We are recruiting to fill the position of:

Job Title: AD-HOC Program Officer, Laboratory

Location: Nigeria
Office/Department: Clinical Laboratory Services Department
Scheduled Work Times: Monday – Friday
Immediate Supervisor/Reports To: The Program Officer will report to the Senior Program Officer, Program Manager, Associate Director (AD) and Director Clinical Laboratory Services.

Summary/Overview

  • IHVN has been the Principal Recipient for the Global Fund DR-TB Grant since June 2011 till date. The objectives of the grant include surveillance for Drug Resistant TB (DR-TB), support for treatment at health facilities and the community level.
  • The AD-HOC Program Officer is to ensure pre-analytical and post-analytical phases of TB tests are carried out in accordance with standard operating procedures.

Essential Functions
The  AD-HOC Program Officer should have the ability and expertise to:

  • Undergo training and competency assessment according to laboratory requirements. Development and reviewing of checklist, procedures, manuals and training materials for TB Quality Assurance /Quality Control program.
  • Participate in TB panel preparation.
  • Participate in the preparation and review of Sites TB External Quality Assessment panel reports.
  • Participate in the activation of TB laboratories.
  • Facilitate trainings on HIV rapid testing/sputum smear microscopy, GeneXpert, TB culture, Drug Susceptibility Testing and LPA, for Medical Laboratory Scientists and other Laboratory personnel.
  • Collate, review reports of the TB laboratories.
  • Be involved in the TB logistics management.
  • Monitor TB Reference and other supported laboratories.
  • Participate in the diagnostics (smear microscopy, GeneXpert, TB culture, Drug Susceptibility Testing, Line Probe Assay) in the TB Reference laboratories.
  • Provide appropriate technical support and mentoring to TB laboratories.
  • Track investigation results from responsible laboratories to ensure that they are sent back to the state TB program or treatment centres within turnaround time.
  • Ensure that electronic laboratory management information systems are functional and up-to-date is up to date at all levels (state, treatment centre & reference laboratory).
  • Ensure pre-analytical and post-analytical phases of testing are carried out in accordance with standard operating procedures
  • Liaise with other relevant laboratory staff to oversee the follow up investigations for all DR-TB patients in DR-TB treatment centres, ambulatory phase, community initiation phase  (including baseline Drug Susceptibility Testing for patients) and in the continuation phase across the country.
  • Perform every other duty necessary for the successful implementation of the Global Fund programs and as assigned.

Minimum Qualifications
Education/Experience:


The AD-HOC Program Officer should have the following qualifications;
  • A degree in Medical Laboratory Science (sub-specialty in Microbiology) registrable with MLSCN.
  • 3 years’ working experience.
  • Work experience in a TB laboratory or related field will be an added advantage.

Knowledge, Skills and Abilities

  • Must be willing to learn new skills, hardworking and dedicated.
  • Demonstrate a cooperative attitude in relationships with co-workers and other personnel.
  • Contribute to the laboratory’s Quality Management Systems (QMS) and quality control program by observing written policy and procedures.

  • Follow laboratory, organizational and collaboration policies.
  • Undergo training and competency assessment according to laboratory requirements.
  • Perform various laboratory procedures for specimen and/or media preparation for analysis in accordance with standard operating procedures.
  • Contribute to the laboratory’s Quality Management System and quality control program by observing written policy and procedures.
  • Collect patient specimens, receive, sort and register specimens for testing.
  • Store/retrieve samples/media (where applicable) to ensure traceability in accordance with procedures.
  • Monitor stock availability of consumables to ensure availability of all necessary supplies in the TB Reference laboratory.
  • Perform daily, weekly, monthly, quarterly and annual maintenance of laboratory equipment as required in a timely manner
  • Participate in the diagnostics (smear microscopy, GeneXpert, TB culture, Line Probe Assay) in the TB Reference laboratories.
  • Ensure that laboratory management information systems are functional and up-to-date is up to date.
  • Ensure pre-analytical and post-analytical phases of testing are carried out in accordance with standard operating procedures
  • Collect & Collate AFB smear microscopy and GeneXpert MTB/RIF data report across all IHVN sites.
  • Perform every other duty necessary for the successful implementation of the GF programs and as assigned.

Minimum Qualifications
Education/Experience:
The AD-HOC Program Assistant, Laboratory should have the following qualifications;

  • Licensed Medical Laboratory Technician/ Licensed Medical Laboratory Scientist/ Biomedical scientist.
  • Work Experience in a diagnostic laboratory or related field will be an added advantage.

Essential Functions
The AD-HOC Senior Program Officer should have the ability and expertise to::

  • Prepare TB panels and administration for basic and advanced tests.
  • Participate in design of TB Reference laboratories.
  • Coordinate the Quality Management System of the TB Reference laboratory.
  • Coordinate activation of TB Reference, GeneXpert sites and smear microscopy laboratories
  • Participate in the development of national guidelines and policies, supervision checklists, procedures & manuals on TB.
  • Facilitate all TB trainings (Smear Microscopy, TB Culture (Solid and Liquid), Molecular TB Diagnosis (GeneXpert and Line Probe Assay), DST (1st and 2nd line), TB EQA, TB sample transport logistics and biosafety.
  • Participate in setting up and coordinating a continuous quality improvement plan for the Laboratories.
  • Participate in review of reports (site visits, mentoring and supervision etc.) and follow up on challenges.
  • Represent at local, national and international meetings.
  • Provide appropriate technical support and mentoring to TB Reference Laboratories
  • Participate in onsite data validation exercises with state programs, GeneXpert sites, reference laboratories and DOTs centres.
  • Participate in the TB laboratory Logistic Management.
  • Liaise with the State TB and Leprosy Control Officers (STBLCOS), DR-TB focal persons to understand and ensure smooth running of Lab component of the PMDT in the States.
  • Key into the state monthly/quarterly Work plan for supportive supervision to patients in the community.
  • Ensure that laboratory national data capturing (recording and reporting) tools are available, properly and completely filled.
  • Track investigation results from responsible labs to ensure that they are sent back to the state TB program or treatment centres within the turnaround time.
  • Liaise with other relevant lab staff to oversee the follow up investigations for all DR-TB patients in DR-TB treatment centres, ambulatory phase and community initiation (including baseline Drug Susceptibility Testing for patients) and patients in the continuation phase across the country.
  • Ensure that electronic lab management information systems are functional and up-to-date at all levels (state, treatment centre & reference laboratory).
  • Follow up with TB reference laboratories management and finance department to ensure timely availability of funds and optimal utilization.
  • Assist in coordinating TB related research and training activities that will require the use of the laboratory facilities.
  • Support activation of sites for GeneXpert, Fluorescent Microscopy and TB Culture/LPA.
  • Collate reports and report appropriately.
  • Perform every other duty necessary for the successful implementation of the GF programs.

Minimum Qualifications
Education/Experience:

  • The AD-HOC Senior Program Officer should have the following qualifications:
    • A degree in Medical Laboratory Science (sub-specialty in Microbiology) registrable with MLSCN. A master’s degree in relevant sub-specialty will be an advantage.
    • Licensed Medical Laboratory Scientist.
    • Minimum of 5 years’ working experience.
    • Work experience in a TB Reference Laboratory is required.
    • Experience working with donor funders (PEPFAR & GF).

Knowledge, Skills and Abilities:

  • The AD-HOC Laboratory Program Manager is to ensure pre-analytical and post-analytical phases of TB tests are carried out in accordance with standard operating procedures and to coordinate other laboratory activities.

Essential Functions
The AD-HOC Program Manager should have the ability and expertise to:

  • Review reports (site visits, monthly/quarterly narrative, data, mentoring and supervision, etc.) and follow up of challenges.
  • Participate in the development of national guidelines and policies, supervision checklists, procedures & manuals on TB.
  • Ensure the functionality of the TB Reference laboratories.
  • Provide appropriate technical support and mentoring to TB Reference Laboratories, liaise with the National TB and Leprosy Training Program (NTBLCP), State TB and Leprosy Control Officers (STBLCOS), Regional Laboratory Officer (RLO), DR-TB focal persons to understand and ensure smooth running of Programmatic Management of DR-TB (PMDT) in the states.
  • Coordinate proficiency programs with Supranational Reference Laboratory Network and inter-laboratory comparisons.
  • Participate in TB panels preparation  and administration for basic and advanced tests
  • Participate in review of sites’ TB External Quality Assessment (EQA) panel reports.
  • Participate in design of TB Reference laboratories.
  • Activation of TB Reference , Gene Xpert sites and smear microscopy laboratories
