Job Title:  Women Political Party Program Manager: Nigeria


The National Democratic Institute for International Affairs (NDI) seeks to hire a Women Political Party Program Manager with experience in promoting women’s political participation to implement NDI’s two-year program, “Strengthening Women’s Participation” in Nigeria. The program entails assisting women legislators at the federal and state level to become more effective politicians, and with women aspirants to improve their ability to navigate party nomination processes. NDI will also work with political party national and state structures to support greater women’s participation. Based in Abuja, Nigeria, this position requires regular travel to various States. The position is available immediately. The program is supported by the British Department for International Development.

Primary Responsibilities
Program Design and Implementation


● Design and manage a comprehensive legislative assistance program for female parliamentarians;
● Assist women parliamentarians to effectively fulfill their duties by providing training in various areas included constituent engagement, legislative budget processes, and internal organization;
● Support the development of the office of the women leader and gender platforms within political parties and provide training, advice, and ongoing technical assistance to women political party officials;
● Manage the implementation of program activities including strategic planning, technical expertise, administrative, accounting/financial, monitoring and evaluation, donor communications and reporting;
● Work with colleagues in Abuja and Washington, DC to identify consultants and experts to assist with the program and oversee their work and activities;
● Develop and/or manage the creation of program materials when needed to facilitate activities, workshops, training sessions, etc.;
● Build and maintain relationships with key political party officials, civil society actors and other partner groups;
● Draft activity, quarterly, and technical program reports that monitor and evaluate program performance and results as well as political developments;
● Ensure programmatic objectives are achieved as well as reporting requirements are adhered to; and
● Develop, implement and/or manage other programmatic and administrative activities as needed.

Technical Expertise
● Support Nigerian women elected officials and their staff with review of constituency development processes and legislative development processes.
● Help political parties and political party officials on mainstreaming gender in organizational development.

Financial Management
● Prepare program budgets; ensure activity and trip budgets are prepared accurately and within the approved program budget.
● Track program expenses to ensure that the program activities remain within budget.
● Prepare regular financial reports and reconciliations.
● Support budget alterations and expenses when necessary and apprise relevant staff when changes are necessary in the program and activity budgets.

Monitoring & Evaluation (M&E)
● Support M&E Program Officer in the collection of relevant data to evaluate program progress and outcomes.
● Provide analysis of data to determine the quality and impact of program activities.

Communications
● Prepare monthly and support quarterly reports on program activities including background, descriptions of activities, evaluation of program performance and analysis.
● Ensure regular activity reports are provided.
● Communicate regularly with Washington based regional and functional staff.
● Participate in staff meetings and present weekly program updates.
● Represent NDI to Nigeria organizations and the donor community as delegated by the Country Director.

Qualifications
● Bachelor’s Degree, preferably in social sciences or related subject; graduate degree desired;
● Minimum of eight (8) years relevant work experience in gender issues, political campaigns, political party organizational development and/or legislative affairs.
● Demonstrated work experience on women’s issues, gender equity, or related areas, particularly as they apply to political party politics
● Knowledge of and experience in legislative processes, political parties, political campaigns and citizen participation;
● Experience in implementing organization and development programs funded by the British Department for International Development or other bi- and multi-lateral donors;
● Ability to communicate skills and experience to others as a trainer, advisor and consultant as well as experience in organizing and conducting trainings and workshops;
● Excellent managerial and networking skills, as well as the ability to build and maintain cordial professional political relationships;
● Excellent oral and written communications skills to effectively and persuasively present information, respond to questions and negotiate as well as share information with partners, donors and bilateral partners;
● Oral and written fluency in English required;
● Experience in program design, strategic planning and monitoring and evaluation;
● Proven analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts;
● Working knowledge of PC-based word processing and spreadsheet applications with seasoned budget and accounting skills; and

Comments:
The program manager works with NDI’s Abuja and Washington-based regional staff. This position reports to the deputy country director with NDI’s Resident Director providing overall program guidance. Salary range is commensurate with experience. Benefits and a housing allowance are provided.
