Job Title: College Librarian

Location: Ebonyi

Job Description

  • The College Librarian is a Principal Officer of the College who is responsible to the Provost for the overall administration and coordination of the College Library, its branches in the Schools and Departments, as well as in providing services for the entire College community.

Duties

  • Forming overall library policies, personal contacts and liaison with the departments
  • Preparation of library Budgets
  • Engaging in matters of common interest
  • Responsible to the Provost for the day to day smooth running of the College Library.

Qualification and Experience
Candidates for the post of College Librarian should not be below the rank of Deputy Librarian and must possess the following requirements:

  • Minimum of an MLS with at least fifteen (15) years cognate experience
  • Relevant scholarly publications in journals and textbooks equivalent to that of a Chief Lecturer is a must
  • Proficiency in Information and Communication Technology (ICT)
  • A member of Librarians Registration Council of Nigeria
  • Evidence of attendance of a continuous mandatory professional development course/council annual workshops.

Other Requirement:

  • Candidates must have spent at least 5 years as Deputy Librarian.

Tenure

  • The appointment of the candidate is for an initial period of four (4) years in the first instance, and may be eligible for reappointment for a second term of four (4) years subject to satisfactory performance.

Job Title: Bursar

Location: Ebonyi

Job Description

  • The Bursar is the Chief Financial Officer of the College, and he is responsible to the Provost for the day-to-day administration and control of the financial affairs of the College.

Duties

  • The candidates for the position is expected to plan, organize, direct and coordinate the operations of the financial system of the College.

Qualification and Experience
Candidate for the post of Bursar must possess the following requirements:

  • A good honours Degree or HND in Accountancy or Finance from a recognized institution of higher learning, with at least 15 years cognate experience preferably in a College of Education or comparable institution;
  • The applicant who must not be below the rank of Deputy Bursar must possess any of the following professional recognized accountancy qualifications, e.g. ICAN, ANAN or ACCA, ICMA, CIFFA, ICPA chartered in USA, Canada and UK.
  • Evidence of attendance of a continuous mandatory professional development course is required.

Other Requirement:

  • Candidates must have spent at least 5 years as Deputy Bursar.

Job Title: Registrar

Location: Ebonyi

Job Description

  • The Registrar is the Chief Administrative Officer of the College, and he is responsible to the Provost for the day-to-day administrative work of the College.

Duties

  • The Registrar is the secretary to the Council
  • The Registrar is the Secretary to the Academic Board
  • The Registrar is the Secretary to the College Management
  • The Registrar is expected to organize, direct and coordinate the operations of administrative system of all the units in Registry Department for the overall achievement of the goals of the College
  • Other duties as may be assigned to him from time to time by the Provost.

Qualification and Experience
Candidates for the post of the Registrar should not be below the rank of a Deputy Registrar, and must possess the following requirements:

  • Possess a good honours Degree from a recognized University
  • Have had at least fifteen (15) years experience in tertiary institution Administration
  • Be a member of a recognized administrative professional body
  • Be physically and mentally fit
  • Be proficient in ICT packages and capacities
  • Be a person of high integrity and good leadership qualities
  • Have evidence of community services
  • Possession of a higher Degree will be an advantage.

Job Title: Provost

Location: Ebonyi

Job Description

  • Subject to the general control of the Governing Council, the Provost shall be the Chief Executive of the College and shall be charged with the general responsibility for matters relating to the day-to-day management/operations of the College.

Duties/Responsibilities

  • The Provost is the Chief Academic, Administrative and Accounting Officer of the College
  • He has statutory power to exercise general authority over the staff, and has the responsibility for the discipline in the College
  • The Provost is responsible for the appointment, promotion and discipline of all staff below CONTEDISS 6, that is junior staff, acting on the recommendation of the Junior Staff Appointments and Promotions Committee
  • The Provost is the Chairman of the Academic Board
  • The Provost is expected to attend all meetings of Council and to provide Council with periodic reports on the progress of the College
  • He is also expected to ensure that decisions of Council are carried out fully, and promptly.
  • As an Accounting Officer of the College, the Provost is responsible for authorizing all payments. Though he may delegate authority for certain votes to other officers, but he must be responsible for ensuring that all payments are in accordance with Government Financial Regulation, Treasury Circulars and Council’s decisions within this framework
  • As the Accounting Officer of the College, he must ensure that sound financial management is put in place and should be advised by the Bursar on all financial matters
  • The Provost is responsible for ensuring that meetings of Council and its Committees are properly serviced
  • If the Provost is on leave or otherwise absent with the permission of the Council, the Deputy Provost shall perform the duties of the Provost, including representing him on the Council
  • The Provost may delegate to the Deputy Provost other functions that will make the latter fully functional as the Acting Provost
  • Any other duty which the Council may from time to time assign to him.

Qualification and Experience
To be eligible for appointment as a Provost of the College, the candidate must:

  • Be a Professor or a Chief Lecturer of at least five (5) years cognate experience
  • Have education qualification plus Ph.D in one of the subjects taught at NCE programme
  • Have evidence of academic and administrative leadership
  • Have evidence of Professional standing/honours
  • Be proficient in ICT packages and capacities
  • Have evidence of community services.

Tenure

  • The Provost will normally be appointed for a period of four (4) years in the first instance and is eligible for a re-appointment for another period of four (4) years subject to a satisfactory performance.
