Background

  • Under the overall guidance of the DRR-O and direct supervision of the Sub-office Operations Manager, the Procurement Analyst ensures effective delivery of procurement services in the NE Sub-office. He/she analyzes and interprets the financial rules and regulations and provides solutions to complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.
  • The Procurement Specialist works in close collaboration with the Management Support, Operations, Programme and project teams in the SO/CO, UNDP HQs staff to successfully deliver procurement services.
  • The nexus of security-humanitarian-development issues around Lake Chad has given rise to an intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need. While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, UNDP recognizes that a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes.  In this context, the UNDP is strengthening its presence in the North East region by establishing a sub-office in Maiduguri.
  • The sub-office will serve as the centre of operations for programming which will include a Regional Stabilization Facility, a Disengagement, Disassociation, Reconciliation and Reintegration (DDRR) and Recovery and Resilience programme.  The Sub-Office (SO) for North East (NE) Region of Nigeria has been operational since 2017 and UNDP has established an Operations Service Centre to support management and operations functions related to the effective delivery of programmatic results.

Duties and Responsibilities
Summary of key functions:

  • Implementation of sourcing strategy and e-procurement tools
  • Facilitation of knowledge building and knowledge sharing
  • Support for elaboration and implementation of operational strategies
  • Support for efficient management of procurement processes

Provides analytical inputs to elaboration and implementation of Sub-Office in NE Region operational strategies focusing on achievement of the following results:

  • Support elaboration and implementation of cost saving and reduction strategies.
  • Conduct analysis and formulate proposal on elaboration of contract strategy, sourcing strategy, quality management, supplier section, improvement of procurement processes in the SO.
  • Assist in ensuring full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system.
  • Facilitate sub-office (SO) Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit, harmonization of the workflows in the office.

Supports efficient management of procurement processes for SO, NIM/DIM projects, and at the request of other Agencies focusing on achievement of the following results:

  • Support implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Support elaboration of proposals and the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.
  • Support implementation of harmonized procurement services and elaboration of proposals on common services expansion for UN Agencies in the North Eastern Region, introduction and management of joint procurement for the UN Agencies in line with the UN reform.
  • Analyze information for preparation of procurement plans for the office and projects and monitoring of their implementation for the SO.
  • Support implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
  • Conduct preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).

Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Support development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, criteria, quality and performance measurement mechanisms.

Required Skills and Experience
Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field, or
  • Bachelor’s Degree with minimum 4 years of relevant experience will be accepted.

Experience:

  • Experience in managing formal purchasing processes (RFP and ITB) would be an advantage;
  • Experience in submitting purchase files to contract review and approval committees (e.g.,RACP and ACP) would be an advantage.
  • Knowledge of the Atlas system or other equivalent automated purchasing systems is an asset.
  • Previous experience with a multilateral or international organization, notably with UNDP, is highly desirable.
  • CIPS Level 3 Certificate and above is an advantage.
  • Minimum 2 years (if Master)of relevant experience;  (4 years with Bachelor’s degree) at the national or international level in procurement management.
  • Proven experience managing high-value procurement processes;
  • Experience in the usage of computers, ERP Systems and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems

