Norwegian Refugee Council Job for a WASH Programme Development Manager

Norwegian Refugee Council (NRC) initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. Borno State is host to the largest number of IDPs with
the biggest concentration in Maiduguri City. NRC is currently providing services across various sectors namely: Shelter and Non-Food Items (NFI), Water, Sanitation and Hygiene Promotion (WASH), Food Security, and Information, Counselling and Legal Assistance (ICLA) in order to address identified humanitarian needs. 

We are recruiting to fill the position of:




Job Title: WASH Programme Development Manager
Location:

Reports to: The Area Manager
Duration: 12 months
Commencement: May 2017
Job Description 

  • Norwegian Refugee Council (NRC) is looking for an experienced and dedicated WASH Programme Development Manager (PDM) for our programme in Northern Nigeria.
  • The PDM will be responsible for developing and leading the WASH programme.

Qualifications 

  • Minimum 3 years’ of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical WASH expertise
  • Fluency in English, both written and verbal
  • Valid Driver’s license
  • Knowledge of Nigeria and/or West Africa an advantage
  • Emergency & Protracted crisis WASH assistance in rural and urban contexts;
  • Experience with implementation of Cash and Voucher approaches;
  • Knowledge of local languages (Hausa, Karuni, Fulani) an advantage
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile;
  • Experience of start-up operations is an advantage

Job Responsibilities 

  • Develop WASH strategy, technical SOPs/Guidelines and Macro LFAs
  • Responsible for developing funding proposals (including multi-sectoral proposals), project budgets and donor reports
  • Ensure capacity building of project staff (including training) and transfer key skills
  • Identify trends in conditions/standards and donor priorities
  • Scale up and diversify WASH operational capacity (recruitment & capacity development)

We Offer 

  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Duty station: Maiduguri, with frequent travels. Maiduguri is a non-family posting. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
  • Approved health certificate will be requested before contract start.
