Job Title: IT Assistant

General Position Summary

  • Maintain the current IT system in the Mercy Corps office and ensure the proper functioning of equipment and network to meet office needs and demands in coordination and synchronizing system with the IT Systems Administrator.

Essential Job Responsibilities
Program Management:

  • Read and understand the Mercy corps IT Systems Policy on appropriate use. Orient staff on appropriate use and monitor user activities to ensure adherence to these policies.
  • Conduct staff training on computer basics and the use of MS Office applications and networking. Assist, as needed, with developing databases or other windows application needs for program and operational staff.
  • Responsible use and confidentiality of any information identified as sensitive.
  • Regularly update anti-virus programs and ensure the entire network and computers are virus-free.
  • Assist the IT Systems Administrator in establishing a clear, back-up policy for the Mercy Corps office and undertake the necessary steps for this activity including designing a schedule and materials list. Ensure back up and archives are made and stored as scheduled.
  • Under the guidance of the IT Systems Administrator, undertake the repairing and maintaining of LAN-s, internet systems and general IT maintenance and training– as per needs outlined by the Field Manager and Operations Officer.
  • Oversee repair of computers and IT equipment at a local level, when possible – facilitate and advise on best, safest and most economical solutions in consultation with the IT Systems Administrator.
  • Maintain an efficient Local Area Network for Mercy Corps office. Do not change the current design of configurations without written approval after analysis by the IT Systems Administrator and the Head of Office. Current designs are appropriate for the programmatic needs for the office and any additions or changes require prior approval and planning.
  • Identify equipment and accessories required for the smooth functioning of computers and IT equipment in Mercy Corps offices. Facilitate the purchase of items through the Procurement Department.
  • Maintain the Mercy Corps mail server and assign addresses as instructed by IT Systems Administrator.
  • Assist in administration functions as needed; assist logistics staff in inventorying and tracking IT assets.
  • Maintain proper documentation of all IT equipment including; system profiles, warranties and IT stock / accessories; Organize and maintain a central filing system of satellite systems in MC office.
  • Assist in the identifying specification, relocation and assembly of any equipment including computers, printers, accessories and satellite systems in all offices, as required.
  • Conduct himself / herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Knowledge and Experience

  • A minimum of three years’ experience in an information technology system (IT).
  • A relevant university degree in Computer Sciences is desirable.
  • Experience in both hardware and software requirements in local area networking (LAN); experience in the configuration of an internal email system as per the local area networking (LAN).
  • Exclusive knowledge of internet, proxy, pop mail, and TCPIP settings, Linux and Windows applications.
  • Experience for upright maintenance of all internet account, Logins and account status.

Job Title: Operations Assistant

Program / Department Summary

  • As a member of the operations department, responsible for the support of Mercy Corps programming in the Gombe / Yola, ensure the smooth movement of people, material and documents throughout the region. Following procedures as outlined in the Mercy Corps Manual.

General Position Summary

  • The Operations Assistant is responsible for providing support to logistics units for MC Offices according to procedure and process of Operations requirements.

Essential Job Responsibilities
Office Management:

  • Organising and managing the stocks and stores of office and GH’s supplies and stationery.
  • Facilities management and supervision of cleaners / cooks.
  • Assist in preparation of monthly operations reports.
  • Responsible for maintaining the stock of admin supplies and stationery and issue as required.
  • Facilitate with admin support to training, conferences and regular meetings for MC staff in MC offices.
  • Assist in managing and organizing power supplies and MC generators in offices / GH’s.
  • Ensures regular maintenance of Mercy Corps rented premises, including office and guesthouses.
  • Initiate admin related purchases. Work with the procurement team to ensure timely procurement.
  • Timely payment of utility bills, vendor invoices etc.

Asset Management:

  • Directly responsible for asset inventory management (receiving, counting, reporting, tracking) in coordination with the Operation officer and country asset controller.
  • Coordinate with the country office for repairing and maintenance of assets.
  • Other duties as assigned.

Fleet:

  • Assist in facilitating movements of people and commodities across Mery Corps Nigeria offices.
  • Facilitate the drivers and fleet managing (in coordination with Operations Officer).
  • Other duties as assigned by the Operations Officer.

Warehousing:

  • Assist in facilitating the release of commodities from MC warehouses.
  • Organizing and managing the stock/ commodities of warehouses.
  • Assist and work closely with partners/ Los (Local Organizations) on warehousing, ensure proper storage, documentation and procedures are followed.

Procurement:

  • Work with procurement when acquiring Quotations for purchases as needed.
  • Assist in purchasing items required for office operations.
  • Other duties as assigned.

Knowledge and Experience

  • University degree preferable, institute degree is also considered in administration / logistics or relevant experience.
  • One or two years’ experience in administration and logistics.
  • Fair in written and spoken English and local languages required.

Job Title: Procurement Assistant

Program / Department Summary

  • The Procurement Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services.
  • The overriding objective for all Mercy Corps procurement activity is the prompt and effective provision of materials and services to Mercy Corps’ beneficiary populations in compliance with donor specifications.

General Position Summary

  • The Procurement Assistant is responsible for facilitating the procurement aspects of Mercy Corps’ logistic operation. Working closely with Programs, Administration, Finance and Logistics, the Procurement Assistant is instrumental in supporting program activities through his / her services.

Essential Job Functions
Procurement management:

  • Daily coordination of MC procurement activities.
  • Has a full understanding of MC procurement policies and formats. Assists, as needed in training staff on these policies.
  • Assists staff as needed on creating clear and understandable purchase requests and other documentation.
  • Collects quotations and bids from the market for PR’s as assigned by the Operations Officer – as per Mercy Corps standards and formats.
  • Interact with Vendors during collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms.
  • Ensure fair competition and strictly adhere to MC procurement rules regarding vendor relations as described below:
  • Always accord prompt and courteous reception and fair and equal treatment to all vendors / suppliers and their representatives.
  • Provide equal opportunity for vendors/suppliers to make price and specification quotations.
  • Guarantee the confidentiality of all specifications and price quotations made by vendors / suppliers.
  • Decline to take advantage of vendors / suppliers’ errors, and show consideration for vendors / suppliers’ difficulties by co-operating with them whenever possible.
  • Avoid subjecting vendors / suppliers to needless expense or inconvenience when requesting quotations or returning goods.
  • Explain as clearly and fully as possible to vendors / suppliers the reason(s) for the rejection of their bids / proposals.
  • Remain scrupulously free of obligations to any vendor / supplier.

Program / Department Summary

  • Mercy Corps has been present in Nigeria since December 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. In mid-2014 Mercy Corps has decided to address the rising humanitarian needs among displaced households and vulnerable host communities by in northeast Nigeria and started its humanitarian program.
  • With funding from humanitarian donors including OFDA, FFP, EU and ECHO the humanitarian program has been focusing on food assistance, non-food items distribution, protection, livelihoods support, WASH and capacity building of humanitarian response actors.
  • All Mercy Corps interventions in Nigeria are implemented in a conflict and gender-sensitive manner.

General Position Summary

  • The Operations Officer provides day-to-day support to the program operations in Yola, under the direct supervision of the Operations Manager based in Abuja.
  • As part of his / her responsibilities, the Operations Officer will undertake tasks under procurement, administration, logistics and security working in close collaboration with the finance and program teams based in Yola.
  • S / he will promptly and effectively provide all required support to programs so to deliver the assistance to beneficiaries in a timely, compliant and transparent manner.

