Job Title: Senior Labour Economist

The Complex

  • The Vice President, Regional Development, Integration and Business Delivery, is responsible for the relevance, efficiency and effectiveness of the Bank Group’s operational programmes and activities.
  • The RDVP Vice-President ensures that the Bank carries out its activities effectively in all its RMCs and supervises the full implementation of all aspects of the Bank’s regional management.
  • Five Regional Development, Integration and Business Delivery Hubs have been created, each run by a Director General: Southern Africa, North Africa, West Africa; East Africa, and Central Africa.

The Hiring Department/Division

  • The General Directorate for Central Africa plays a central role in the Bank’s operational framework for the reduction of poverty and promotion of sustainable development in its Regional Member Countries (RMCs).
  • It leads the development of indicative lending strategies and programmes at the national and regional levels, focusing on the Bank’s Five Operational Priorities (High 5s) flagship programmes: Light Up and Power Africa; Feed Africa; Industrialize Africa; Integrate Africa; and Improve the Quality of Life of the People of Africa.
  • The Agriculture, Human and Social Development Division (RDGC.2) covers the last three High 5s, which focus on: food and nutritional security through agricultural transformation by developing the agro-industry; improving access to education, health, drinking water and sanitation; youth employment and promoting gender equality and social protection.

The Position

  • As a member of the RDGC, the Senior Labour Economist will ensure the implementation of projects, programmes and studies in the social sector, with a focus on job creation and social protection.

Duties and Responsibilities
Under the overall supervision of the Division Manager, the Senior Labour Economist will:

  • Provide integrated strategic advice and high-level technical support to the Bank and RMCs on employment issues;
  • Make significant contribution to the Bank’s knowledge management initiatives in the field of employment in order to stimulate knowledge-sharing within and outside the Bank;
  • Provide sound advice on best practices to address broader labour market issues. Serve as a technical authority on employment for poor and marginalized groups;
  • Provide expert advice to other Bank Departments/Divisions on labour market issues, including unemployment, social protection and poverty reduction;
  • Participate in the formulation, preparation, evaluation, negotiation, monitoring, follow-up, launching, supervision and retrospective evaluation missions and the review process of small- to large-scale projects or programmes;
  • Lead certain specific preparation, evaluation, monitoring, launching, supervision and project completion missions; prepare relevant reports and ensure their processing until their approval by the Board;
  • Review and evaluate studies and other project documents;
  • Recruit and supervise the work of consultants in charge of various missions and responsibilities related to Bank operations;
  • Monitor project implementation status; review project implementation issues and propose solutions;
  • Establish relations with other donors for the co-financing of Bank operations; and
  • Review and provide advice on documents, studies and other reports (identification, preparation, evaluation and completion reports, CSPs, SEAs, etc.) prepared by the Bank.

Selection Criteria
Including desirable skills, knowledge and experience:

  • At least a Master’s degree or equivalent degree in Economics or other related disciplines;
  • At least 5 years of relevant professional experience in the fields of labour markets and social protection. Project cycle experience and knowledge of the activities of multilateral development banks will be an asset;
  • Good command of and experience in analyzing labour market information for policy development and best practices;
  • Competence in the use of Bank standard software; and
  • Ability to effectively communicate in English or French (written and oral), with practical working knowledge of the other.

Job Title: Senior Investment Officer

The Complex

  • The Vice Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Years Strategy, High 5s priority of “Light up and Power Africa”. The complex’s objectives are (i) to develop policy and strategy; (ii) to provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) to develop new financing instruments; (iv) to act as spokesperson to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa”. The Complex will focus on areas of Power systems, policy and regulation, renewable energy; and, Climate and Green Growth.

The Hiring Department/ Division

  • The Energy, Financial solution, policy and regulation department is responsible for advising Regional Member Countries in the establishment of relevant policies and regulations and to structure energy investments.
  • The department is also responsible for coordinating relevant flagship programs: Early stage Project support and Financing Catalyst and country wide transformation.
  • Under the department there are two divisions.
  • They are Energy Policy regulations and statistics Division and Financial Solutions Division.

