Purpose Statement

  • The Director of the WIPO Nigeria Office is responsible for managing the human and financial resources of the Office, providing strategic guidance for the activities of the Office in line with the broader strategic settings of WIPO, conceptualizing and ensuring the implementation of an effective work plan for the Office, providing effective coordination and cooperation with the host government, engaging with other stakeholders on the ground including other elements of the UN System and maximizing communications opportunities to promote public understanding of intellectual property, WIPO’s work and the work of the Office.
  • The WIPO Nigeria Office is part of a network of WIPO External Offices that add clear value, efficiency and effectiveness to the delivery of WIPO’s programs, in line with its Strategic Goals and Results Framework, in a coordinated and complimentary way, with WIPO Headquarters.

Reporting Lines:

  • The Director of the WIPO Nigeria Office works under the supervision of the Assistant Director General and Chief of Staff.

Work Relations:

  • The Director of the WIPO Nigeria Office liaises closely with the Overall Coordinator of WIPO External Offices, the Assistant Director General and Chief of Staff, to ensure consistency in the activities of the WIPO External Office network and coherence and efficiency in its operation.

Duties and Responsibilities
The incumbent will perform the following principal duties:

  • Direct and lead the activities of the WIPO Nigeria Office to ensure effective and efficient program delivery.  In particular, ensure the implementation of activities to facilitate the use of IP for development, promote the use of WIPO’s databases, tools and platforms, and promote the use of WIPO’s Global IP Services.
  • Effectively and efficiently manage the human and financial resources of the Office.  Identify key risks to program delivery and resource management and ensure they are managed and mitigated.
  • Articulate and maintain an updated, strategic communications strategy for the WIPO Nigeria Office and ensure targeted and effective utilization of communications, including through new and social media, to promote public understanding of IP, WIPO’s work and the work of the WIPO Nigeria Office.
  • Represent WIPO before the host country government officials as well as at meetings with other stakeholders.
  • Ensure effective coordination with all Sectors and units across the WIPO Secretariat so that program delivery is efficient, coherent and non-duplicative.
  • Ensure effective coordination with the United Nations system organizations, as required, within the Office’s jurisdiction, in support of delivering as one UN, and keeping Headquarters informed of developments.  Ensure effective liaison with other non-government stakeholders in the country (industry, non-governmental organizations etc.).
  • Perform other related duties as required.
  • Engage with senior officials and other stakeholders in Nigeria to coordinate planning and facilitate program delivery.
  • Analyze needs and trends and undertake strategic program planning for the Office in accordance with the Strategic Goals, Medium-Term Strategic Plan, and the Program and Budget.  Prepare annual workplans for the Office.

Requirements
Education:

  • Advanced university degree in International Relations, Law, Economics, Public Administration, Management or other relevant field.
  • A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced university degree.

Experience:

  • Essential:
    • At least 15 years of relevant and progressively responsible experience, including in the fields of public administration or management.
  • Desirable:
    • Experience working with the United Nations.
    • Experience leading or working in a sub-office of an organization in the field.
    • Experience working in the field of intellectual property.

Language:

  • Essential: Excellent written and spoken knowledge of English.
  • Desirable: Knowledge of other UN official languages or of local languages.

  • Knowledge of the UN System and its procedures.

Mobility:

  • WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary

  • Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the September 2019 rate of 34.7%

D1:

  • Annual salary: $99,595
  • Post adjustment: $34,559
  • Total Salary: $134,154

  • Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
