  • CSR shall report to the contract holder acting as Contract representative on site implementing the contract provisions on site.
  • CSR is the Main driver in offshore hook-up & maintenance activities (and other contract scope of work activities) and ensuring that they are executed in the most cost-effective manner in line with the business plan and in compliance with company policy and contractual specifications, procedures and meeting quality requirement on workmanship.
  • CSR shall coordinate with Offshore Installation Manager (OIM) on compliance to work management in the Bonga field (e.g. permit to work, FMS, SSPs, STPs, SIMOP) and communicate with the Contractor’s nominated representative on site on work executions.

Description

  • Responsible for development and implementation of the Projects Quality Plans (PQP), including but not limited to integration of DCAF, TIV, Lessons Learned and Flawless Project Delivery, all in line with the Offshore/Deepwater Quality Manual.
  • Responsible for development and implementation of the Project Quality Delivery Plan (PQDP) encompassing all projects quality related processes, i.e. technical quality assurance, fabrication quality, ITPs, surveillance & inspection, lessons learned, quality incident reporting & alerts, etc.
  • Provision of QA/QC training (for quality people as well as project managers and project engineers)
  • Identify and Manage quality risks during the phases of the Projects
  • Work with project team to promote the right quality mind set, culture and behavioral requirements for successful development and implementation of projects
  • Provide quality input to project plans, risk register, and technical specifications
  • Responsible for Project Quality Management Review
  • Responsible for Project quality health checks – owner of the process / continuous improvement and available for conducting the assessments
  • Working with regional TAs on PCAP utilization and PCAP improvements for the Project scopes
  • Assist in achieving flawless start-ups by supporting the implementation of the Flawless Program
  • Monitor and support the implementation of Technical Integrity Verification in projects.
  • Responsible for development of quality requirements in contracts and tendering process. This includes conducting evaluation and assessment of quality elements, clarification with bidders and on-site evaluation (if required)
  • Responsible for development and monitoring of project quality KPIs and reporting of project quality performance
  • Participation in PARs, VARs and PERs
  • Leading or participating in quality incident & failure investigations (RCAs/causal learning)
  • Collation of lessons learned/quality alerts and dissemination into the quality networks and project communities
  • Development and management of mitigation actions required for Lessons learned and flaws
  • Responsible for development and implementation of audit and review program (this includes vendor/ module fabricator assessments) including execution and monitoring the close out of audit findings
  • Responsible for audits on design and technical assurance processes (includes design offices / EPCs).
  • Responsible for ensuring quality Observations, incidents, alerts, lesson learned etc. are reported and managed through the Company/Client’s Quality Information Reporting Management Systems

Qualifications

  • Experience in the FEED, construction and installation of major equipment on Oil & Gas Plant, Equipment;
  • Sound working knowledge of the national/international standards associated with the construction of Oil and Gas plant and equipment.
  • 15 years’ experience minimum with Bachelor’s Degree qualification in Mechanical Engineering or a related Engineering or Science based discipline, with proven track record in specifying and implementing QMS’s and QA/QC plans and procedures

Job Title: Commissioning Planning Engineer

Description

  • Prepare Work Flow Scheme (WFS) Level 1 and Level 2
  • Preparation of detailed commissioning schedules in line with Commissioning and Start Up (CSU) logical flow.
  • Produced detailed level 4 schedule with resource loading.
  • Monitor Contractor’s activities related to construction, pre-commissioning and commissioning works from a detailed level 4 schedule using P6 software.
  • Prepare weekly progress report highlighting progress which includes construction, pre-comm and commissioning activities and discuss issues related to critical items of the project with CSU Lead and CSU Contractors to formulate recovery programs (if required).
  • Produced precedence network and logic diagrams as is needed by the project Commissioning team.
  • Produced progress tracking sheets covering completions activities to pre-commissioning and commissioning.
  • Responsible for interface to the contractor and Project team on technical, all discipline issues regarding construction, pre-com and commissioning, with good knowledge in working on area or systems/sub-systems breakdown of activities as per contract.
  • Reporting to the Commissioning Lead to agree the course of action necessary to complete the assigned project in a timely and successful manner within budget.
  • Report status, progress and any problem areas to the Commissioning & Start up integrated Managers.
  • Interface and liaise with the Commissioning Lead, Commissioning Engineers, projects teams and contractors.
  • Provide progress status reports on a daily, weekly or monthly basis reporting via Systems / Sub-Systems and advise Lead of any delays or variance in the schedule and recommend recovery program.
  • Compliance to engineering standards and assistance with their further development
  • Provide technical/team leadership on various projects in the pre-comm & commissioning planning implementation, scheduling, schedule controlling, reporting analysis, forecasting and project coordination on major projects development for oil and gas.
  • Prepare monthly report/update of the integrated schedule and major projects milestone reporting for management and joint venture partners. Interact with Team Leaders on a day to day activities on site by providing information (i.e, 7 day look ahead schedule and other spreadsheet tools).
  • Prepare/update level 4 schedule to forecast scenario for internal use by Company forecasting relevant construction and commissioning milestone dates, prepare delay analysis as is required on the project.
  • Assist in the development of CSU Administrative/General procedures.

Qualifications

  • Bachelor’s Degree in Engineering.
  • Certification as a Commissioning Engineer or equivalent experience (may be an advantage).
  • Minimum of 12 years industry experience as Commissioning Engineer.

  • Deliver and maintain consistent and realistic plans and control structures for the project.  Understand the list of plans required to execute the assigned project sub-elements and their interface to other sub-elements.  Develop the activities, logic, resources and progress for the assigned project sub-elements, leading to the creation of the baseline schedule and its subsequent maintenance.
  • Develop, implement and comply with the planning and progress monitoring procedures.
  • Conduct the schedule monthly progress update, forecast, critical path and trend analyses for assigned elements, including any impact from interface areas.  Implement and maintain the status reports.  Provide regular and comprehensive schedule status reports to Project sub-element managers.
  • Assess and incorporate the impact of approved changes and any deviations from the key project targets and milestones, including productivity monitoring and identification of alternate approaches to optimise the plan(s).
  • Liase with and challenge Project Engineering personnel to ensure proper understanding of the key schedule sensitivities and drivers
  • Develop contract key dates, milestones and plan dates that align with the overall project schedule.  Participate in evaluating bid schedules and reviewing contractor plans to support contract award recommendations. Develop contract sections for planning and progress reporting.  Review and verify contractors reported progress and ensure that this is reflected in the project schedule.
  • Contribute to the translation of the project’s risk profile into the probabilistic risk model and understand the output, including the key risk drivers for the possible range of schedule completion dates. Track the criticality of the main paths to completion and float consumption.
  • Implement and utilise standard tools and processes.
  • Provide input data for and participate in benchmarking activities.
  • Contribute to close-out data to enable knowledge retention (lessons learned, project data compilation) at completion of work

Qualifications