Essential Job Functions
Procurement:

  • Read and has a clear understanding of the Mercy Corps FP3 and all procedures;
  • Lead Mercy Corps daily Procurement Activities in Yola Office to meet program and country mission objectives promptly and accordance with Mercy Corps guidelines and donor regulations;
  • Possesses a full understanding of MC procurement policies and formats. Provide training to new staff on these policies and provided refresher training as the gap in staff knowledge are identified;
  • Assists staff as needed on creating clear and understandable purchase requests (PR) and other documentation;
  • Collects quotations and bids from the market for PR-s with support from Field Manager – as per Mercy Corps standards and formats;
  • Conduct a regular market survey at least every quarter with coordination and support from Field Manager in Yola;
  • Conduct Preferred Supplier process for Accommodation, stationary and other repetitive requests in coordination with Procurement Officer and administration officer;
  • Maintains PR Master Lists and shares with staff on a weekly bases.
  • Interact with vendors during the collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms;
  • Ensures fair competition and strictly adhere to Mercy Corps procurement rules regarding vendor relations as described by Mercy Corps
  • Interacts with contractors, in coordination with the Field Manager and Program Managers;
  • Ensures that the required documentation of supplies and transactions are completed to Mercy Corps standards. Maintains and updates the procurement files
  • Raise payment request for vendor’s payments and monitor the status of each payment.

Assets:

  • Read and has a clear understanding of the Mercy Corps Asset Management Manual and all procedures;
  • Assists the Asset Controller with asset management. Identify assets during procurement and notify the Asset Controller on receipts of assets;
  • Participates in regular assets inventory and checks.
  • Ensures that all the assets are maintained and in good condition. Check assets stickers regularly;
  • Maintain inventories of Mercy Corps premises (non-expandable properties) conduct regular checks (quarterly);
  • Advise Field Manager on any broken, damaged or destroyed equipment;

Fleet:

  • Read and has a clear understanding of the Mercy Corps Fleet Management Policy Guidelines;
  • Ensure that all vehicles are safe and road-worthy;
  • Ensure that all vehicles have proper on-board vehicle documentation;
  • Schedule vehicle use to meet programmatic and operational needs;
  • Ensure Vehicle Authorization is approved before leaving Mercy Corps Office;
  • Oversees the vehicles movement plans;
  • Maintains vehicles documentation, including log sheets, repairs logs and schedules Monitors vehicles fuel consumption
  • Coordinate with HR to ensure proper tracking of drivers HR files;
  • Oversees the generator and inverter operation, monitoring the servicing schedule

Administration:

  • Read and has a clear understanding of the Mercy Corps Field Administration Manual and all procedures;
  • Liaises with Field Manager on renewal of office and Guesthouses rental agreements;
  • Establishes and maintain appropriate filing systems for office correspondence. Receive and dispatch mail;
  • Ensures that the office is run professionally and responsibly including hosting guests, cleaning, receptionist duties and general contact and liaison with outside agencies.
  • Ensures that the office has sufficient office supplies.
  • Co-ordinates any other necessary administrative and office management details.
  • Makes all necessary travel and lodging arrangements for visitors
  • Oversee the management of office consumable (office materials like stationery, cleaning & hygiene,): that will include: collecting the requests on a monthly bases, maintaining the stock, monitoring the use.
  • Facility management (cleaning, equipment repairs, utilities, water supply, green office considerations, facility keys management etc)
  • Administrating communication, ensuring internet, printers are working, the staff has enough phone credit.
  • Collect HR-related documentation and liaise with the country office on HR tasks
  • Monitor the generator and inverter operation, monitoring the service schedule;
  • Monitor generator fuel consumption
  • Responsible for oversight of vehicle rentals including tracking of leases and payment.

Operations Management – Security:

  • To act as the office Security Focal Point.
  • If needed, conduct security risk assessments of core operational features and record and report findings;
  • To ensure that compound guards remain an effective and credible deterrent;
  • To ensure through comprehensive briefings, that all staff and visitors to are fully appraised of the risks, the prevailing security situation and any security procedures.
  • To manage and maintain all security communications equipment.
