Job Title:Senior Monitoring and Evaluation Specialist – Nigeria



Job description

IMPAQ International is seeking a Senior Monitoring and Evaluation Specialist for a proposed USAID-funded Nigeria Power Sector Program (NPSP), part of the Power Africa Initiative IDIQ. The goal of the program is to increase electricity availability and access in Nigeria by facilitating transactions and strengthening the enabling environment for private sector investment in the power sector.  

Responsibilities:
·         Design and testing of methodology, surveys and data collection instruments, and data quality verification protocols for performance on post or mid-term bases and impact evaluations of power/energy sector programs;
·         Leadership of energy related technical assistance and/or evaluation programs including project planning, budget oversight, and personnel management;
·         Oversight and contribution to client and implementing partners’ monitoring and evaluation plans or performance management plans in the following areas: Electricity, power exchange and trading, clean energy, gas, governance, energy regulatory frameworks, electricity access, and utilities reform and restructuring.
·         Drafting and delivery of evaluation reports and presentations of findings to diverse audiences including client representatives, private sector companies, technical counterparts, and local beneficiaries;
·         Support of development of web-enabled database management system for donor data collection, integration, and reporting activities; and
·         Contributions to knowledge management, learning, and active participation in capacity building activities.

Qualifications:
·         Ph.D. or Master’s degree in economics, public policy, monitoring and evaluation, international development, business administration, etc.;
·         Minimum 10 years of progressive project leadership experience in the design and management of evaluations, assessments and analyses, development of performance management plans, and quality control of data collection and validation processes for large development programs;
·         Proven experience in crafting and applying strategic designs, performance monitoring tools (including performance output and impact indicators), and cost-benefit and cost-effectiveness analyses;
·         Prior experience on USAID-funded projects required;
·         Deep experience in employing Monitoring, Evaluation, and Learning (MEAL) framework to enable data-driven management decision making to maximize programmatic input;
·         Superior ability to build capacity and advise diverse stakeholders on optimal methodologies for performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments, and evaluations;
·         Exceptional managerial and operational experience, preferably experience managing complex activities involving coordination with multiple program partners;
·         Demonstrated ability to assemble and lead M&E teams from diverse backgrounds, experiences, and cultures in Nigeria and regionally or abroad;
·         Proven knowledge of and prior experience in information technology and tools, including mobile data collection tools and GIS resources is especially valuable;
·         Excellent communication and interpersonal skills, including being an articulate speaker and sympathetic listener;
·         Fluency in English and proficiency in another language including French, Arabic, and Swahili.
