Background

  • Violence against women and girls (VAWG) is one of the most widespread, persistent and devastating human rights violations in the world today and is a major obstacle to the fulfilment of women’s and girls’ human rights and development and therefore a threat to the achievement of the Sustainable Development Goals. In Nigeria, gender-based violence is widespread, and 30 percent of women aged 15-49 have reported experiences of sexual abuse. Nigeria also has high prevalence of harmful practices such as child marriage (currently, 43 percent of girls are married before age 18) and female genital mutilation (FGM), reported at 25 percent prevalence .
  • In response to this situation, the United Nations (UN) in partnership with the European Union (EU) are embarking on a global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) – the Spotlight Initiative. The initiative will deploy targeted, large-scale investments in a focused number of countries, including Nigeria, aimed at achieving significant impact in the lives of women and girls.  The Initiative will ensure that all women and girls benefit from adequate legislation and policies, gender responsive institutions, violence prevention programmes, essential services, comparable and reliable data, and strong women’s movements and civil society organizations. In Nigeria, the United Nations and its partners have developed a comprehensive Country Programme based on t key six programmatic pillars: 1) Laws and Policies; 2) Institutions; 3) Prevention and Social Norms; 4) Services; 5) Data; and 6) Women’s movement. In Nigeria, the programme will specifically focus on prevention efforts, particularly addressing the root causes of gender-based violence and harmful practices (child marriage and FGM) against women and girls; and ensuring access to inclusive, timely, and quality services for victims and survivors.
  • As this is a large, multi-stakeholder, multi-year project, a full-time dedicated team is required to implement the programme. The United Nations Country Team in Nigeria is therefore seeking a M&E Analyst who will be responsible for assisting RUNOs in the effective monitoring, evaluation and reporting processes in the implementation of the Spotlight Initiative.  The Analyst will be responsible for setting up the M&E parameters and enhance the technical quality assurance to RUNOs during the planning, execution and fulfilling reporting obligations to the various partners.
  • The Analyst will report to the Spotlight Initiative Coordinator and will liaise with the Spotlight Technical Teams, partners, HQ Colleagues, and UN agencies’ Monitoring and Evaluation focal points regarding the project monitoring and evaluation approaches and methodologies, ensuring that project meets the high quality standards for monitoring and evaluation

Duties and Responsibilities
Develop a joint M&E strategy and performance reports for the country programme:

  • Support the Programme Coordinator in the implementation and monitoring of the Spotlight Initiative as per its Results and Monitoring Framework;
  • Support the Programme Coordinator in the development of a M&E Strategy for the Spotlight Initiative
  • Identify M&E information and data sets required and necessary for effective monitoring of the project’s performance;
  • Carry out analysis of the specific data requirements of individual indicators and quality and reliability of available data sources;
  • Assist the Programme Coordinator in close consultation with the Spotlight Technical Team in the preparatory process of the annual reviews and performance reporting;
  • Provide guidance in consolidating the Spotlight Initiative annual progress report;
  • Update Spotlight performance in the UN-Info database and disseminate it;
  • Facilitate the promotion of results mindset and M&E culture among the Spotlight Initiative Technical Team;
  • Act as the  Spotlight Initiative focal point for M&E, coordinate the M&E Working Group in providing technical guidance and assistance in M&E and ensure that M&E Working Group members who are M&E focal points of the Spotlight Initiative are dully guided and fulfill their roles for the Spotlight Initiative.

Monitor and analyze the programme environment and progress through regular monitoring visits; mainstream key results achieved and knowledge acquired through ongoing M&E during the life cycle of the programme:

  • Ensures inter-agency knowledge management and capacity development on results-based management
  • Support the development of tools and systems to enhance knowledge networking, sharing best practices and technical expertise within the Spotlight Initiative;
  • Act as the ‘institutional memory’ within the Spotlight Initiative, ensuring an updated and comprehensive knowledge base and document repository system.
  • Identify and formulate lessons learned from evaluations and studies to be integrated into broader knowledge management efforts;
  • Collect knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices.

