Country and Project Background

Malaria is highly endemic in Nigeria and it remains one of the leading causes of childhood and maternal morbidity and mortality in the country. Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible. Malaria therefore constitutes a significant development challenge for Nigeria. Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners.

The DFID funded and Malaria Consortium led malaria programme, SUNMAP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016. The anticipated follow on project, SUNMAP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets. This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria’s malaria burden and strengthening the Government of Nigeria’s health systems capacity to ensure long term programme and impact sustainability.

Job Purpose

  • The State Project Manager will provide overall programme oversight at the state level. He/she will be the focal point for engagement with DFID representative within the state including other DFID-funded programmes.
  • He/She will facilitate the development and monitoring of a state level sustainability plan with the State Malaria Elimination Programme (SMEP) and its key development partners.
  • He/She will lead institutional capacity building efforts with SMEP including those linked to health reforms.
  • The position holder will directly line manage a team of four staff and represent the programme at the state coordination platforms.
  • The position holder will support SMEP to better coordination with other tiers of government both (NMEP and LGAs in their state).
  • He/she will support the state government to achieve state wide roll-out of project supported interventions.

Scope of Work:

  • The State Project Manager will be responsible for the provision of programme technical support to state level malaria control effort and direct implementation of SUNMAP2 for the control of malaria at State, LGA. Ward and community levels.
  • The State Project Manager will lead a team that includes experienced technical and programme management experts and oversee the provision of short term technical assistance from SUNMAP2 to SMEP and other key stakeholders.
  • He/She will work to keep SUNMAP2 state activities on course to achieve targets especially because it will be a payment-by-result type of contract.
  • He/She will apply value-for-money in their management approach.

Key Working Relationships:

  • DFID Nigeria representative in the state, including Team leads for DFID-funded programmes with activities in the state

Key Accountabilities
Strategic planning, management and governance (20%):

  • Provide strategic planning support to the state-based SUNMAP2 team
  • Provide effective support and oversight to the members of the state-based SUNMAP2 team to ensure that implementation occurs according to operational plans
  • Support the SUNMAP2 Senior Management Team in identifying opportunities which can be used to sustain the impact of the project and/or extend the scale of the project
  • Ensure regular communication is maintained between the State-based team and the Abuja-based SUNMAP2 team
  • Be responsible for the state level project risk register. Work with the Project Manager and members of the State-based team in the identification, tracking, prevention and management of key programme risks especially those related to performance and fiduciary management

Programme Management (50%):

  • Develop and implement work plans, ensuring that partner work plans are integrated into an overall consolidated state level project work plan
  • Oversee project partner’s inputs and subcontractors’ activities to deliver harmonized, aligned and effective outputs
  • Manage a number of complex public, civil society and commercial sector partnerships
  • Work closely with the SUNMAP2 SMT to see that work plans are aligned with best technical approaches
  • Coordinate the provision of programme management strengthening support to the State Malaria Elimination Programme (SMEP)
  • Provide high level technical support on malaria control to the State MoH and partners engaged in malaria control
  • Promote harmonisation of malaria control efforts at state level
  • Ensure monitoring systems are in place and that project reviews/audits are carried out periodically in conjunction with the project team, key stakeholders and project partners
  • Travel to the field as necessary to provide support and oversight to the State team

Logistics, Finance and Administration (10%):

  • Ensure the project is efficiently and accurately managed within allowable line item flexibility and there is full accountability of resources
  • Ensure familiarity with Malaria Consortium and donor compliance issues, ensuring all implementing partners in the state are compliant with these
  • Work with the state-based team to prepare projected project expenditures
  • Work with the Project Manager and Project’s Senior Finance Expert to monitor expenditure and budget compliance on a regular basis, report any concerns to the Project Director and develop plans to mitigate any under or over expenditure
  • Closely monitor state-related project budget spending and burn rates
  • Work closely with the finance team to ensure timely financial reporting and assistance at audits for the project
  • Work closely with the logistics team to ensure that all items required for the statebased activities are procured in a timely manner and in line with donor requirements

Human Resource Management (5%):

  • Work with the HR team to lead the recruitment and selection of State-based staff for the project
  • Line manage members of the State-based team using performance-based management approaches

Representation (15%):

  • Be responsible for representation with other NGOs, UN agencies, State level government bodies, donors and other relevant parties. Coordinate project representation at technical working groups and other relevant coordination frameworks

Person Specification
Qualifications and Experience

Essential:

  • Master’s Degree in Public Health, Epidemiology, International Development or related discipline
  • Mid-level management experience on large sized health projects in Nigeria
  • Over 5 years working experience in development projects
  • At least 2 years of those spent in projects based in the state and managing teams of 5 or more personnel
  • Experience managing at least one project for an external government client

Job Title: LGA Field Officer

Job Purpose

  • The LGA Field Officer oversees and implements all aspects of SMC activities at LGA, health facilities and household level.
  • He/she is responsible for planning, implementation, reporting and coordination with local government representatives and community level stakeholders.

Scope of Work:

  • The role of LGA Field Officer is to ensure quality implementation of delivery of SMC services at the community level by HFW/supervisors and CHWs through the timely delivery of SMC commodities and supplies, provision of supportive supervision, training and documentation of program activities.
  • S/he provides supportive supervision and training to the above actors and ensures respect of SMC administration protocols.
  • He/she interacts with the State Minister of Health, LGA management team, keeps them updated on the program progress and ensures high-quality SMC implementation.

Key Working Relationships:

  • Interacts with Malaria Consortium LGA cluster supervisor; Zonal project Manager, SPM, Admin Supply chain Office, Finance Officer, and monitoring and evaluation Officer.
  • The LGA Temporary Officer will relate with State Ministry of Health, LGA management team, HFW/supervisors CHWs and community leaders.

Key Accountabilities
Programme Implementation, treatment tracking and management (70%):

  • Implement all SMC activities at health LGA level, including timely implementation of work plan, planning meetings, commodity distributions and monitoring to avoid any stock out, Community mobilization activities, supervision, monitoring and reporting.
  • Ensure accountability of received commodities and supplies through tracking consumption levels and review of reconciliation reports
  • Responsible for capacity building of field partners (Supervisors, HFW, CHWs, and community mobilisers) through training, on-job support and quality supervision.
  • Track program targets and timely implement the planned activities to ensure program meets targets and review reports from LGAs and HFW for accuracy and completeness prior to submission.
  • Ensure implementation of activities is in line with the laid down protocols, by continuously monitoring and conducting supervision and on-job training of LGA, HFW and CHWs.
  • Maintain a good relationship and work jointly with – Public Health Officers and other partners to undertake home visits, meetings and to ensure health LGA’s ownership.

Reporting & data quality control (10%):

  • Review all field implementer reports, provide feedback on areas which needs correction and submit the final hard copy report to the LGA Cluster supervisor after LGA Level approval.
  • Assist ME Officer on the data quality queries and ensure identified issues are rectified in time.
  • Ensure submission of EoC Report, success stories, trip reports etc. to keep the LGA cluster and Zonal Project Manager abreast with the project implementation at LGA level.
  • Coordination and representation (10%)
  • Responsible for overall planning and coordination of LGA and HFW/supervisors and CHWs during training and supervision visits.
  • Liaise with key partners including LGA Administrator , State MOH, Community leaders, other stakeholders (as necessary)

Job title: LGA Cluster Supervisor

Country and Project Background

  • The Nigeria Country Office in Abuja, started operations in 2008, through the DFID/UKaid funded support to National Malaria Programme, SuNMaP (2008 – 2016)
  • The office had presence in 23 states of the country and has managed at various times, about 15 projects. It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:
    • Malaria control/elimination
    • Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea
    • Nutrition
    • Neglected tropical diseases (NTDs)
  • Malaria Consortium has recently received funding to implement SMC in three West African countries including Nigeria. In Nigeria, malaria consortium has decided to use the fund to continue SMC implementation in the 4 states it has been supporting since 2013 with UNITAID (Sokoto and Zamfara), DFID (Katsina and Jigawa) and BMSMC (Katsina) funds.
  • Under this new funding and any anticipated additional funding, all Malaria Consortium SMC activities in county will be consolidated into a single project and managed by Senior Project Manager who will report to the Country Programme Manager.

Job Purpose

  • The Cluster Supervisor will support the microplanning and implementation of project activities at LGA level, with health facilities and communities at LGA level in the supported States (Jigawa, Katsina, Sokoto and Zamfara) in Nigeria
  • S/He will support the planning and coordinating activities such as training, supervision, reporting of activities, as well as the relationship and communication with key actors at LGA level, under the supervision of the Malaria Consortium SMC LGA Coordinator
  • The post is based at state level, with frequent travel to LGA/Health Facilities and communities.

Scope of Work:

  • The position holder will support the microplanning and coordination of activities at LGA level, including maintaining close communication, participate in key activities such as planning, training and supervision of SMC as well as the reporting of data to the State manager.

Key Working Relationships:

  • The Cluster Supervisor is line managed by the State Programme Manager, who maintains most on-going communication and planning for the position holder
  • The position holder also maintains relationships with the country office departments, including finance and logistics. Key external relationships are with staff at the state Malaria Control Programme and with LGA health staff.

Key Accountabilities
LGAs activities (60%):

  • Support the coordination of SMC activities in the supported LGAs by Malaria Consortium:
  • Assist the LGAs and health facilities in planning for SMC activities
  • Assist in SMC administration, training and supervision at LGA level
  • Assist in the elaboration of a work plan for SMC which is consistent with budget and microplans
  • Identify and participate in meetings on coordination with actors engaged in various activities in health LGAs covered by Malaria Consortium
  • Identify and participate in meetings at LGA level focused on malaria and community level activities
  • Participate in meetings and trainings organized by other partners in the relevant LGAs.

