Background
Violence against women and girls (VAWG) is one of the most widespread, persistent and devastating human rights violations in the world today and is a major obstacle to the fulfilment of women’s and girls’ human rights and development and therefore a threat to the achievement of the Sustainable Development Goals. In Nigeria, gender-based violence is widespread, and 30 percent of women aged 15-49 have reported experiences of sexual abuse. Nigeria also has high prevalence of harmful practices such as child marriage (currently, 43 percent of girls are married before age 18) and female genital mutilation (FGM), reported at 25 percent prevalence.

In response to this situation, the United Nations (UN) in partnership with the European Union (EU) are embarking on a global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) – the Spotlight Initiative. The initiative will deploy targeted, large-scale investments in a focused number of countries, including Nigeria, aimed at achieving significant impact in the lives of women and girls.

The Initiative will ensure that all women and girls benefit from adequate legislation and policies, gender responsive institutions, violence prevention programmes, essential services, comparable and reliable data, and strong women’s movements and civil society organizations. In Nigeria, the United Nations and its partners have developed a comprehensive Country Programme based on t key six programmatic pillars:

  • Laws and Policies;
  • Institutions;
  • Prevention and Social Norms;
  • Services;
  • Data; and
  • Women’s movement.

In Nigeria, the programme will specifically focus on prevention efforts, particularly addressing the root causes of gender-based violence and harmful practices (child marriage and FGM) against women and girls; and ensuring access to inclusive, timely, and quality services for victims and survivors.

As this is a large, multi-stakeholder, multi-year project, a full-time dedicated team is required to implement the programme. The United Nations Country Team in Nigeria is therefore seeking a Programme Coordinator to be imbedded at the Resident Coordinator’s Office to oversee harmonization and coordination of  the programme components for results.

Under the overall guidance of the Resident Coordinator, the direct supervision of the UN Head of the Resident Coordinator’s Office, and in consultation with the participating UN agencies, the Programme Coordinator provides support to the Resident Coordinator to oversee and coordinate the Spotlight Initiative implementation by RUNOs. That includes planning; overseeing implementation, supporting RUNOs to stay on track with their agreed deliverable and budgets; guiding communication and visibility; promoting agencies’ leadership to advance programme elements; convening the National Steering Committee; ensuring a joint monitoring of the joint workplan; serving as secretariat to the National Steering Committee; ensuring adequate flow of information to all RUNOs; ensuring a joint narrative of results between all implementation components of the programme as well as consolidating reporting according to timelines.

The Programme Coordinator will oversee the SI coordination team and work in close collaboration with the Technical Coherence specialists in the lead agencies the agencies who will advise on technical coherence of this programme, as well as assist other SI staff and RUNOs to perform the role assigned to them under the Spotlight Initiative.

Duties and Responsibilities
Coordinate the implementation and management of the Spotlight Initiative in Nigeria:

  • Work closely with different RUNOs to ensure a coordinated, well-functioning and aligned presence of the Spotlight Initiative in Nigeria;
  • Work closely with the RUNOs to support the RC in overseeing implementation, schedules, deliverables and budgets as articulated in the programme document and liaise with the Spotlight Secretariat when programme revisions are foreseen;
  • Ensure the programme is implemented in compliance with the approved document and in collaboration with RUNOs, Implementing Partners and the National Steering Committee (NSC);
  • Provide strategic support to achieve programme outcomes, consolidate AWP, budgets and reports;
  • Lead the development of system and processes necessary for the tracking, planning and execution of all programme activities and programme-related governance structures;
  • Oversee the monitoring of the programme implementation at all stages, with particular an special attention to the analysis of risks and other difficulties, initiate remedial actions when necessary;
  • Support UN Women to facilitate the Mid-Term Review, periodic evaluations and the independent final Evaluation;
  • Provide support, coordinate the convening, and act as the Secretary to the National Steering Committee; the Civil Society Reference Group and the Technical Committee prepare working documents for discussion at CLSC and ATG meetings;
  • Ensure the timely preparation of joint substantive, financial and other project reports stipulated in the Programming Document for their submission to MDTF and the EU and the annual workplan including the financing required; (Steering Committee).

