Position Description

  • The Senior Sector Reform Specialist will be responsible for supporting and advising on several critical initiatives for the Program over the next six months, including but not limited to the development of the End-to-End Sector Assessment and associated Roadmap and the facilitation of FGN and donor working group meetings to validate the findings and recommendations proposed in these key Program deliverables.
  • In this capacity, the Consultant will help the Program to collect key deliverable inputs and validate structure and messaging of key deliverables with the goal of encouraging buy-in on the findings and recommendations from the new administration following the February 2019 elections and subsequent administrative leadership changes.

Position Responsibilities
Under this Scope of Work, the Consultant shall perform, but will not be limited to, the following tasks:

  • Provide advisory support to the Team in structuring the End-to-End Sector Assessment and the subsequent Guiding Program for Results Roadmap, including recommendations on critical power sector stakeholder interviews
  • Assist in validation and review of select elements of the End-to-End Sector Assessment, including the Sector Financial Assessment, the Long-term Planning Capacity, Mechanisms, Opportunities, and Impacts Assessment, and the Sector Political Economy Analysis
  • Assist in validation and review of select elements of the Guiding Program for Results Roadmap, including support to convene and facilitate FGN and donor working group meetings to validate findings and recommendations

Educational Requirements

  • Drafting, validation, and review of background-relevant elements of the End-to-End Sector Assessment, including: the Sector Financial Assessment and the Long-term Planning Capacity, Mechanisms, Opportunities, and Impacts Assessment
  • Support in facilitating and convening FGN and donor working group meetings to validate findings and recommendations
  • Undertake a comprehensive review of the ICT systems currently being used by AEDC and Eko. This review should include both centralized and decentralized “stand alone” systems.
  • Review the discos plans for the implementation of new systems.
  • Review the current organizational structure of each ICT Department together with any planned changes.
  • Review safety/security protocols including, but not limited to, prevention of unauthorized access and system backup procedures.
  • Review the disco’s approach to the procurement of both hardware and software. Does the disco have a standardized approach to the purchase of hardware and software?

  • The Senior PPP Advisor will be responsible for advising Ministry of Power Works and Housing (MoPWH) leadership on prioritizing key power sector initiatives.
  • With his background in project finance, development, and assessment in Nigeria, the consultant is well positioned to provide important technical assistance to leadership in the sector.
  • The consultant will also be asked to review and comment on initial assessments that will lay the foundation for the project.

Position Responsibilities
Under this Scope of Work, the consultant shall perform, but will not necessarily be limited to, the following tasks:

  • Inception Report: In the first two weeks, the consultant will meet with relevant members of the ministry to develop a priority projects list and work with the NPSP team to identify resources to support
  • Review of End-to-End Assessment: The consultant will review and comment on identified sections of the NPSP End-to-End Sector Assessment based on experience in Nigeria.
  • PPP Development Support: Assist ministry leadership in identifying and managing priority PPP initiatives that will bring new sources of funding to the sector.