The Position

  • The role of the Investment Officer will be to provide deep sectoral expertise for the analysis of power markets in Regional Member Countries and identifies opportunities for Bank support.
  • The job holder contributes to the delivery of flagships as relevant.

Duties and Responsibilities
Under the overall supervision of the Team Lead for the Innovative Finance and Partnerships Team, the Investment Officer will:

  • Conduct analyses of the investment and regulatory environment and main obstacles to private sector development in RMCs; translate findings of analytical work into clear policy recommendations and implementation in existing and new Technical Assistance programs in collaboration with PESR.1;
  • Contribute to policy discussions on obstacles to competitiveness and private sector development and reform recommendations with RMCs and private sector stakeholders;
  • Support the development and implementation of key PEVP Technical Assistance initiatives including:
  • Fine-tuning the design and outline of these initiatives in regards to scope, content and set-up characteristics
  • Providing energy market data and information such as energy market analysis, white papers, blogs and policy recommendation to support existing initiatives such as the Africa Energy Portal and the Energy Regulatory Index
  • Supporting the delivery of  the AFDB internal procedures to establish new  and PEVP focused Technical Assistance initiatives in close collaboration with relevant internal counterparts, including other PEVP departments, Resource Mobilization department etc.;
  • Support the rolling out of transparent IPP procurement schemes and the mobilization of the private sector in generation, including designing Project Implementation Units for IPPs in close collaboration with Policy, Regulations and Statistics division and the team from the Sustainable Energy For Africa Trust Fund (SEFA)
  • Drive and implement a partnership engagement strategy including studies and assessment of opportunities to mobilize financing from third-party funding  for the department’s initiatives and Technical Assistance programs;
  • Design promotional and marketing material to raise and mobilize third-party funding
  • Support the PESR Management in liaising with new and existing partners such as Government ministries, DFIs, development partners and global energy sector initiatives and funds, etc.;
  • Drive and implement business development and partnership outreach strategies for PESR in close collaboration with AfDB regional offices;
  • Prepare and carry out internal business development initiatives including onsite workshops, webinars and remote video conferences
  • Design a complex-wide customer relationship management tool in collaboration with relevant Bank-wide counterparts and departments to enable focussed client engagement
  • Coordinate responses to enquiries concerning PESR initiatives in the energy sector;
  • Prepare briefing material on country/sector and project issues;
  • Perform any other duty as assigned.

Selection Criteria
Including desirable skills, knowledge and experience:

  • Hold at least a Master’s Degree or its equivalent in Engineering, Economics, Finance Business or related field.
  • Have a minimum of five (5) years’ progressive experience in a sector analysis, economic analysis, energy policy, economic analysis and experiences in power sector research and IPP, preferably for Renewable Energy area;
  • Proven ability to economically assess and conduct energy policy research and advisory services;
  • Full understanding of the principles of Independent Power Producers (IPP) systems and requirements.
  • Deep knowledge of the energy sector in the African context.
  • Demonstrable familiarity with energy projects indicators.
  • Knowledge and understanding of AfDB administrative and operational procedures.
  • Sound understanding of innovative finance instruments and approaches
  • Excellent technical, analytical skills and established operational track record of achieving results;
  • Relevant experience in setting up of IPP procurement advisory and support programs
  • Proven track record in designing technical assistance initiatives and policy advisory
  • Sound understanding and experience regarding innovative finance approaches and supporting the required framework environments
  • Relevant experience working within an Development Finance Institution, preferably with a focus on African energy markets

The Complex

  • The Vice-Presidency for Regional Development, Integration and Business Delivery is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
  • The Vice-Presidency for Regional Development will ensure that the Bank operates successfully across its Regional Member Countries and oversee the full implementation of all aspects of the Bank’s Regional Directorates.
  • Within regional development, integration and business delivery complex the Bank has five (5) regional hubs one in each region: South Africa, North Africa, West Africa, East Africa and Central Africa. Each Regional Hub is headed by a Director General.