  • Participate and report on SMC activities at LGAs level on the consumption of materials for SMC delivery (cards, tally sheets) and SP+AQ to ensure smooth delivery
  • Support and ensure proper supervision of the CHWs and health facility staff/in charge

Reporting and documentation (20%):

  • Ensure that data are collected and transmitted from health facilities to LGAs and to the Malaria Consortium M&E Officer and the State Manager

  • The State Finance Officer will be responsible for the accurate and timely posting of all invoices approved, petty cash management and banking, filing of field office monthly financial information inclusive of payment vouchers and procurement.
  • The State finance Officer handles all cash receipts and payments as well as advising the Project Manager and Financial Accountant on any concerns about financial issues and sharing suggested solutions.

Key Working Relationships:

  • The State finance Officer will be based in a state and will report to the state coordinator while interacting directly with other staff including the supply chain / admin officer, M&E officer and other staff in the field office.
  • Indirectly they report to the Financial Accountant based in Abuja.

Key Accountabilities (percent of time spent on each area)
Financial transactions (60%):

  • Receives all invoices from suppliers and prepares the Invoice authorisation forms.
  • Reviews and post all invoices onto the purchase ledger, ensuring the accuracy of codes, complete support documentation and necessary approval from the authorised personnel as per the authorised signatory list (ASL).
  • Prepare monthly reports to the state coordinator as set on monthly finance timetable which comprises the following:
    • Bank reconciliation statement including copy of bank statement
    • Aged list of outstanding Advances and Other ledger balances
    • Fixed asset register update and Spot Check reports
    • Authorised Petty Cash Count Certificate and reconciliations
    • Monthly timesheet update
    • End of Month Checklist
  • Advise the state coordinator and Financial Accountant on any concerns on financial matters and share suggested solutions.
  • In charge of archiving and filling all finance documents and ensuring that they are in safe custody and easily accessible by the finance team and auditors.
  • Follow up on the stock balance of pre-printed financial documents (forms, vouchers, receipts etc.) and make a timely replacement order before stock outs occur.

Payment Processing (30%):

  • Prepare all payments either cash, cheque or bank transfers and obtains approval from the authorised personnel.
  • Scrutinise all payment requests, including advances for travel and activities that these are in accordance with Malaria Consortium policies and procedures.
  • Issue all travel and activity advances to staff and consultants.
  • Check all advances are settled with the set timeframes as per the finance policy, bringing any late settlements or concerns to the attention of the state coordinator.
  • Post payments onto PS Financials ensuring accuracy and timeliness.

Petty Cash (10%):

  • Keep the petty cash impress system and records, making payments as approved by the authorised personnel.
  • Take collections and issue proper receipts, making the deposit of all cash collections in a timely manner.
  • Count Petty Cash at least on a monthly basis with the supply chain / Admin Officer.
  • Post all petty cash invoices and vouchers into the general ledger with accurate codes and on a timely basis.

Qualifications and Experience
Essential:

  • HND or Bachelors in Accounting or relevant degree
  • At least one year in a Finance/Accounts Officer position.
  • Working knowledge of accounting software

Desirable:

  • Experience of working in a smaller remote field office as the lead finance person
  • Knowledge of NGO sector

Job Purpose

  • To provide administrative, personnel and logistics support in the project offices in Jigawa/Katsina or Sokoto or Zamfara.

Scope of Work:

  • The Supply Chain and Admin Officer will be actively responsible for maintaining an effective and efficient workflow of the office through enforcing administrative procedures to the office operating system and equipment.
  • S/he will be directly responsible for the provision of administrative, operations and logistics support in the office.
  • S/he is accountable to the State Manager.

Key Working Relationships:

  • The Supply Chain and Admin Officer will be a member of the programme implementation team and report to State Programme Manager and other project staff in delivering programme work plan.

Key Accountabilities 
Supply Chain (40%):

  • Ensuring that the supply chain team meets the needs of the programmes in a timely manner and does so in accordance with donor requirements, MC policies and procedures
  • Verify that supply chain policies and procedures are documented, disseminated and consistently applied within the state of operation; and updated when needed
  • Confirm that storage facilities comply to warehousing standards, and provision of EoC drug reconciliation report
  • Responsible for assets and inventory management meeting programme needs, eliminate losses and inform accurate and timely reporting
  • Ensure that compliance monitoring processes are developed and effectively implemented
  • Work with programme staff to ensure procurement planning and identification of operational support needs
  • Ensure proper tracking of master agreements and contracts to ensure availability of up to date and accurate information
  • Develops and maintains strong and effective relationships with service providers including hotels, care hire services, etc. for project activities
  • Carries out timely booking of venues for seminars, conferences, workshops and other project activities
