Job Title: Clinical Intern

Specific Responsibilities

  • Provide  ongoing  supportive  supervision  and  mentoring  of  clinicians/facility  focal  persons to ensure delivery of high quality care and treatment services that ensure PEPFAR  minimum priorities are met – IPT optimization, transitioning of clients to preferred regimen, viral  load monitoring, paediatric ART optimization, differentiated models of care.
  • Assist the Clinical Advisor and health facility management/focal persons to determine criticalneeds/gaps and liaise with clinical advisor to resolve those challenges in a timely manner.
  • Learn to periodically organize onsite CMEs to build capacity and support service delivery gaps.
  • Support the Clinical Advisor to ensure the relevant availability of guidelines, job aids, posters in  supported facilities.
  • Learn to conduct client folder reviews as may be necessary to support service optimization.
  • Assist  in  documenting  and  reporting  deliverables/results  achievement  to  Clinical  Advisor  according to agreed project timelines.

Qualifications and Experience

  • The clinical intern is an immediate post NYSC medical position with interest in public health and who  is seeking a learning opportunity.
  • Must have an excellent inter-personal, team building skills and ability to work in a culturally sensitive  manner.
  • Must have excellent oral and written communication skills.
  • Must have the ability to multitask with and solve problems.
  • Computer skills particularly in excel, word and power point.

Overview

  • The Help desk officer provides technical assistance and support related to use of the DHPRS data platforms (National DHIS 2 instance, ISS and DQA on – line platforms, etc) on common problems over the phone or mail to end users.
  • S/he logs complaints (for: tracking resolution of issues, use in updating FAQ, providing feedback to the DHPRS data platform developers, etc), responds to enquiries, help identify problems and walk end users through the appropriate solution in real time.

Specific Responsibilities

  • Act as a first point of call for end-user queries with regards to DHPRS data platforms (National DHIS 2 instance, ISS and DQA on – line platforms, etc)
  • Provide technical assistance and support for incoming queries and issues related to DHPRS data platforms (National DHIS 2 instance, ISS and DQA on – line platforms, etc) be they based on computer systems, software, and hardware.
  • Perform trouble shooting using different diagnostic techniques, including ask questions, requesting for screen shots, etc to determine nature of problem.
  • Provide real-time support to end-users whenever they have issues
  • Walk end users through problem-solving process to resolve whatever issues they may have
  • Log all issues received into the support application for use in creating a problem management as well as knowledge management platformwhich will be a resource to help spot problems and to ease the identification of the root cause of frequent recurring incidents. This will allow for enhanced management of the platform as it will help to improve operational efficiency by reducing the time spent to rediscover previous incidents or problems.
  • Redirect unresolved issues to the next level of support personnel
  • Provide feedback to the DHPRS data platform management team on processes and make recommendations on areas where there is need to improve
  • Maintain technical documentation and service catalog on installation of software, configuration of hardware and problem troubleshooting
  • Stay current with relevant DHPRS data platform system information, changes and updates
  • Help update training manuals for new and revised DHPRS data platform
  • Follow up with customers to ensure complete resolution of issues
  • Prepare activity reports.

Qualifications and Experience

  • Bachelor’s degree in Information Science, Computer Science, Management Information Systems (MIS), IT related sciences or a Masters and 3 years’ experience implementing health information systems, customer service activities
  • Working knowledge of fundamental operations of relevant DHPRS data platforms, hardware requirements and other equipment
  • Knowledge of relevant call tracking applications

Job Title: Health Information System Specialist – Database/Server Administrator

Overview

  • The Database/Server Administrator evaluates, designs, implements and maintains databases, and provides software-related technical support; provides backup support with server administration, user account maintenance, network security, system documentation, and help-desk support functions; and participates in planning and implementation of upgrades and technology enhancements.
  • He/She produces routine daily, monthly and special reports and is also responsible for basic database system modifications in response to needs and day-to-day system integrity, including recommending strategies to ensure data integrity.

Specific Responsibilities

  • Design a web-based application/platform which serves as a central repository for all data, information and reports.
  • Design, develop and maintain data exchange interfaces and mechanisms with external partners and data collection focal points;
  • Plan and coordinate day-to-day operational activities and tasks related to the improvement of existing technical databases, data warehouse, web services, web applications and modules according to the strategic plan and client requests;
  • Continuously analyse data collection and management systems, as well as content quality, identify gaps and problems, and suggest solutions;
  • Implement GIS server and client online mapping in order to provide strong visualization of data from the warehouse;
  • Liaise with partner organizations and collaborating centres regarding information exchange and harmonization of data management systems;
  • Write technical procedures and documentation for the applications including operating procedures, user guides and more.