The Hiring Department

  • The Directorate-General for Central Africa plays a key role in the Bank’s operational framework for poverty reduction and sustainable development in its regional member countries. The Position

  • As part of the RDGC, the Senior Agricultural Officer will contribute to the development and implementation of the Bank’s strategies and projects/programmes, under the “FEED AFRICA” agricultural transformation agenda, in the regional member countries.
  • He/she will be responsible for establishing dialogue with the public authorities of regional member countries, in particular with regard to the activities of the African Development Bank to support national and sectoral policies and reforms in the areas of agriculture, agro-industry, rural development, natural resource management and climate change.

Duties and Responsibilities
Under the technical supervision of the Division Manager, RDGC.2, and the direction of the Gabon Country Manager, the Senior Agricultural Officer will perform the following functions:

Project Cycle Activities:

  • Steer and contribute to the development of operational activities for project preparation in the agricultural and rural development sector, for Bank financing and defend his/her projects/programmes before the Bank’s Board.
  • Contribute to the preparation and implementation of the Bank’s sector policies and strategies, including the conduct of economic and sector work, in the areas of agriculture, agro-industry, rural development, natural resource management and climate change.
  • Provide continuing technical assistance and strategic advice to project management staff and professionals in Bank member countries on the proper application of the Bank’s operational project administration procedures.
  • Coordinate with the Bank’s Finance Department and national partners in the processing of disbursement requests, management of audit missions and monitoring of the financial execution of projects.
  • Monitor the effective implementation of all project phases, including the implementation of financing agreements, procurement management, monitoring of disbursements, regular audits, monitoring of progress reports, etc., while ensuring proper compliance with the rules and procedures applicable to Bank-financed operations.
  • Prepare Project Completion Reports (PCRs) in accordance with the Bank’s Operations Manual.
  • Organize and undertake field missions for the preparation, appraisal, supervision and control of Bank-financed projects and sector work.

Knowledge  Management:

  • Identify and use at strategic moments key experts (individuals and institutions) to support beneficiaries in the design and implementation of projects in the areas of agriculture, agro-industry, rural development, natural resource management and climate change.
  • Help to create an enabling environment for knowledge management, in particular by (i) providing practical assistance for project implementation in order to achieve overall objectives, (ii) involving experts and resource persons in Africa, (iii) identifying innovative approaches, results and lessons learned from past experiences, (iv) ensuring rapid information sharing with national partners, (v) encouraging and supporting the dissemination of results at the level required for possible replication, (vi) ensuring the effective recruitment of consultants to undertake various knowledge management activities, etc.
  • Contribute to the dissemination of information and ensure that lessons and recommendations are documented and quickly shared.
  • Perform any task assigned by the line manager.

Partnerships and Dialogue:

  • Contribute to coordination with national, regional and international partners.
  • Represent the Bank in donor meetings, regional and international meetings, conferences, seminars and workshops on development issues.
  • Establish sound communication between the various stakeholders

Selection Criteria
Including desirable skills, knowledge and experience:

  • Hold at least a Master’s degree or equivalent in Agronomy or Rural Development with specialization in Agricultural Economics, or in related fields.
  • A minimum of five (5) years of experience in Agriculture, Agribusiness, Rural Development, Natural Resources Management and Climate Change or related fields.
  • Have sound experience and a proven record in the design and implementation of social development investment projects.
  • Good knowledge of the operational policies and programming practices of a multilateral organization.
  • A good understanding of the challenges related to the development of agriculture, agro-industry, rural development, natural resource management and climate change in developing countries and proven experience in the policies, procedures and operational practices of major bilateral or multilateral development agencies in Africa and particularly in Central Africa and the ability to work effectively in all sectors.
  • Have a strong sense of initiative, be results-minded, team-oriented and demonstrate leadership skills.
  • Be able to implement innovative approaches, work independently and apply new methods to solve problems, while remaining effective in a dynamic, evolving and demanding corporate environment.