Background

  • In recognition of the cyclical nature of violence in many of the affected communities, the project aims to immediately scale up efforts around promoting dialogue, inter-ethnic and inter-religious understanding, and social cohesion in the target area to support a transformation of the ethnic and communal violence witnessed in the target areas.
  • This advert, therefore, seeks the services of a competent national, with expertise in the peacebuilding to support coordinate this project.
  • Under the overall guidance of the DRR(P) and direct supervision of the Project Manager (International), the Project Associate (Finance, Admin and Procurement) provides programme support services ensuring high quality, accuracy and consistency of work especially as regards procurement and finance.
  • The Project Associate (Finance, Admin and Procurement) is responsible for providing overall financial and day-to-day operational support for smooth and effective implementation of project activities and works in close collaboration with the operations, programme and project staff in the CO, UNDP Field Offices in Benue and Taraba States and UNDP HQ as required to exchange information and support programme delivery.
  • The Project Assistant promotes a client-oriented approach consistent with the prevailing rules and regulations and will assist all UNDP peacebuilding National Coordination Units in the preparation and implementation of the budget, ensuring that all funds are spent in line with approved work plans. Other key tasks include the reporting of expenses, preparing for audit, dealing with cash advance requests, and generally ensuring solid fiduciary management of the project.
  • The Farmer-Herder Conflict remains one of the most challenging threats to peace and security in Nigeria, especially in the North Central Region (“Middle Belt”) of the country, and adjacent, States, particularly Benue, Plateau, Kaduna, Nasarawa, Taraba and Adamawa.
  • The violence has exacted a heavy toll on thousands of people and has frayed many of the connectors, especially inter-ethnic and inter-religious ones, at the local level.
  • The response, however, has remained overwhelmingly security dominated. Lacking effective structures and systems to engage in dialogue in a proactive manner based on early indicators, violence escalates, and a reactive security response is triggered.
  • The crisis has highlighted a need to support affected states in enhancing and expanding upon the capacities to engage in this crisis in a proactive and preventive manner that leverages dialogue as a primary tool of mitigating the impact of the conflict.
  • In recognition of a growing need to provide a holistic response to the crisis, the Federal Government developed and launched the National Livestock Transformation Plan in January 2019. The framework provides a holistic approach to addressing this crisis, while aiming to lay the foundations for longer term security, peace and transformation of the livestock sector.
  • The United Nations has also scaled up its efforts to respond to the crisis, notably through two projects that target the states of Benue, Nasarawa and Taraba. The Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis Project was designed to address the farmer-herder conflict through enhancing preventive capacities, by promoting dialogue and proactive engagement; building mutually beneficial economic relationships between farmers and herders; improving the effectiveness of the security response through strengthened human rights monitoring and accountability; and providing an impartial and evidence-based narrative to defuse the politicized debate and help mobilize a broader response.
  • The overall goal of the project is to contribute to peaceful coexistence in the Middle Belt, with a focus on Benue, Nasarawa and Taraba States. The project is funded by the UN Peacebuilding Support Office. It is implemented by four UN Agencies-UNDP (lead), FAO, UN Women and OHCHR, drawing from their experiences and building on their work.

Duties and Responsibilities
Summary of Key Functions:

Objective of the Assignment:

Scope of the Assignment:

  • This assignment will support the implementation of the Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis Project through technical support to and liaison with the partners, the creation and design of relevant documentations, such as, Concept Notes, Terms of References, etc., that will facilitate timely implementation of the project planned activities.

Duties and Responsibilities
Under the direct supervision of the Project Manager and Coordinator, the incumbent will be expected to perform the following key functions:

Facilitate the implementation of the Project Document and Annual Work Plans:

  • He/she will work in close collaboration with the partners to ensure prompt and effective execution of the project activities through quality technical advisory support, hands on assistance to implement the planned activities, provide sound programmatic analysis of project activities in the targeted States to offer durable solutions, support in the programme implementation, and advise on potential UN/UNDP Country Office and national response.

Support coordination of the project implementation:

  • He/she shall ensure that the national mechanisms (Project Technical Commitee and the Joint Project Steering Committee) for Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis project is functional and inclusive of all relevant partners – national, states, civil society and international development partners/donors and is gender sensitive.
  • He/she shall support regular meetings of the bodies and ensure proper documentation of their proceedings.   • In close partnership and working relationship with other United Nations implementing Agencies on the project, state partners and UNDP, the incumbent shall ensure effective coordination and collaboration with partners, the UN system and other development partners’ focal points in conducting joint analysis, plan, formulation and implementation of project initiatives.

Support the project resource mobilization and reporting:

  • Within the scope of this assignment and under the direct supervision of the Project Manager (International), and in tandem with the CO resource mobilization strategy, the incumbent shall support the CO to prepare ToRs for recruitments, plan for meetings with State-level and National Stakeholders and Partners in Project implementation and resource mobilization.
  • Monitor and regularly brief the Project Manager (International) on progress towards implementation of the annual work plan; and support the CO’s effort on resource mobilization, provide input into resource mobilization documents and partnership building relating to the Integrated Approach to Building Peace in Nigeria’s Farmer-Herder Crisis project.

Support the development of  knowledge products:

  • The incumbent shall assist UNDP in the development of knowledge products – situation briefs, updates or reports; and prepare and submit regular mission reports and make useful recommendations that can help to deepen the project impact/results.

Required Skills and Experience
Education:

  • The desired candidate for this assignment shall possess an advanced degree in Social Science, Arts, Sociology, Law and Humanities, Dispute Resolution / Peace Studies or other relevant fields.

Experience:

  • The candidate must have sound technical report writing skill and proven ability to engage with multiple stakeholders to achieve desired results.
  • Previous working experience with UN agencies is an asset.
  • He/she must have, at least, five (5) years’ development experience with national or international organizations,  two (2) of which must be in the area of peacebuilding.  Cognate experience and evidence of competence in working with national and/or international partners, such as, UN, government and CSOs is desired.

Language:

  • He/she must be fluent in written and spoken English.
