Job Title: Accountant

Summary

Under the direct supervision of the Head of Administration and Finance the incumbent shall be responsible for all book-keeping, supervision of Accounts Assistants; ensure the proper usage of funds, bank reconciliations and postings into the general and personal ledgers.

Descriptions of Main Duties and Responsibilities
The incumbent shall:

Qualifications/Experience/Skills

Holds at least a good first degree in Accounting or Business Administration from a recognized university.
A professional qualification such as ACCA, CIMA, ICA would be an advantage.

Summary

Duties and Responsibilities

Job Summary

Duties and Responsibilities

Ensure compliance with financial procedures of the various financing agreements of the Centre and the manual of procedures;

Institutional Context

A Directorate in ECOWAS Community Institutions is a subset of Departments headed by Statutory Appointees or D2 level Officers. Directorates are headed by Directors or Officers holding Director level positions.
Directors or Director level Officers are responsible for providing the expertise in particular areas for the design and implementation of technical projects in line with ECOWAS objectives.
Directors in ECOWAS provide leadership and management to major sector(s) of technical activities which are substantively important to the accomplishment of the Institution’s mandate.
They are responsible for interpreting governing bodies’, the President’s and the Commissioner’s broad visions and policy guidelines, and for developing and managing goals and objectives to meet that mandate.

Duties & Responsibilities
Leadership Tasks:

Directors or Director level Officers report directly to Departmental Heads. As the principal link between the Directorate and the wider beyond, the Director is responsible for:
Clearly communicating the Department’s vision to staff, explain how the Directorate’s activities aligns with them as well as ways of carrying out set tasks on it;

Technical Tasks
Summary:

Under the supervision of the Director General of WAHO, under the control of the Governing Board and in accordance with the rule of procedures, the Director will be saddled with running the ECOWAS Regional Centre for Disease Surveillance and Control with a view to assisting ECOWAS Member States in strengthening their capacities for more efficient control and prevention of diseases and other deficiencies through strengthened disease surveillance and rapid response to emergencies.
Duties and Responsibilities
The incumbent shall exercise oversight over all activities of the Centre. More specifically, she/he shall:

Ensure the day-to-day operations of the Centre;
Develop strategies and plans for implementation;
Implement annual work programs and approved decisions;
Ensure appropriate scientific, technical and administrative support for the Advisory Council;

Qualifications

A minimum of twelve (12) years of cognate professional experience in disease surveillance and response preparedness including six (6) years relevant international experience and five (5) years in a supervisory level;

Summary

Reporting directly to the Accountant, a major responsibility of the Accounting Assistant shall be on managing the daily, weekly, and monthly financial activities that are required for the proper review, approval and payment expenditures and other commitments of the Centre.
He/she will be responsible for generating accurate, timely and complete financial information each month/quarter as required by the financial regulations as to the extent to which expenditures meet budget and any variances achieved, as well as explanations for these variances.

Under the supervision of the Director for Surveillance, Early Warning and Response of the ECOWAS Regional Centre for Disease Surveillance and Control, and in close collaboration with the other professional staff of the Centre, the Health Communication Specialist will be responsible for facilitating the dissemination of information on health situation trends and sensitize the various stakeholders on appropriate response measures
Duties and Responsibilities

Support communication and ensure effective and timely dissemination of information on the epidemiological trends in the region (including the drafting and dissemination of weekly report on the trends of public health events).
Support the ECOWAS-RCDSC and member countries with regard to their health communication strategies, especially in the event of health crises.
Ensure ongoing review of informal media reports, rumors and other sources of information that could lead to early warning against public health threats across the region.
Contribute to strengthening collaboration with partners, including WHO, to promote the needed coherence in the communication process on health risks.
Take part appropriately with the relevant Authorities of Member States and other interested Parties in public awareness campaigns
Ensure Communication plans are developed and implemented in the event of public health events.
Provide technical support in writing scientific reports and articles on epidemiological surveillance and response.
Take an active part in running a website and in all other communication and social mobilization activities.
Perform any other tasks as may be assigned by Management
Qualifications/Experience/Skills

Degree in medicine or Bachelor’s degree in Social Sciences (Communication, Sociology, Anthropology, Psychology, Health education) and a postgraduate qualification in health communication or health promotion;
At least five (5) years of demonstrated experience in health communication or health promotion and certified by work certificates;
Possession of higher degree would reduce the required professional experience to three (3) years;
Good knowledge and proven experience in the use of new communication technologies (internet, twitter, etc.) in West Africa;
Excellent strategic thinking, global approach, and report writing abilities;
Proven experience in writing scientific reports and articles on surveillance and disease control;
Excellent leadership skills, collaboration with partners, good interpersonal relations and advocacy skills;
Excellent communication and negotiation skills as well as good knowledge of health policies and work environment in health Professionals training in ECOWAS Countries;
Experience in the management of epidemics and emergencies in the ECOWAS region;
Age:

