We seek a highly experienced and qualified candidate to fill the below position:

Job Title: Proposal Writer – Governance (Consultant)

Location: Abuja

Job Summary

  • The jobholder will support Pact West Africa office in expanding impact by reviewing request for proposals (RFPs) and associated documents, to ensure layout and content of proposals are in full compliance with published requirements.
  • The jobholder will take the lead in the proposal development process, reviewing the request, writing the proposal, packaging in line with donor requirements.

Roles and Responsibilities

  • Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.
  • Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.
  • Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
  • Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
  • Prepares presentation by evaluating text, graphics, and binding; coordinating printing.
  • Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
  • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate; implementing changes.

Minimum Requirements

  • Bachelor’s degree with a minimum of 10 years of relevant professional experience (e.g. Social Sciences, International Development, Business, Development Studies) or 7 years of relevant professional experience and a master’s degree.
  • Minimum of 3 years of professional experience in international development, with field experience is a plus.
  • Minimum 2 years of Proposal writing experience is required.
  • The candidate should demonstrate a comprehensive understanding of the Nigerian governmental structure and processes.
  • Excellent communication skills, including public speaking and writing
  • Superior interpersonal skills shall be understood to include the ability to interact in a constructive, cooperative, and harmonious manner; to work effectively as a team player; to establish positive relationships and gain the confidence of others

Preferred Qualifications:

  • Knowledgeable in one or more of Pact’s West Africa’s technical areas (Governance, Health, Livelihood, Artisanal Mining & Renewable energy), is an advantage.
  • Presentation Skills, Written Communication, Graphic Design Skills, Technical Documentation, Layout Skills, Problem Solving, Deadline-Oriented, Process Improvement, Coordination, Strategic Planning, Market Knowledge.

Job Title: Consultant – Supply and Installation of CCTV Camera

  • The purpose of this Expression of Interest (EOI) is to circulate information to interested organization to submit their interest for the supply, installation and maintenance of CCTV Systems to Pact West Africa, Nigeria
  • If your organization is interested, please responded to the eligibility requirements for consideration.

Description

  • Pact is looking for reputable organizations which deal in the supply, installation and maintenance of CCTV peripherals, who have the legal right to operate in Nigeria as a Limited Liability Company or as an Enterprise.
  • Targeted geographic area: All organizations expressing their interest should have physical office/presence in Abuja, Nigeria to be considered.

Eligibility Criteria
To be eligible for consideration, interested organizations must provide the following details:

  • Profile of the organization, Certificate of incorporation, Management structure and Board membership;
  • Evidence of financial management systems (i.e. audited financial statements for 2015 and 2016);
  • Evidence of previous work successfully completed;
  • Evidence of VAT registration and proof of remittances and/or tax exemption certificate;
  • Evidence of up-to-date tax compliance (i.e. Tax Clearance/ Exemptions Certificates/ Remittance);

Evaluation and Selection

  • A technical panel will be constituted to review the EoI and shortlist organistaions to proceed to the next stage of Request for Quotations (RFQ) based on the criteria listed above.
  • At this stage, a ‘yes’ or ‘no’ qualifier will be used to rate all the criterions above, and only bidders with an ALL yes qualifier, to the above listed criteria will proceed to the next stage.
  • Only organizations that satisfy the Pre-qualification requirements will be contacted with Requests for Quotations (RFQ) document.

Purpose

  • The purpose of this expression of interest (EOI) is to invite interested organization to submit their interest for the supply of goods and services (non – consultancy) to Pact West Africa, Nigeria. If your organization is interested, please responded to the eligibility requirements for consideration.
  • Please note that this is not a request for quotation (RFQ) nor a commitment from Pact Nigeria to engage any organization that responds by sending an EOI. Pact Nigeria will release a detailed RFQ to only pre-qualified vendors.

What Type of Organization are We Looking For?

  • Pact is looking for reputable organizations who have the legal right to operate in Nigeria as a limited liability company or as an enterprise. This organisation also needs to demonstrate their ability to deliver on the specific category choice as listed in annexture 1. The list can be found by visiting https://goo.gl/UZGUzq.
  • Targeted geographic area: All organizations expression their interest should have physical office/presence in Abuja, Taraba State and or Gombe State, to be considered.

To be eligible for consideration, interested organizations must also provide the following details:

  • Profile of the organization, including list of board members and management structure;
  • Evidence of financial management systems (i.e. audited financial statements for 2017);
  • Evidence of previous similair work successfully completed with an International Non Gvernmental Organisation;
  • Evidence of VAT registration and proof of remittances and/or tax exemption certificate;
  • Evidence of up-to-date tax compliance (i.e. Tax Clearance/ Exemptions Certificates/ Remittance);

Evaluation and Selection

Important Notice

  • The EOI Number e.g “EOI-PREQ-04-18” and “Category number” (i.e.LOT 1 or LOT 2, based on the organisations area of speciality) should be boldly written on the top right corner of the Pre-qualification submission envelope, while the name of organization expressing its interest should also be clearly written on the rear of the envelope. Organisations are also encouraged to identify which state they intend to provide the service as listed in the target geographical area above.
  • Interested organizations are encouraged to send in any request for clarification via email to pactngprocurement@pactworld.org not later than 3 working days to the bid closing date.
  • Organisations are instructed NOT to submit superfluous materials such as photos, news articles or other attachments that are not requested in this EOI. Any additional materials will not be reviewed.
