Job Title: Warehouse Officer

Location: Damaturu, Yobe

Objective 1

  • Warehouse Management

Tasks & responsibilities:

  • Identify the items entering and leaving and check the quality, quantity and documentation;
  • Report any problems with quality, quantity or documentation immediately;
  • Update the SFU on a daily basis, submit weekly to all concern department;
  • Ensure that the stocks forms bin cards, stock cards etc. are kept up to date;
  • Restrict entry into storage facilities and keep keys for the storage facilities.

Objective 2

  • Implement guidelines and rules and regulations management guidelines and standards

Tasks and Responsibilities:

  • Ensure that AAH Kitlogv3 storage procedures are respected;
  • Ensure internal guidelines, rules and regulations are known by his team and respected;
  • Ensure that storage standards are known by his team and respected. For instance, make sure that all requirement for food storage are fulfilled.

Objective 3

  • Monitor Stock Utilization

Tasks & responsibilities:

  • Observe the minimum stock balances to anticipate any shortage in rolling stock and report it to the Logistics Manager;
  • Review monthly the minimum stock balance according to consumption;
  • Pay particular attention to use-by dates of food and medicine (if any), ensuring proper stock rotation;
  • Advise Logistics Officer  Assistant and /or concern programme department whenever expiry dates are approaching (within 2 months);
  • Carry out monthly physical inventory of all items in stock and submit SFU to the Logistics Manager
  • Identify stock that is not being utilized and report to Logistics Manager;
  • Ensure that programmes stock is released from the warehouse before the end date of the grant it was purchased on.

Objective 4

  • Supervise the storage conditions including pharmacy warehouse (if needed)

Tasks & responsibilities:

  • Check weekly that the store is clean, organized and is regularly ventilated
  • Check the quality of the food items and drugs to be stocked (if needed).
  • Make sure that the stock is arranged in such a way that it’s easy to count and aisles are accessible Check daily and record the temperature and humidity of the store. More especially, make sure the approved layout is implemented when available
  • Supervise the management of infected products. For instance, make sure that there are separated and documented.
  • Separate foodstuffs from other stock and pay special attention to dangerous goods
  • Ensure storage facilities are free from rats, rodents and any other pests which may damage stock and periodically plan for fumigation of storage facilities
  • Plan for disposal of expired/ infected products in collaboration with the Supply Chain Manager and the owner of the stock

Objective 5

  • Manage shipments and Cargo

Tasks & responsibilities:

  • Receive and issue out the various dispatch documents ie SROs, DN Waybills as per kitlog procedures;
  • Ensure the owner personally conduct a physical review any stock they have requested and sign the necessary documentation;
  • Directly supervise the process of loading and unloading, including casual worker request, attendance sheets and ensuring timely payment is made.

Objective 6

  • Team management and communication

Tasks and Responsibilities:

  • Supervise warehouse assistants day to day work;
  • Provide support whenever needed in sub bases;
  • Handle the comprehensive work of any of his team member whenever there is a gap (leave, vacancy);
  • Keep a good information flow with the procurement team (in the base and Abuja) to either update on the deliveries or anticipate on the upcoming deliveries;
  • Report to Supply Chain manager any challenge.

Internal & External Relationship
Internal:

  • Coordinate and maintain relationship with other departments and program teams;
  • Close relation with procurement team.

External:

  • Interact with suppliers, and casual service providers.

Position Requirements

  • Graduate in Management or any other related stream with professional experience in stock management.
  • At least 1 year proven experience in stock and warehouse management
  • Sound knowledge of general storage procedures
  • Knowledge of computer packages excel and word
  • Highly organized
  • Good communication skills in both written and oral English and excellent in Hausa or Kanuri language

Remuneration
Minimum Monthly Basic Salary: NGN211, 441 per month

Job Title: WASH Technical Officer

Purpose

  • The WASH Technical Officer will be working under the supervision of the WASH Sector Manager.
  • He/she will assist the WASH Sector Manager in data collection and supervision of construction and rehabilitation of Water and Sanitation related activities (water points, latrines, incinerators, and others)

Objective 1

  • Overall supervision of water and sanitation construction activities including preparing technical design and bills of quantities.

Tasks and Responsibilities:

  • Fully participate in and/ or facilitate technical assessments.
  • To visit sites and ensure quality assurance of construction being delivered and adherence to design specifications
  • To coordinate technical workshops in the targeted Wards with surrounding/close by communities (practical organisation and liaison with the key persons).
  • To make sure that the technical activities are up to the AAH standards (WASH package).
  • To visit regularly the field activities.
  • Assist the WASH Sector Manager in the selection, design and construction of water systems, using groundwater or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • Provide technical assistance to the WASH Sector Manager to assess sanitation needs, and design and implement the most appropriate form of sanitation system, in consultation with male and female beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage.
  • Consider different maintenance mechanisms, ensuring that they are appropriate to the local context and cultural norms, and that facilities are sustainable.
  • Prepare a Written Work Instruction for use on-site to bring clarity to contractors’ roles and responsibilities in each stage of the execution of construction activities
  • Continually assess emergency needs, as requested, especially taking the broader perspective of public health.
  • Ensure that work meets with SPHERE minimum standards.
  • Assist and participate in community mobilization
  • Ensure that all technical work reflects the needs and preferences of different target groups.

