Construction Manager in Lagos.
  • Be directly responsible for supervising all the pre-commissioning activities at EWT, SCNL, Aveon, IMS and Breman yards performed by UFR and OLT CONTRACTOR.
  • Ensure that the tasks are carried out with full respect to HSE, Quality and Schedule in full compliance to particular technical requirements defined in the EPCI UFR and OLT contracts.

The Service holder is responsible for:

  • Attending all the Pre-commissioning activities organized by UFR and /OLT CTRs – work repartition, priorities, schedule, resources, coordination of the preparation team.
  • Attending the daily/weekly meetings with the UFR/OLT COMPANY Site representatives.
  • Issuing daily/weekly reports within agreed or set time frame.
  • Reviewing of the pre-commissioning procedures or dossier with the pre-commissioning orientation and ensure pre-commissioning feasibility.
  • Witnessing and validating the execution of EWT, SCNL, Aveon, IMS and Breman Yards pre-commissioning activities with due consideration for safety, technical, quality, cost, schedule and achieving smooth hand over.
  • Supervising UFR and OLT Contractors for the integration of UFR and OLT activities within the OPERCOM and ICAPS processes.
  • Following up the schedule of onshore pre-commissioning of UFR and OLT Contractors in order to reach the planned end date.
  • Checking pre-commissioning progress against schedule and recommending any necessary corrective actions, close follow up on punch list.
  • Reporting immediately any unexpected events which may affect pre-commissioning.
  • The review of the various pre-commissioning preparation tasks to be performed by the UFR Contractor.
  • Reviewing pre-commissioning management procedures (hand over, interfaces, punch list, internal, organization etc…)Following UFR and OLT Contractors’ preparations of the onshore pre-commissioning activities and, ensuring all the HSE requirements are well implemented.
  • Following Pre-commissioning activities ensuring the Pre-commissioning procedures are duly enforced by UFR and OLT Contractors.
  • Reporting to each Yard’s COMPANY Site Representative and UFR Construction Manager about all technical issues that require to be specifically addressed in documentation review or during Pre-commissioning progress meetings.
  • Supplying verified information to the reporting system that allows full tracking of Pre-commissioning events either to be used for reporting issue or for mitigation of future change order.
  • Working in cooperation and getting assistance from dedicated Egina UFR Team specialists.
  • Providing inputs to contract correspondence, as necessary and issuing reports and presentations as necessary.
  • Reporting to Management any issues they may face and propose ways of improvement.

HSE

  • Ensuring HSE requirements are taken into consideration during Pre-commissioning phases and that design is approved by Third parties (Certification and/or Classification and/or MWS) when applicable.
  • Ensuring that contractor HSE plan is properly bridged with Egina HSE plan and that contractor implement the necessary prevention means to minimize risk to people and Company/contractor assets, at any time during the Pre-commissioning phase.
  • Participating to the UFR and OLT Pre-commissioning risk assessment and following mitigation measures, in close coordination with the contractor risk management team.
  • Verifying that all safety and environmental findings will be implemented in the final procedures.

 Job Requirement

  • Graduate Degree in a relevant Engineering discipline with experience in Oil & Gas industry
  • Sound background in Oil & Gas installations and onshore construction.
  • Minimum 7 years cumulative experience engineering, fabrication or operations.
  • Good knowledge of international structural design codes / standards and TOTAL general specifications.
  • Good organizational skills
