Job Title: Capacity-Building Expert in Forestry

Job Summary 

The Capacity building Expert working within the forestry sector would join a Project team to lead a project half way of its implementation.  the role involves developing and strengthening the capacities of a new timber verification department established within the Forestry Authority before its smooth handover to the Authority. The position requires very close collaboration with the Forestry Authority Managers and Staffs as well as daily coordination with the Project Manager, the other Team Leader and short-term experts.

The Position is based in Liberia


 Duties and Responsibilities    General 
  • Supervise and coordinate the activities carried out by all the trainers delivering trainings as well as short-term experts
  • Ensure good internal communication as well as external communication with client, steering committee, and stakeholders
  • Operate to the highest standards of ethics, in accordance with the Company’s Statement of Integrity  
Capacity Building 
  • Update the organogram and Job descriptions of staff
  • Ensure that the new Department is integrated into the existing Forestry Authority structures and coordinate relationships with other departments and units 
  • Facilitate the recruitment of new staff and their integration to the new structure 
  • Conduct Capacity Needs Assessment of new staff in connection with the implementation of the Legality Assurance System (LAS) 
  • Identify training needs and confirm priorities for Annual Training Plans for the staff including structured technical training and customized capacity development plans for key managers and supervisors    
  •  Review and revise the Capacity Building Implementation Plan (CBIP) when required  
  • Supervise the Staff Development Plan including: the implementation of the transition/succession Plan for the company and Forestry Authority staff  
  •  Coordinate and organize the training of the staff in accordance with the CBIP by the national and international short-term experts appointed by the project 
  • Undertake quarterly assessment of the capacity building progress made by the staff 
  • Apply the lessons learnt from the reflective learning to refine and improve capacity development interventions as well as contribute towards the update of the CBIP 
  • Supervise the development of the Quality Management System including a complaints management system  
Communication 
  • Undertake the necessary awareness creation of the expected respective roles of the entities that are involved in Timber Legality Assurance System implementation 
  • Facilitate the compilation and dissemination of specific information/ guidelines/ manuals/ training materials for the various Legality Assurance System stakeholder groups   
  • Management of the handover process 
    • Supervise the production of the Change Management Strategy and the subsequent execution of the annual institutional maturity reviews by the Capacity Building Expert
    • Participate in the compilation and implementation of the Handover Plan including facilitating the evaluation and handingover process and the development of post-handover support plan  

     
    Qualification and Experience 

    • Preferred minimum 5-10 years direct experience in same, tropical forest harvesting and tropical timber processing and trade or project management in tropical countries
    • Proven experience as a Trainer in the forestry sector is a plus 
    • Practical knowledge of tropical forest harvesting and tropical timber processing and trade
    • Knowledge of EU FLEGT Voluntarily Partnerships Agreement is an asset 
    • Must be Knowledgeable in all facets of Project management in large forestry project
    • Working Knowledge of forestry auditing: Forest management and Chain-of-Custody and Legality Verification  
    • Excellent communication, negotiation and interpersonal skills
    • Applies judgment and acts according to the SGS standards of ethics and integrity