Objective 2

  • Train and build the capacity of staffs and partners.

Job Title: Monitoring and Evaluation Officer

Purpose

  • The M&E Officer will be primarily responsible for leading data gathering, collation and reporting activities to ensure the quality and accountability of the programs implemented by ACF in Northern Nigeria.
  • Under the direction of the M&E Deputy Manager and in collaboration with the Project Manager, the M&E Officer will develop and implement clear practical M&E plans for the program by ensuring that program indicators, monitoring formats, databases, data analysis, and reporting are maintained and harmonized.
  • He/she will also track the progress of key indicators and provide a timely report to his/her manager.

Objective 1

  • Support the operationalization of M&E systems on ACF projects to ensure compliance with donor and ACF M&E standards.

Tasks and Responsibilities:

  • Develop and update/ pre-test quality assurance checklist tools for M&E team in collaboration with M&E deputy manager and project staff
  • Provide support to the review and development of M&E systems for new projects, in collaboration with M&E manager and deputy manager and projects teams at the field level
  • Support teams to pilot data collection tools and integrate the findings into the final tools by providing feedback/ error reports to the M&E DPM
  • Facilitate project’s use of mobile data collection by leading on the process and troubleshooting under the oversight of the M&E Deputy Program Manager.
  • Train and manage the M&E FIeld Assistants to carry our regular M&E functions, ensuring that all HR procedures and policies are respected
  • Conduct appraisals of M&E Field Assistants as required by ACF guidelines alongside M&E DPM
  • Provide oversight of field monitoring activities and conduct data quality assurance

Objective 2

  • Ensure proper and timely implementation of ACF M&E tools, activities and reporting.

Tasks and Responsibilities:

  • Ensure timely and quality data collection, inclusive of needs assessments, household registration, baseline/endline surveys, PDMs, KAP, surveys, and others.
  • Ensure implementation of the M&E plan through routine monitoring of activities as the field level
  • Support program team to ensure quantitative APRs are updated based on activities accomplished for the month
  • Lead on the implementation of quantitive and participatory tools, including focus group discussions and key informant interviews to collect data from various groups in the community
  • Ensure timely and quality data entry, analysis and interpretation by working closely with the program, tech and M&E teams.
  • Undertake regular size visits and monitor the design and execution of surveys and other assessments, case studies, and accountability mechanisms to ensure that proper sampling and methodology are used.
  • Perform data cleaning on all data collected and upload into the server
  • Perform data analysis of M&E data for the different project as needed through Excel or other statistical software (PSPP) at the request of the M&E DPM
  • Provide trainings to program teams on program activity monitoring and reporting

Objective 3

  • Document and promote good practise from planning, implementation, monitoring and evaluation of activities

Tasks and Responsibilities:

  • Proactively identify good practices based on M&E findings and encourage utilization of data
  • Support M&E DPM to identify lessons learned and best practices, and produce case studies and human interest stories through collation and analysis of M&E information

Objective 4

  • Represent ACF externally in relevant forums and working groups at State level

Tasks and Responsibilities:

  • Represent ACF externally in issues related to monitoring, evaluation, accountability and reporting (consortia, alliances and clusters) as needed.

Job Title: Monitoring and Evaluation Deputy Manager

Job Description

  • The M&E Deputy Manager will support the M&E Manager to ensure effective management and implementation of monitoring and evaluation component of all programs and projects, both new and established, providing accountability and ensuring efficiency in project deliverables.
  • The M&E Deputy Manager will also support the monitoring of all grant activities.
  • S/he will provide support to the M&E teams to conduct needs assessments to identify necessary changes and future opportunities, conduct assessments, baseline, midline and end-line surveys, post-distribution monitoring surveys, Knowledge Attitude and Practice surveys and perform continuous activity monitoring to identify bottlenecks, lessons and opportunities for programming.
  • The role will closely work the M&E officers and assistants to provide support to all humanitarian projects.
  • The M&E Deputy Manager will support M&E Manager and project managers for reporting and contributes to the learning process through documentation of case studies and success stories.
  • The M&E Deputy Manager will also provide and hock support in management and administration of the electronic cash platform (Redrose) when necessary.

