Job Title: Partnerships & Local Rights Programme Advisor (P&LRP)

Location: Abuja, Nigeria
Reporting to: Head, Partnerships & Local Rights Programme

Job Description

  • The Partnership and Local Rights Programme Advisor will support Partnerships and Local Rights Programme (P & LRP) in relevant States to deliver on the core objectives of AAN using the Human Rights Based Approach (HRBA).
  • S/he will focus on system strengthening, capacity building of relevant partners in States & communities and ensure that funds released for projects are properly utilised.

Job Purpose

  • The post holder will support Partnerships and Local Rights Programme (P & LRP) in relevant States to deliver on the core objectives of AAN using the Human Rights Based Approach (HRBA). S/he will focus on system strengthening, capacity building of relevant partners in States & communities and ensure that funds released for projects are properly utilised.

Specific Responsibilities
Programme Management:

  • Facilitate programme designing, planning and support implementation process
  • Support development of cluster LRP strategic plans
  • Support monitoring and evaluation process
  • Facilitate advocacy to relevant agencies
  • Contribute to innovation and alternative initiatives that promote propoor policies at local and State levels

Partnership Development:

  • Establish strong and cordial  relationship with partners and Communities
  • Support state &community appraisal and phase – out processes
  • Contribute to the development & review of contractual agreements such as MoUs, programme memorandum, etc
  • Ensure partner organisations comply with relevant policies
  • Contribute to the development & update of an appropriate information management systems on ActionAid Nigeria (AAN) partners
  • Support fundraising processes of AAN
  • Ensure inclusivity in all LRP programming
  • Ensure an updated AAN partnership database

Capacity Development:

  • Facilitate and support relevant capacity needs as identified from Partnership Assessment Monitoring (PAM)
  • Ensure the implementation of AAN methodologies at the community and States levels
  • Support the nurturing of local structures and empowering them  to demand accountability from duty bearers and linking community movements with Inclusive Forum for Accountable society
  • Support the hosting of annual partnership forum
  • Support system strengthening of partner organisational development
  • Provide mentoring support to partner organisations
  • Facilitate the setting up of community structures to ensure value for money  of physical projects in communities by setting up & strengthening relevant community management structures to ensure sustainability in close collaboration with partners

Financial Management:

  • Participate actively in developing unit’s periodic/ annual plans and budgets
  • Monitor and support partners to ensure compliance to financial and accountability systems
  • Support partner organisations/Associations in developing periodic/annual plans and budgets
  • Review, process and monitor partner organisations’ grants
  • Facilitate the financial processes for service providers engaged by the unit

Communication and Reporting:

  • Facilitate communication between partner organisations and units within AAN
  • Support effective communication mechanisms from community to AAN, other partners or other relevant stakeholders
  • Liaise with PACC & IT units to ensure that partnership information are uploaded on the intranet
  • Review partners’ reports and ensure compliance to required formats and timelines
  • Work with relevant units to ensure implementation of planned activities
  • Support partner organisations in Child Message Collection (CMC) process and ensure adherence to agreed reporting period in liaison with Sponsorship unit
  • Ensure adequate and effective documentation of all reports within the unit
  • Review and compile LRPs’ periodic report

General:

  • Participate in programme, policy or strategy to enhance the goal and objectives of AANLRP Project.
  • Assume any other responsibilities relevant to the position as assigned by the Head, Partnerships & Local Rights Programme
  • Active engagement in community mobilization and programming and movement building

Internal Relationships: All AAN team    
External Relationships: Partners, Donors,CSOs and relevant government agencies.

Persons Specifications
Education/ Qualifications:

  • First degree in Social Sciences or Arts/Humanities – Essential
  • Masters degree in a relevant field – Desirable
  • Membership of relevant professional Institute – Desirable

Experience:

  • At least four years’ experience in project management. – Essential
  • Experience in community mobilization – Essential
  • Excellent working knowledge of Excel, Word & Outlook (MS Office in general) – Essential
  • Experience working with women groups and persons with disabilities – Desirable

Skill Abilities:

  • Strong communication and writing skills – Essential
  • Ability to communicate in Hausa, or any other local languages in the North East is an added advantage – Essential
  • Ability to provide practical solutions within set deadlines. – Essential
  • Ability to maintain donor relationship and accountability in line with funding policies and standards. – Essential
  • Strong analytical/problem solving skills. – Essential
  • Demonstrable ability to adapt in multi-cultural environment – Essential
