Established in 2012, Detroit Employment Solutions Corporation is a 501(c)(3) public charity tasked with revitalizing Detroit by cultivating local workforce talent to align with the needs of the business community through partnerships with key workforce agencies, faith-based and community-based organizations, education and training institutions, philanthropic, economic development and government entities.

Detroit Employment Solutions Corporation is overseen by the Detroit Workforce Development Board, which is appointed by the Mayor of Detroit.

Job description

Summary: The DESC Chief Executive Officer (CEO) is responsible for leading and managing the organization’s strategies, operations, and finances. The CEO is a highly visible representative responsible for developing strong relationships with key civic, political and business leaders with the goal of working to develop workforce solutions that meet and anticipate regional economic development needs. The CEO is accountable for the strategic implementation of policies and directives, as well as for the day-to-day activities of the organization. The CEO reports to and receives direction from the DESC Board and is responsible for coordinating workforce development initiatives with the local chief elected official and Mayors Workforce Development Board (WDB).
Essential Duties and Responsibilities:
  • Lead, plan, direct and coordinate activities of the organization with senior management and staff to ensure the highest levels of effectiveness possible and the appropriate alignment of operational strategies to the mission of the organization.
  • Represent and promote the organization and its objectives and strategies in a variety of forums with federal, state and local governments, partnering organizations and businesses.
  • Build working relationships and partnerships with key individuals and organizations in the public and private sector to develop workforce solutions to meet regional economic developmental needs.
  • Implement strategic workforce development initiatives with aligned with the priorities of the Mayor’s Workforce Development Board.
  • Oversee the fiscal management of DESC, including the development of an annual budget
  • Develop and implement grant and fundraising strategies to supplement financial resources.
  • Ensure the highest standards of consistency and transparency for contract management and procurement activities, in addition to compliance with all Federal and State regulations.
  • Maintain open, direct and responsible communication with the DESC Board and its committees.
  • Oversee an organizational environment that seeks to continuously improve the design and delivery of quality programs and services to our customers.
  • Create a work environment that systematically recruits, retains and supports high quality staff and volunteers.
  • Value and seek out learning and professional development opportunities that foster growth of the executive team and staff actively, visibly and measurably support broad based systems change as outlined by the Office of the Mayor.

Education and Experience:
Bachelor’s degree in business administration, management, social science, human resources, training and development, organizational leadership, counseling, career and technical education, or a related field from an accredited college or university. Master’s degree preferred.
  • Five years of increasing responsibility performing duties related to this position, including at least two years of supervisory experience. Equivalent combination of education and experience may be considered. Workforce development experience preferred. 
  • At least three years of experience in a senior management level position requiring project management, coordination of resources, public exposure, and both short and long term planning. Experience in planning, as well as policy development and implementation of complex initiatives. Experience working with the community, public and non-profit organizations, and all levels of government. 
Knowledge, Skills, and Abilities:
  • Knowledge of the following: workforce development, training, and employment principles, policies and practices; economic concepts; and business, marketing and accounting principles. 
  • Experience with large scale change initiatives 
  • Experience working with boards, councils, committees, and other public decision making bodies. 
  • Ability to read and interpret complex work-related documents such as governmental regulations and periodicals. 
  • Strong oral communication and presentation skills, including the ability to effectively respond to sensitive inquiries or complaints from managers, elected officials, clients, the media and the public. 
  • Excellent written communication skills, including the ability to write reports, business correspondence, and articles. 
  • Ability to find creative, new and innovative ways to solve problems. 
  • Ability to understand and effectively meet the job-related training, educational, and employment needs of various disadvantaged populations by directing, implementing, and monitoring an array of programs and initiatives. 
  • An understanding of the capabilities of information technology, both to improve organizational effectiveness and to enhance the experience of clients. 
  • Effective analytical, problem-solving, and decision-making skills. 
  • Ability to collect and interpret data and produce reports. 
  • Ability to plan, organize, and accomplish work, manage multiple assignments simultaneously, and meet deadlines, and the ability to adjust course as conditions require. 
  • Ability to effectively relate to people and operate with a high level of honesty and integrity.  
  • Experience working with corporate executives and volunteers.