Job Title: Logistics Specialist

Job Summary

Under the supervision of the Head of Administration and Finance Division, the logistician is responsible for assisting in the management of all logistical aspects related to epidemic prevention, detection and control, particularly within the framework of the deployment of the ECOWAS Regional Rapid Response Team.
Duties and Responsibilities The Incumbent will work closely with the Professional Staff of the ECOWAS Regional Centre for Disease Surveillance Control, in particular with the Incident Manager. He/she shall:

Provide logistic services for the deployments of the ECOWAS Regional Rapid Response Team.
Support the Administration division in planning and organizing the work of casual/temporary staff
Plan and organize with local and international suppliers and freight forwarders/clearance agents, the transport of medicines, vaccines, reagents, materials and equipment for epidemics prevention, detection and control: customs clearance, search for storage site, negotiating contracts with freight forwarder/clearance agent etc.
Supervise and manage activities of receipt, storage and provision of materials in the warehouse.
Manage the flow of materials between the area of storage or the warehouse and intervention sites, in particular of the Rapid Response Team.
In collaboration with the Administration Officer of the ECOWAS Regional Centre for Disease Surveillance and Control, monitor supplies and relationship with suppliers
Send reminders in case of delay in the delivery to the store and inform Line Manager.
Supervise and send faulty materials or products back to suppliers for replacement
Manage equipment and materials safety.
Supervise control of supplies and equipment (including vehicles, electrical / electronic equipment) and development of user and maintenance guides (guides, protocols, procedures, etc.)
Provide administrative and financial guidelines regarding logistical aspects and the use of equipment, in particular vehicles (insurance, registration, tax discs/license tags, driving licenses, etc.)
Ensure the availability of facilities for storage of equipment
Collect information and analyze context
Establish the basic safety plan
Comply with the proper application of safety procedures and rules
In addition, as part of his/her mission, the Logistician (s) will be required to supervise handling staff, as needed.
Qualifications/Experience/Skills

A Bachelor’s degree in logistics or related field;
Proficiency in Microsoft Excel, logistics processes (flow management, inventory management) and logistics performance indicators.
Control of storage procedures and optimal preservation conditions for pharmaceuticals
Basic knowledge of management for the development and monitoring of an order budget
At least 5 years of professional experience in Operations and Logistics Engineering;
Possession of higher degree would reduce the required professional experience to three (3) years;
Excellent leadership skills, collaboration with partners, good interpersonal relations and advocacy skills.

Job Title: Head of Division, Health Emergency and Disaster Management

Job Summary

Under the supervision of the Director of the ECOWAS Regional Centre for Disease Surveillance and Control, the Head of the Division for Health Emergency and Disaster Management will work closely with the other divisions of the Centre to develop and implement appropriate response strategies to control epidemics and health emergencies in West Africa.
Duties and Responsibilities
Coordinate activities of the Division and work with the other divisions of the Centre to:

Analyze and provide Member States’ decision-makers with information on countries capacities to support policy development and implementation of actions to prevent and control diseases in the ECOWAS region.
Support preparedness and response to major health risks, particularly in the area of infectious diseases and serious cross-border health threats.
Coordinate the ECOWAS Regional Rapid Response Team.
Ensure Professionals within the Division discharge their duties with quality.
Ensure implementation within the Division of decisions by the Management and Governing Board of the Centre.
Convene and chair meetings of the Division
Supervise and appraise performance of staff and recommend them for confirmation in post and promotions.
Prevent, mitigate and resolve conflicts among staff
Address low performance issues of staff and support them for improvement
Foster skills development and take care of interests of each staff member of the Division
Prepare and submit annual work plans including budgets.
Monitor and evaluate implementation of individual staff work plans.
Prepare the annual report for all activities of the Division as well as the work programme of the upcoming year not later than six months after the end of the financial year;
Appraise performance of Professional staff
Qualifications/Experience/Skills
The Applicant must have the following qualifications and skills:

A Bachelor’s Degree in Medicine or Medical Sciences with Postgraduate degrees in Public Health and/or Field Epidemiology.
At least 10 years of cognate professional experience, including two (2) years at a supervisory level, in management and implementation of complex health programmes involving management of epidemics and health emergencies in West Africa;
Possession of higher degree would reduce the required professional experience to eight (8) years;
Good knowledge an demonstrated experience in organizing health systems in West Africa;
Excellent strategic thinking, global approach, and report writing abilities.
Demonstrated experience in the implementation of disease control strategies, teamwork, supervision of implementing Partners, program management and ensuring contract compliance and monitoring of financial management.
Excellent leadership skills, collaboration with partners, good interpersonal relations and advocacy skills.
Excellent communication and negotiation skills as well as good knowledge of health policies and work environment in the area of health Professionals training in ECOWAS Countries.
Be familiar with the principles and practice of epidemic and emergency management in the ECOWAS region;
Age:
