The Global Health Supply Chain Procurement and Supply Management Project (GHSC-PSM) is a USAID program implemented by SAII Associates Limited/GTE. an associated company of Chemonics International Inc. in Nigeria. The purpose of the project is to ensure uninterrupted supplies of health commodities in support of U.S government-funded public health initiatives throughout the world.

The Global Health Supply Chain Procurement and Supply Management (GHSC-PSM) Program is seeking to fill the position below:

Job Title: Senior Advisor, Laboratory Logistics

Location: Abuja
Duration of Assignment: This is a long-term position for the life of the project

Principal Duties and Responsibilities (Essential Functions)

  • Serve as a technical resource for the implementation and administration of lab logistics policies, systems, goals, objectives and procedures.
  • Provides technical support in the collection of laboratory logistics data using national HIV/AIDS laboratory logistics tools that can inform resupplies, quantification,funding and procurement decisions.
  • Build and maintain a database of equipment platform and work with vendors to provide preventive maintenance and services to PCR machines.
  • Contribute to providing the overall vision and annual workplans for the project to ensure that GHSC-PSM workplan activities related to laboratory logistics support the national strategies.
  • Provides technical support and supervise Logistics Advisor to the GHSC-PSM cold chain assessment, warehousing and distribution activities to support service delivery,
  • In liaison with the supervisor, provides technical support to the Government and partners on product specifications and selection to inform quantification arid procurement of laboratory commodities.
  • Provides technical assistance and make presentations to the stakeholders on Integrated Samples
  • Transfer/Referral system to optimize the laboratory equipment harmonization and standardization.
  • Provides technical assistant and mentor Logistics Advisor for the update of the standardized list of laboratory equipment for each level of the national health pyramid.
  • Supports the process of post-market validation of HIV rapid test kits and other laboratory products as appropriate, based on the guidance of the national programs and USG team.
  • Provides technical support to ensure that expired or unusable chemicals and reagents are separated from active stock and treated following appropriate procedures.
  • Perform other duties as assigned by the Director of Laboratory Logistics system or his/her designate.

Job Qualification

  • Bachelor’s degree in Medical Laboratory Science, Public Health, Logistics Management, or its equivalent.
  • Additional Master’s Degree in relevant area is an advantage
  • Minimum of 4 years professional experience in Laboratory Logistics Management
  • Registered with the professional regulatory government agent
  • Specific expertise in HIV/AIDS, TB or Malaria programs and USAID laboratory system strengthening guidelines is strongly desired.
  • Strong analytical, problem solving and excellent technical writing and oral presentation skills are highly desired.
  • Knowledge of Polymerase Chain Reaction equipment for viral load and Early Infants’ Diagnosis, and GeneXpert machine is desirable
  • Ability to use Microsoft office suite packages (Excel, words, PowerPoint) is a requirement
  • Show keen interest in learning, turn on job experiences into research articles for Publications or Conference papers and, mentor Logistics Advisors and Associates.

Job Title: Field Program Management, Regional Manager

Location: Lagos
Duration of Assignment: This is a long-term position for the life of the project

Principal Duties and Responsibilities (Essential Functions)

  • Provide supply chain technical leadership in the implementation of the PSM PROJECT strategic goals and objectives in all the States in the assigned Region (Lagos, Ekiti, Kwara, Ondo, Ogun, Osun and Oyo States)
  • Ensure the implementation of the PSM Nigeria Field Program Management work plan as part of the overall PSM work plan for supply chain technical assistance activities in the states within the region.
  • Ensure the implementation of strategic approaches to improve supply chain performance (i.e. reduce stock out, expiries, improve reporting rate and ensure adherence to inventory management procedures etc.) by strengthening supply chains (i.e. through several initiatives not limited to support of National and State LIv1CU5, the State Procurement and Supply Management (PSM) Technical Working Group (TWG), Regional PSM TWG, National PSM TWG, National MSV and EUV, capacity building, linking up the States supply chain activities with those being implemented at the national level, participation of State Government personnel in national level meetings and other activities).
  • Collate PSM performance measures as relates to the work of Field Programs Management Department in the states within the region, provide interpretation of the measures, and coordinate effort to improve performance in the region of focus.
  • Lead the implementation of Monitoring and Supportive Visit (MSV), End User Verification (EUV) and other supply chain assessments/supports to service delivery points in the States within the assigned region in collaboration with other stakeholders to ensure that needed hands-on support are provided in a timely manner, reports are generated promptly at the end of the visit and follow up actions are implemented promptly.
  • Lead and coordinate logistics data management across the states in the region in conjunction with State LMCUs to support timely health commodities distribution to facilities.
  • Ensure timely generation and review of distribution plans by state teams to inform plans for last mile distribution of health commodities in time for the processing of Work Orders necessary for the engagement of third party logistics.
  • Assist in the process of strategic engagement with the State level officials to support skill transfer and ownership of the supply chain by the State officials and as well as implement capacity building strategies for the States;
  • Review State quarterly stock status reports and stock movement in the states within the region for reconciliation purpose and provide relevant feedback to ensure availability of HIV, Malaria, Family Planning, Tuberculosis and other health commodities in the State warehouses within the assigned Phase.
  • Ensure effective monitoring of the activities of warehouse and distribution service providers to ensure efficient implementation of the terms of agreement, provide the needed reports on performance, troubleshoot and address supply chain issues that will impact commodities availability before, during and after distribution of commodities.
  • Provide timely feedback on requirements of the warehouse hubs and other relevant health commodity warehouses in the assigned Phase to the Quantification ar Demand Planning team to ensure constant commodity availability in the supported health facilities.
  • Ensure judicious allocation of ICE to PSM staff in the region, review staff timesheets to ensure conformance with activities carried out, grant concurrence for staff vacations, approve trip and technical reports, conduct annual performance reviews of PSM staff in the region.
  • Collaborate with other PSM staff and short-term technical assistance (STTA) providers to provide required technical assistance for activities and facilitate skill is transfer to appropriate staff.
  • Review routine state reports (DOIC post-delivery report, DDIC summary delivery report, monthly report, quarterly reports and annual reports) for PSM Project activities in the States under the assigned region.
  • Develop activity budgets, monthly report and monthly cash flow projections to guide implementation of Project activities in line with work plan deliverables.
  • Attend relevant supply chain meetings within the States and make presentations as required.
  • Any other duties as assigned.

Job Qualification

  • Nigerian citizen/resident is required
  • Bachelor’s degree Pharmacy, Medicine, Sciences or relevant field
  • Minimum eight years’ cognate experience in public health supply chain and performance monitoring
  • Ability to support cross-cutting functions inclusive of but not limited to resource management (budgeting, work-plan development, personnel)
  • Experience with either USAI D, DFID, and GF-funded projects required
  • Proficiency in Microsoft Office Suite –
  • Excellent communication and report-writing skills