Facilitate technical assistance, programme development advisory services, and capacity development to the Spotlight Initiative in Nigeria:

  • Oversee the technical coherence through the supporting the SI Technical Coherence Staff and link to SI implementation approach and strategy
  • Ensure the programme team draws from the relevant experts in the agencies to support programme implementation and results
  • Facilitate the joint delivery of results by the different RUNOs that will reduce transactional costs, duplication and build economies of scale
  • Organize periodic consultations with key stakeholders to gather inputs on the programme design, as necessary
  • Prepare and provide guidance for staff and implementing partners on RBM and performance indicators including the Spotlight Initiative implementation strategy focusing on outputs and outcomes
  • Provide reports to and advise the Resident Coordinator on programme performance and results;
  • Coordinate with all key partners including the UN, government, donor and civil society to ensure harmonization of SI interventions with other efforts particularly on capacity-building and technical assistance

Manage human and financial resources of the Spotlight Initiative programme:

  • Manage the RCO allocated Programme Management Unit (PMU) budget and finalize financial reports from RCO’s allocated budget and provide relevant support to RUNOs in consolidation of their plans and reports
  • Oversee the work of other members of the Spotlight PMU team, via mentoring and effective supervision of their work

Lead advocacy, knowledge building and communication efforts:

  • Lead and manage advocacy and communication efforts (in collaboration with RUNOs and UNCG);
  • Represent the Spotlight Initiative in meetings and policy dialogues on issues related to Spotlight programmes;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on Spotlight Initiative programmes with input from thematic experts from the agencies.
  • Lead the development of a joint resource mobilization and sustainability strategy in coordination with the RCO Partnership Officer; Head of RCO and RC and UNCT

Job Title: Consultant: Data Visualisation Specialist

Background
UNDP Nigeria has established a Knowledge Hub to enhance its ability to make timely and evidence-based interventions, particularly in areas of Preventing and Responding to Violent Extremism, conflict prevention and human security. A new type of ‘development intelligence gathering’, i.e. continuous monitoring and data collection, is crucial to inform UNDP’s work for early warning, adjust interventions to maximize preventive efforts and initiate new thematic approaches. Trend analyses and ad-hoc policy briefs will also inform interventions of UNDP’s development partners in this field. Through harnessing the potential offered by both old and new sources of data, it is UNDP’s hope that the accuracy and precision of its development responses are increased and a strong foundation for meaningful public policy making, efficient resource allocation and effective public service delivery is created. The ultimate objective of the Knowledge Hub is to harness data, including real time data, for development through providing evidence-based intelligence that can be translated to meaningful policies and planning for development impact.

Reporting to the UNDP Nigeria RR’s Office, the Knowledge Hub will consist of three complementary Units that work in mutual complementarity, cross-pollination and strong collaboration, which is required because of the highly specialized individual expertise in each of the units.

Data Analysis Unit, which will focus on collection of primary data, establishment and maintenance of a database of ‘development intelligence’, the analysis of the data collected as well reporting of the results. This unit will include five data analysts specializing in the following areas; big data, GIS/geospatial analysis, visualisation, survey methodology and econometrics/social sciences. Reporting & Programming Unit, which will produce reports and tools using primary data collected into ongoing and future programming of the entire UN Country Team in the domains of PVE, conflict prevention and human security. Partnerships Unit, which will manage strategic partnerships with third party (local) researchers throughout Nigeria, as well as with local and international (academic) institutions for quality assurance of the knowledge products.

This recruitment is for a Data Visualisation Specialist that will be part of Data Analysis Unit within the Knowledge Hub. The Data Visualisation Specialist will implement data visualization products to communicate applied innovative data projects. He/She will provide guidance and support producing visualizations, dashboards and interactive web applications across the Knowledge Hub teams.

Duties and Responsibilities
Under the direct supervision of the Knowledge Hub Coordinator, the Data Visualisation expert will:

  • Lead and coordinate visual analytics projects related to the Knowledge Hub’s as well as UNDP Nigeria CO initiatives and work with multiple partners including UN agencies, government entities, the private sector and academia;
  • Create information products that synthesize large amounts of information obtained from data science analysis techniques into insights relevant to development subject experts;
  • Lead and produce scalable interactive web applications;
  • Perform quick data visualization studies that can help the overall understanding of data sets and problem statements relevant UNDP Nigeria teams and its partners;
  • Produce visual representations of data findings/trends, including those resulting from spatial analysis, and information products to communicate innovation projects outcomes to different stakeholders;
  • Provide support in developing partnerships and networks, including engagement with researchers from the data visualization, information design and human-computer interaction communities;
  • Support the communications strategy of the Hub in producing relevant communication material including infographics and presentations

The key results have an impact on creation a development intelligence-gathering whereby the continuous monitoring collection of real-time data and its subsequent analysis contributes towards improved and evidence-based interventions that can improve the lives of the people UNDP Nigeria serves.

Through the use of twenty-first-century approach to impact monitoring, building social software for evidence-based decision making, and identifying new areas of effective and innovative ways of intervention and monitoring, the key results will have an impact towards contributing to new, efficient and innovative ways for UNDP to deliver on its mandate as well as its contribution towards operationalisation of the SDGs. These key results will also allow the Hub to sustain visibility among both domestic and international audiences as well as a thought leader at the time reaching resource mobilisation targets.

Background
The effective control of Small Arms and Light Weapons (SALW) is one of the major global prerequisites for peace building, sustainable development and achieving the Sustainable Development Goals (SDGs). Peace and security challenges in West Africa are primarily about preventing conflicts and bringing development. A major lesson UNDP learned over the years is that where small arms and armed violence dominate, development suffers.

The fight against the trafficking of small arms and light weapons continues to prove a major challenge to the growth and development path for many countries despite earlier initiatives undertaken by different partners, UNDP, EU ECOWAS and government to provide support to member states. Post-election violence, recurrent armed violence, resurgent of the Boko Haram, activities of bandits, kidnappers and other organized crimes are a manifestation of the easy availability of SALW in the sub region.

Thus, the Regional Small Arms project seeks to support ECOWAS in its capacity to effectively address factors of instability and reinforce a proactive approach to peacebuilding, conflict prevention and resolution in West Africa. It is an intervention implemented by UNDP Nigeria Country Office to support the implementation of the Peace Security and Stability Mandate (PSSM) which Specifically, Small Arms Project seeks to advance implementation of the component “Practical Disarmament” of the ECOWAS Conflict Prevention Framework in Member-States (ECPF) in line with the ECOWAS convention on small arms

The position is under the overall supervision of the Regional Coordinator/Team Lead and direct supervision of the Deputy Resident Representative (Programme), the incumbent will be primarily providing support in coordinating implementation of the Small Arms project activities for the OCWAR-T, ECOWAS/ EU/ GIZ/ UNDP and other intervention of the small arms project in Nigeria and African region. He/she will also provide technical support to the team lead in the management of the project. The incumbent provides support to the Regional Lead to coordinate the activities of the respective national coordinators to ensure smooth implementation of project deliverables. He/she will work in close collaboration with CO management, Programme and Operations teams of UNDP Nigeria to deliver on project results and ensure prompt reporting in line with the programme and partnerships agreements.

Duties and Responsibilities

  • Support partnerships coordination between relevant stakeholders i.e. ECOWAS, European Union, GIZ, and in liaison with UNDP SALW regional office in the project countries;
  • Support the coordination efforts of the respective project countries in the MRU and
  • Sahel to deliver a significant reduction in the proliferation of Small Arms and Light weapons and substituting them with concrete development interventions which affect livelihoods positively;
  • Supporting the strengthening of the existing NATCOMs capacity in the project countries including Nigeria to perform their functions in accordance with the provisions of the ECOWAS convention;
  • The position requires close collaboration with project staff in other countries of project implementation (Burkina Faso, Cote d’lvoire, Guinea, Mali, Niger, Nigeria, Liberia and Sierra Leone) to ensure smooth implementation.

Responsibilities
Supports overall coordination of implementation of work plans for the Small Arms programme in-country:

  • Provide support in the day-to-day administration and programme of the project, providing direction and validating project deliverables of the NATCOMs for the approval by the National Technical Committee.
  • Support national coordinators to formulate Annual Work Plans to ensure efficient implementation of project deliverables.
  • Provide support to ensure the effective implementation of the programme through the provision of appropriate guidelines and development of programme personnel in accordance with UNDP’s policies and procedures.
  • Provides support to the project team lead in the coordination of Project Steering Committee meetings and composed of high-level representatives from the European Union, ECOWAS, GIZ, GFFO and UNDP.
  • Ensures preparation of projects briefs, analysis and presentation of project information for preparation of progress reports as well as accurate financial reporting on all the project activities.
  • Provide support to ensure quality assurance for the project in-country and for monitoring project deliverables based on the quarterly reports.