Objective 1

  • Support the operationalization of M&E systems for ACF programs to ensure compliance with donor ACT M&E standards.

Tasks and Responsibilities:

  • Ensure appropriate utilization of the already set up M&E systems to guide project start-up, implementation adjustment, accountability and learning in compliance with ACF’s M&E Guidelines and Minimum Requirements for M&E
  • Support develop ToRs and data collection tools for surveys, needs assessments, mid-term and project reviews/evaluations
  • In collaboration with the M&E HOD or regional M&E coordinator and field teams, lead in the preparation of comprehensive M&E plans for each project to capture quantitative and qualitative data for project performance tracking and reporting
  • Provide feedback to program and operational reporting templates that facilitate the timely and accurate acquisition, aggregation and analysis of information in programs
  • Promote in all projects the use of participatory data collection techniques involving beneficiaries, institutions and partners in the process

Objective 2

  • Ensure proper and timely implementation of ACF M&E tools, activities, and reporting in support of the M&E teams

Tasks and Responsibilities:

  • Collaborate with PMs and M&E staff to ensure standardized, high-quality M&E tools are developed and rolled out for each project
  • Define sampling and assessment methodologies
  • Undertake regular site visit and periodically monitor the design and execution of surveys and other assessment, case studies, and accountability mechanisms
  • Support the analysis of M&E data of different projects as needed through Excel, SPSS, or other statistical software and as well validate all assessment reports
  • Work closely with other technical staff in order to agree on the scope of mapping, define data needs, project requirements, required outputs, and participate in undertaking mapping
  • Support development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and result based on M&E findings

Objective 3

  • To build the capacity of staff M&E through trainings, mentorships and coaching to ensure quality control of monitoring and evaluation activities

Tasks and Responsibilities:

  • Support M&E Manager to build the capacity of staff on the logical framework, M&E plans donor M&E guidelines and data gathering, data management, data analysis and reporting to ensure results- based management
  • On the job training to staff in activity planning, monitoring and Evaluation and Information Management systems
  • Support M&E Manager to build the capacity of Monitoring and Evaluation staff to analyze & disseminate regional data and conduct quality audits as well as program staff to conceptualize the use of MIS data to influence programmatic decisions
  • Contribute to the appraisal of M&E staff required by ACF guidelines and ensure proper adequate training is carried out in view of career development and Mission Training Plans
  • Provide effective, constructive supervision of the Monitoring and Evaluation deputy manager, officers and assistants while strengthening their skills and capacity.

Objective 4

  • To ensure capitalization, learning and reporting of all projects activities in the mission

Tasks and Responsibilities:

  • Support M&E Manager in providing feedback to the senior management team at the base level on standard indicators of all sectors
  • Support M&E Manager to organize and coordinate mid-term reviews, learning workshop/review of program work plans with program team at field level and other stakeholders
  • Support the review documentation of project activities with a clear articulation of lessons learned, case studies and short articles for each project for internal and external sharing. Coordinate and share learning related to M&E practices at the base level
  • With support from M&E manager, institutionalize and document the tracking and implementation of lessons learnt and recommendations from all assessments conducted
  • Advise and update the Project Managers on all aspect of M&E regularly, including findings and recommendations
  • Ensure that lessons in planning, monitoring, evaluation, accountability and impact assessment are documented, shared and considered in the design of new projects and technical plans and are discussed during periodic program reviews and ultimately fed into current work and future program development.

Objective 5

  • To represent the organization at the National level and promote ACF’s technical viewpoints, guidelines and methods of work

Tasks and Responsibilities:

  • To represent ACF at the state level and where appropriate, cluster, working groups, workshops and strategic think tanks related to the department
  • To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/alliances/partnerships;
  • To ensure coherent and correct application of ACF guidelines policies within the M&E department and across the organization

Additional Responsibilities

  • Provide feedback to technical reports from MIS on Red Rose platform and ensure issues arising are documented and shred rapidly for action
  • Provide feedback to technical reports from CRM officer in the management of the Feedback Mechanism for all ACF humanitarian projects when required

Skills & Experience
Essential:

  • Minimum of 3 years of previous experience working with NGOs covering multi-sectorial programming
  • Proven management and coordination skills (HR, projects, and stress management)
  • Proven experience in a technical advisory role in monitoring and result management
  • Proven ability to translate analysis and evaluation into operational planning and strategy
  • Knowledge and experience in qualitative and quantitive data management techniques including proficient and skilful use of SPSS, STATA, EXCEL, Epi-info software’s
  • Experience on project monitoring and evaluation with special emphasis on activity monitoring, data management including data collection, analysis and storage
  • Excellent written and spoken English, including the ability to write clear and engaging reports
  • Advanced knowledge of international humanitarian guidelines and standards including those of donors
  • Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity
