We are currently managing multiple project portfolios focused on sexual and gender-based violence, sexual and reproductive health, education, socio-economic empowerment, political participation and access to justice. Job Title: Monitoring, Evaluation and Learning Officer (MELO)
Location:
 Abuja
Purpose and Scope of Work

  • The M&E Officer will lead in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established.
  • S/he will collaborate with the Programs Unit of DRAC in reviewing and preparing monthly, quarterly, annual and final narrative and financial donors’ reports.

Primary Responsibilities

  • Lead all M&E initiatives for assigned project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives on MEL.
  • Create a framework and procedures for the monitoring and evaluation of project activities.
  • Define and implement the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
  • Propose strategies to increase data use and demand amongst Program staff.
  • Assist Program staff in clarifying project information needs.
  • Support project/program staff on ways to properly document, organize and capture program progress.
  • Draft tools and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
  • Review the performance of existing management information systems to help identify potential modifications or resources.
  • Keep abreast of developments in grant/project changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
  • Suggest ways to facilitate data collection and the flow of data within Program field teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions
  • Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
  • Analyse changes and patterns in KPI data and performance reports in order to support Program staff
  • Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
  • Support and participate in program and project evaluations
  • Assist in reviewing donor reports to ensure high quality reports are submitted on time for every project
  • Assist Program Development/Grants Management in establishing log frames, M&E work plans,
  • and targets during drafting of donor project proposals as well as throughout project implementation
  • Review and analyse weekly reports with the programs team to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.

Employee Specifications
Qualifications and Experience:

  • Bachelor’s Degree in Administration, Information Management, Project Management, Engineering, Finance or other relevant academic background (essential)
  • Master’s Degree (desirable)
  • 2 to 3 years of Monitoring and Evaluation experience (essential)

Knowledge and Skills:

  • Capacity to produce high-quality briefs and reports
  • High proficiency in Windows Excel and quantitative analysis
  • Ability to design M&E tools, surveys, and evaluations
  • Demonstrated ability to train and build capacity of others
  • Strong interpersonal skills
  • Experience in a non-governmental organization (desirable)
  • Ability to handle confidential, proprietary and sensitive information requiring judgment and discretion.

Job Title: Finance Officer
Location
: Abuja
Purpose and Scope of Work

  • The purpose of this position is to manage the full accountancy cycle: from opening to closure.
  • He/she will process all DRAC’s financial transactions, keep track of budgets, undertake the preparation of financial reports for donors, ensure that our financial and procurement procedures are accurately implemented and support with the audit process.

Responsibilities

  • Oversee the financial operations of the organization and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc.
  • Responsible for entering financial information and maintaining all financial records for projects and for the organization.
  • Manage financial control, prepare and analyse budgets, develop financial reports, and make recommendations to the organization on budget expenditures.
  • Ensure compliance with financial and procurement policies on all procurements and purchases for the projects and for the organization.
  • Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year.
  • Provide orientation and training to the organization staff on financial compliance and cost effective management.
  • Ensure that all financial reporting is completed on time and submitted to donors.
  • Oversee the financial audits of all projects of the organization.
  • Provide financial inputs for proposal development, project management, Human Resource Management policies, logistics, travel and other areas of administration.

Specification
Education and Experience:

  • Relevant professional qualifications in Accountancy.
  • At least 3 years’ professional experience in accountancy position ideally within the NGO or civil society sector

Knowledge and Skills:

  • Highly developed organizational and logistical skills
  • Excellent knowledge of QuickBooks and Excel
  • Knowledge of local legislation and statutory laws on financial transactions
  • Knowledge and experience of the NGO sector

Job Title: Livelihoods Officer
Location: 
Abuja
Purpose and Scope of Work

  • The purpose of the position is to lead and oversee the day today management of the livelihood and local economic development activities of DRAC, as well as provide guidance to the project team for the implementation of the livelihoods component of DRAC projects as well as participating in organizational business development.

Primary Responsibilities

  • Leads the livelihood and economic development project team and ensures team spirit
  • Support DRAC to develop its internal and external livelihoods policy and positioning, technical capacity, programming, and internal and external coordination
  • Support the implementation of the “Livelihoods Component of the Break the Cycle Project”
  • Ensures the highest possible quality of delivery and ensures value for money.
  • Coordinate and contribute reporting, including minutes of meetings, monthly updates on livelihoods activities, and other reporting as required.
  • Manage a beneficiary registration system for delivery and monitoring of livelihoods support to identified target groups
  • Support appropriate accountability and beneficiary communication activities as required.
  • Support monitoring, and after action reviews/rapid impact evaluations of livelihood projects undertaken in order to identify lessons learned – and with a view to potential scale up if deemed appropriate by management
  • Internally coordinate, manage and ensure coherence of all livelihoods-related activities between DRAC and partners
  • Support and coordinate livelihood staff to deepen data collection and analysis for assessing livelihoods support opportunities in identified areas – both from affected communities, and in terms of market and labor market analysis
  • Document and disseminate learning for DRAC in order to build in-house capacity for livelihoods programming
  • Support and facilitate appropriate and relevant training and capacity building of DRAC staff and volunteers involved in supporting livelihoods activities
  • Work closely with and support project manager to support all aspects of the livelihoods component of DRAC projects.

Qualifications and Experience

  • BSc. Finance, Economics, Business Admin or in other relevant field
  • Postgraduate degree level (MSc) in relevant subject or a first level degree with a combined relevant work experience would be added advantage
  • Relevant educational and/or professional backgrounds in either rural and/or urban income generating activities, small enterprises, micro-finance, vocational training, livelihoods fields
  • Previous experience in similar position
  • Experience of designing, implementing and monitoring livelihood programs
  • Experience of managing and coaching teams in multi-faceted projects
  • Proven experience of managing and supporting staff
  • Experience of monitoring progress of planned programs and reporting on program activities in a timely and professional manner
  • Experience of developing systems to monitor the appropriateness, effectiveness and impact of livelihood program interventions
  • Experience of working with local governments and within an NGO context
  • Experience communicating with beneficiaries
  • Experience in training people

Knowledge and Skills:

  • Strong analytical skills in livelihood assessments and project design using a participatory approach and methodologies
  • Good understanding of project cycle management, including developing implementation plans and monitoring systems and ensuring project activities are implemented to a high standard in a timely and professional manner
  • An understanding of basic administration, finance and logistics
  • Ability to work independently and under pressure in a responsible manner
  • Problem solving abilities, dedication, commitment and integrity
  • High motivation for improvement and ability to deliver in a challenging environment
  • Strong level of computer skills (Windows, MS Office, email and internet)
  • Knowledge of data and database management
  • Willingness and aptitude for humanitarian field work, and availability to travel at short notice

  • Strong presentation skills, and capacity to deliver appropriate and relevant trainings to a target audience
  • Strong interpersonal skills and good understanding of human rights especially disability rights