Provides effective support to management of the project focusing on the achievement of the following results:

  • Creation of required project entries in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
  • Provision of guidance to the implementing partners on routine implementation of projects.
  • Presentation of information for audit, supports implementation of audit recommendations.

Support the process of programme reporting in line with donor agreements and ensure accurate communication of development results:

  • Provides programme support in the coordination of National Technical Committee meetings composed of representatives from the ECOWAS, EU, NATCOMs, CSOs and relevant stakeholders.
  • Provides support on ensuring quality project reports, quarterly and annually for partner in line with donor reporting guidelines.
  • Support the team lead and serve as liaison between UNDP and partners to ensure that national partners such as the NATCOMs and the CSO’s are constantly involved in the implementation and dissemination of information.

Supports Regional Team Lead to identify strategies for mobilizing resources and partnerships in the following areas:

  • Conduct external and internal analysis for assessing additional opportunities in resource mobilization for respective NATCOMS.
  • Actively participate in the implementation of the Partnership and Resource Mobilization (PRM) Strategy for the project
  • Support team lead in the negotiation, drafting and revision of agreements with donors.

Provide support to ensure quality control of project implementation in line with the UNDP’s policy on publishing project data to the global standard on International Aid Transparency Initiative (IATI):

  • Update baselines, indicators, targets and results for all outputs under the Small arms project.
  • 6. Facilitates Communications, knowledge building and knowledge sharing as required by the development partners, focusing on the following results:
  • Ensure communication of development results of the project are shared with the partners as well as within UNDP.
  • Actively participate to identify and formulate lessons learned and recommendations to be integrated into broader ECOWAS knowledge management efforts.
  • Ensure lessons from project are shared as contributions to knowledge networks and communities of practice.

Impact of Results:

  • The key results will have an impact on the coordination of the respective project activities in the MRU and Sahel to deliver significant reduction in the proliferation of Small Arms and Light Weapons and substituting them with development interventions which affect livelihoods positively; and strengthening of the existing NATCOMs to perform their functions in accordance with the provisions of the ECOWAS convention.
  • Help achieve the regional project objectives and provide sound analytical inputs and advice with respect to coordination of activities involving multinational partners/donors.

Required Skills and Experience
Education:

  • Advanced University Degree (Master’s) in Social Sciences, Business Management, Accounting, Sociology, International Relations, Political Science or related field.

Experience:

  • Minimum of 3 years of relevant experience in project fund management and budget management in UN or NGO at the national or international level. Demonstrated experience in programme management and coordination, multi-donor relations and communications for development.
  • Experience in monitoring and evaluation is essential. Sound knowledge of Small Arms and light weapons related issues and good knowledge of regional instruments on Small Arms and Light Weapons and Ammunition management.
  • Good understanding of UNDP, ECOWAS and EU’s rules and procedures, financial system and programme implementation module in the ECOWAS sub region.
  • Good knowledge of UNDP programme management procedures is critical. Knowledge of ECOWAS, EU and GIZ programme implementation procedures is an advantage.

Background
Millions of civilians continue to grapple with extreme adversity across north-east Nigeria and the rest of the Lake Chad region where a recent surge in violence has uprooted tens of thousands more people, exacerbating an already dire crisis situation. An intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need. It is unlikely that security responses alone will be sufficient to address the complex factors that gave rise to the insurgency, and which continues to sustain it. There is increasing consensus that military efforts must be coupled with significant investments in complementary stabilization activities to benefit the local population with both local and Lake Chad Basin (LCB) regional levels, if the security-humanitarian-development nexus around Lake Chad is to be effectively addressed.

While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes.  To this end, UNDP has launched Lake Chad Basin Regional Stabilization Facility, supporting four Lake Chad Basin countries (i.e., Nigeria, Niger, Cameroon, and Chad) as well as LCB regional institutions, such as the Lake Chad Basin Commission (LCBC).

The Facility will act as a rapid-response package– delivering within 90 days of target area selection – that relevant authorities can sequence with military operations as necessary, to ensure immediate follow-up in specific locations and curtail the ability of armed opposition groups to re-infiltrate and exploit any security vacuum or community perceptions of non-responsive Government by extending an organized and effective civilian security umbrella, consolidating military progress with development ‘dividends’ for the local population.

The National Window of the Regional Stabilization Facility for Nigeria aims to address the needs of immediate stabilization in the target areas in North-East Region of Nigeria with high degrees of insecurity, promoting the phased transition of insecure areas toward greater security, and the reduction of current volatility whereby previously secure areas have become more rather than less vulnerable.