Provide support to all RUNOS to effectively monitor their programme results:

  • Contribute in the preparation of the action plans such as the annual workplans and reporting tools;
  • Design guidelines on project monitoring and evaluation frameworks for the various project components;
  • Prepare monitoring workplan for the project activities undertaken, identifying the evaluation and reporting methodologies, in compliance with M&E policies and best practices; and
  • Help put together analytical and regular progress reports on the Spotlight Initiative in support of the inter-agency coordination role.
  • Coordinate regular updating of mapping of Spotlight Initiative support to UN Info;
  • Provide guidance and advice in the design and operationalization of the Spotlight Initiative in evaluations Delivering as One states;

Based on the M&E information, advise RC, Programme Coordinator, Technical Specialist, Steering Committee and all agencies on timely readjustments of strategies and corrective actions as necessary to ensure Programme delivery:

  • Establishes and maintains regular dialogue with key stakeholders partners involved in the monitoring and evaluation work to ensure the use of results-based indicators and facilitate and support data collection and analysis for evaluation.
  • Draw analysis and evaluation of Spotlight Initiative and lessons learnt from country programmes;
  • Support the annual work-planning processes to ensure timely readjustments of strategies and corrective actions as necessary to ensure Programme delivery

Work with contracted evaluation agency to facilitate mid-term and final evaluations:

  • Under the guidance of the Programme Coordinator, draft/review of Terms of Reference (TOR) for specific evaluations, participate in consultant and evaluation team selection, technical feedback on evaluations and budget oversight;
  • Provide guidance on Spotlight Initiative evaluation policies, procedures and practices to programme managers, staff concerned with assigned project/thematic/sectorial evaluations and/or desk reviews, consultants and/or members of the evaluation team;
  • Follow up on implementation of evaluation recommendations.

The United Nations Country Team in Nigeria is therefore seeking a Communications Analyst who will be responsible for assisting in the planning and implementation of the Spotlight Initiative’s  communications and advocacy strategies to raise awareness of gender-based violence and harmful practices against women and girls and its prevalence in Nigeria and ensuring visibility of the Spotlight Initiative.
  • The Communications Analyst reports to the Spotlight Initiative Programme Coordinator and works in close collaboration with the technical teams in the participating agencies as well as HQ, UNIC, UN communication colleagues, media, civil society and the donors.

Duties and Responsibilities
Coordinate the implementation of visibility and outreach activities; plan and implement EU visibility activities; ensure wide dissemination and visibility of programme achievements:

  • Support the coordination, implementation and monitoring of the Spotlight Initiative Communications and Visibility Plan & Strategy;
  • Provide analysis for elaboration and contextualization of the Spotlight Initiative Communications and Visibility Plan & Strategy;
  • Integrate communication, advocacy and outreach strategies into programming, as necessary;
  • Monitor and analyze print and social media and provide analysis to the Spotlight Initiative Team;
  • Provide inputs and support to the national launch of the Spotlight Initiative and any other special events, ensuring their compliance with the Spotlight Initiative identity and priorities, in line with the Spotlight Initiative Communications and Visibility Plan & Strategy;
  • Provide support, oversight and quality assurance into all Spotlight Initiative Campaigns.
  • Participate in UNCG meetings to ensure the coordination between Spotlight Initiative and other communication activities;

Manage/evaluate implementation of high impact communications’ products (e.g. web, electronic, etc):

  • Draft briefing materials, and press releases and coordinate its dissemination through effective channels;
  • Identify and develop stories and articles;
  • Produce material for the UN newsletter and other channels;
  • Produce multimedia content, including infographics, video, photos etc. to support advocacy and visibility;
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Coordinate and daily update social media accounts in line with the Spotlight Initiative Communications and Visibility Plan & Strategy;
  • Liaise with technical staff to compile success stories, results etc. to be published on social media platforms;

Engage with Recipient UN Agencies to facilitate C4D interventions:

  • Engage media and do outreach to local and national media (including organizing media briefings)
  • Collaborate with recipient UN agencies to provide operational and technical support to research, develop, and produce evidence-based strategies and test, produce and use quality C4D materials, organize events and activities to ensure community engagement and participation, and maximum outreach and impact on behavioral and social change;
  • Provide technical, administrative and logistical support and background materials to carry out C4D strategies and activities and recommend operational strategies, approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact.
