Job Title: Program Assistant / M & E Officer

DGIS Project

KNCV is the lead partner and provides oversight function in a five-year project funded by the Netherlands Ministry for Foreign Affairs (DGIS). The projects aim is to strengthen Global Fund grants addressing TB/HIV programs in selected countries including Nigeria. The DGIS project is implemented with the support of a partnership of three Dutch NGOs; AIDS Foundation East West, HIVOS and Pharm Access.
This project is also integrated with Challenge TB, a major USAID supported project lead by KNCV and in particular with its Global Fund Hub. The DGIS project currently works mainly with 37 private facilities spread across 9 Local Government Areas in Lagos, providing Tuberculosis and HIV services and engaged by the Lagos State Tuberculosis and Leprosy Control Program (LSTBLCP).
The quality of TB and TB/HIV services in these facilities have been assessed using the holistic Safecare standard of the Pharmaceutics Foundation and the International standards for Tuberculosis Care (modified 3rd edition) by the KNCV Tuberculosis Foundation.
Assessment results have been provided for the facilities and quality improvement plans (QIPs) have been developed and facilities are meant to implement these over the next 10 months. The project in Lagos will before a period of 10 months.
Purpose of the Position and Organization Position

The Program assistant is expected to support the Project officer in conducting regular health facility assessments;
Working closely with all health facility staff to ensure timely and accurate collection of data required for regular updating of the relevant Indicators;
Provide technical assistance on quality data collection and monitoring to field officers, volunteers, and local partners;
Collate and compile all data collected from health facility service sites supported by the DGIS Project;
Organize & update logistics support system for the project;
Working closely with the KNCV Research taskforce; the inventory study and Challenge TB Lagos Regional Team, the DGIS Research and other partners in,he implementation of research activities Inline with DGIS project research agenda;
Program monitoring and evaluation and preparation of program and data reports;
Collating reports, articles, case studies, success stories, and fact sheets from facilities and other stakeholders for compilation into Project status reports;
Any other tasks, duties or specific assignments, which may arise as directed by the Portfolio Manager or Senior Regional Program Manager.
Specific Requirements

A degree in Medicine, Nursing, Public Health or any Health related field
At least 2-3 years experience working with any disease program preferably HIV & TB program in the private sector
Strong analytical, coordination, planning and supervisory skills
Competent with operational plan development, Implementation, monitorin/and evaluation
Demonstrate confidence and tact in working with Project stakeholders national, international levels and private health sectors
Excellent interpersonal and communication skills.

The officer will be responsible for conveying project staff; maintain the vehicle & updating vehicle particulars; maintain the car logbook and support general logistics of movement in the respective offices and states.
Specific Requirements

Completed secondary education;
Five years of experience in similar position;
Trade test certificate;
Valid driver’s license;
Certificate in safety and security driving.