It is expected that various donors, such as Germany, Sweden, the UK and the EU, will make their financial contribution to the Regional Stabilization Facility. Given the extremely complicated crisis situations in the North East (NE) region of Nigeria and the LCB region as a whole, establishment and maintenance of effective donor relations is indispensable for successful implementation of the Regional Stabilization Facility and UNDP’s projects in North East Region of Nigeria. To this end, UNDP Nigeria is seeking for a qualified expert to identify, establish, and promote partnership with development partners and promote resource mobilization for the Stabilization Facility and other projects in NE Nigeria.

 

Required Skills and Experience
Education:

  • Master’s Degree or equivalent in Development, International Relations, Business, or related field.

Experience:

  • Minimum of 3 years of relevant work experience at the national or international level in stabilization, partnerships, including demonstrated experience in partnerships with donors and people management.
  • Previous experience of working in donor institutions in either humanitarian or development assistance can be an asset;
  • Knowledge about the UN coordination systems, particularly on humanitarian or early recovery, would be an advantage;
  • Previous experience with UN or international organization working in crisis-affected country, would be an advantage;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in written and spoken English is required.
  • Proficiency of French is an asset.

Duties and Responsibilities
Under the supervision of the Resident Representative, the Partnership Specialist will be required to:

  • Support and maintain strong relationships with donor and government partners;
  • Support Senior Management in ensuring compliance with donor agreements and requirements;
  • Facilitate reporting and communications with donors and development partners;
  • Support Senior Management’s engagement with donors;
  • Support resource mobilization for the Stabilization Facility and NE Projects in general.

Support and maintain strong relationships with donor and government partners:

  • Assist Senior Management in UNDP Nigeria and the Programme Team for the Stabilization Facility Nigerian Window in facilitating partner dialogues to market UNDP’s comparative advantages and obtain buy-in from the partners for their support to UNDP’s Stabilization Facility.
  • Ensure that all donor partners are well-informed on the progress and issues related to the Stabilization Facility in Nigeria and NE Projects in general, by providing pertinent and timely information, responding to the inquiries, and producing ad-hoc reports/information brief whenever required.
  • Collect donor intelligence information and conduct donor actor mapping for identification or establishment of innovative partnership and potential partners (e.g., emerging donors, the national/local government, CSOs, academic institutions, private sector);

Support Senior Management in ensuring compliance with donor agreements and requirements:

  • Support Senior Management in UNDP Nigeria and the Programme Team for the Stabilization Facility to meet the requirements of donors, especially those relating to earmarking or special conditions outlined in agreements;
  • Facilitate partnership agreement/formalization process with new potential partners to determine concrete areas and modality for the partnerships (e.g., financial, in-kind contribution, information sharing, technical cooperation).
  • Facilitate management of donor agreements in collaboration with the respective offices (e.g., PMSU, Finance, NE Sub-Office) to ensure compliance with donor agreements, including the contribution deposit schedule, fund earmarking/restrictions, and due diligence/validation exercise.
  • Support the Programme Team in NE Sub-Office for preparation and organization of donor site visits
  • Ensure the government and donor visibility, including organization of the donor visibility occasions and issuing the public announcement on the partnerships (e.g., press release) in close collaboration with Communication Team.

Facilitate reporting and communications for donor partners on the Stabilization Facility:

  • Oversee donor-specific and corporate reporting, ensuring reporting is in line with donor agreements and corporate standards;
  • Harmonize communications and reporting products in collaboration with M&E Officers, PMSU, and Communication Team;
  • Ensure linkage and synergy between public outreach with donor/partner outreach and communication needs in collaboration with Communication Team.

Support Senior Management’s engagement with donors:

  • Support Senior Management meetings with high-level officials or donor meetings
  • Support content development for presentations, briefing notes, or other documentation required for Senior Management donor engagement and meetings;
  • Support senior management outreach to regional donors and host national government to communicate developments, the strategy of the Country Program Document, and priorities.

Support for resource mobilization for the Stabilization Facility in Nigeria:

  • Assist in drafting proposals to current or potential donors in line with the donor’s interests and requirements.
  • Develop materials, strategies, and other communications or products to support resource mobilization with donors;
  • Support engagement with regional donors and with the host-country government to contribute resources to UNDP.