Qualifications and Experience
The Database Administrator requires:

  • Bachelor’s degree and certification in Database Management plus at least 5 years of experience in managing complex databases within an organization.
  • Knowledge and ability to provide principles and processes for providing excellent user services which includes user needs assessment, meeting quality standards for services, and evaluation of user satisfaction.
  • Advanced database management skills in DHIS2, Systems analysis, design, implementation, integration of databases and migration of data into DHIS2
  • Knowledge of REST APIs
  • Experience in IT hardware management, server management, and data security management, capacity building, data analysis and use of information and performance management

Overview

Specific Responsibilities

  • Conducts a baseline assessment of the country’s current health information systems and provide strategic roadmap to enhance the existing system
  • Actively provide advice on EMR to development partners on key health management information system issues and provides options to address these challenges as well as mobilizes resources to support their implementation.
  • Remain current with respect to issues of data exchange interfaces and mechanisms
  • Promote innovative concepts and approaches to improve, advocate and coordinate the program of the DHIS2 with relevant initiatives and programs of other Divisions;

Overview

  • The Information Communication and Technology/Communications Officer is responsible for recommending appropriate ICT infrastructure/equipment, providing support for installing and maintaining computer hardware, software and networks for DHPRS, FMOH.
  • S/he will provide training as appropriate, make recommendations for future planning for ICT and provide guidance to the DHPRS staff members.
  • S/he will also liaise with the broader FMOH Communications team and the various programs in FMOH on data use products.

Specific Responsibilities

  • Manage information technology and computer systems:
    • Conducts analysis and provides input into information technology strategic planning.
    • Recommend appropriate ICT infrastructure and equipment (i.e. computer hardware, software and networks) and ICT standards and policies for DHPRS staff, including providing support for the installation and maintenance of same
    • Support the development and implementation of disaster recovery/business continuity planning for staff members
    • Evaluates emerging technologies and identifies hardware, software, and other resources necessary to accomplish unit tasks within budgetary constraints.
    • Ensure staff have maximum access to departmental ICT services and resources
    • Serves as the ICT point of contact in the department which may involve coordination with vendors and other operational units.
    • Maintains work, time and cost records for ICT activities.
    • Responsible for creation and maintenance of systems documentation such as Standard operations manuals for ICT related activities of the department

    • Manage the submission of items on DHPRS activities for inclusion in the FMOH website in general or the web page designed for Nigeria.

Job Title: Supply Chain Management System Intern

Overview

  • The objective of the SCMS intern position is to support the SCMS Advisor and or SCMS Specialists to ensure reliable availability of diagnostics, ARVs, and drugs for HIV treatment, care and support as well as other consumables at designated health facilities in each focus state supported by the USAID funded CaTSS project.

Specific Responsibilities

  • Support Pharmacists/Laboratory Scientists to ensure efficient and effective inventory management at supported health facilities
  • Work closely with the state SCMS Specialists and clinical team members to ensure 100% placement of all eligible treatment naïve patients on the new TDF/3TC/DTG treatment regimen for adults and ABC/3TC/LPV/r pellets for children <3years
  • Support facilities to monitor adherence to national guidelines in the use of TLD among women of child bearing potential.
  • Work with state SCMS Specialists to monitor and report weekly consumption and stock levels of TDF/3TC/DTG, LPV/r and INH at supported health facilities.
  • Work with facility Pharmacists/focal persons to monitor and ensure sufficient stock levels for meeting TLD transition targets assigned to each facility
  • Conduct bi-monthly regimen analysis and reporting to inform program alignment with FMoH/WHO target of initiating 90% of treatment naive adult patients on TDF regimen backbone.
  • Support a multi-disciplinary team of service providers (doctors/nurses/pharmacists/ laboratory scientist) at facility level in requesting HIV/AIDS medicines and commodities (RTKs, Viral load consumables, CD4 reagents, etc). Specifically support facility SCMS focal persons in bimonthly reporting of commodity stock levels and placing resupply orders using the most recent LMIS reporting tool/CRRIF.
  • Support SCMS Specialist to undertake bimonthly CRRIF analysis of QTO and actual quantity supplied by GHSC-PSM during each resupply cycle and document identified gaps for escalation to GHSC-PSM.
  • Work closely with the SCMS Specialist to support the LMCU/state logistics technical working group (TWG) for bimonthly review of facility LMIS reports.
  • Support the state government and partner health facilities to ensure efficient collection and safe disposal of expiries across supported facilities in the state, in line with national and USG waste management policy.
  • Provide clear documentation of programmatic SCMS achievements and keep the state SCMS Specialist informed on weekly, monthly and quarterly basis.
  • Participate at state-level SCMS technical working group (TWG) meetings hosted by SACA/SASCP or other international agencies as required.
  • Perform any other duties as may be assigned by the supervisor/SCMS Advisor/STL and other MSH staff as necessary.

Qualifications and Experience

  • Candidate must be a pharmacist with a B.Pharm degree.
  • At least two (2) years field level experience in supply chain management in a developing country context. Experience in HIV/AIDS programs supported by bilateral agencies such as USAID/CDC, will be an added advantage.
  • Must possess strong numeric skills with demonstrable knowledge on use of MS Excel, MS Word, LMIS and/or other data management and analysis tools.
  • Ability to work in a team-oriented environment while maintaining an individual workload.
  • Logical and flexible approach to solving problems, especially when working under pressure.
  • Monitoring/assessing performance to make improvements or take corrective action.
