Job Title: Food Security & Livelihoods Officer

Mission Overview

  • The PUI Nigerian Mission has been officially opened in April 2016, with a focus on meeting urgent needs, including improving access to food commodities, primary health care and nutrition for Internally Displaced People (IDP) and host communities (HC) living in Maiduguri Metropolitan Council (MMC). The progressive sectorial widening allowed PUI to start implementing an integrated approach from 2017 in food security, livelihoods, nutrition and health sectors, with the support of ECHO, FFP, OFDA and CIAA/CDC, in line with PUI’s global strategy. From the launch of the health care services in February 2017 to the end of April 2018, a total of 119 913 OPD consultations were reached in Bolori II, while more than  60.000 beneficiaries have been reached by our cash project.
  • In mid-2018, PUI has developed its comprehensive response by adding Protection and Community Outreach (PCO) activities to the existing programs in Bolori II. In the month of October 2018 only, more than 3.500 households have received door to door visit from the PCO team. In 2018, PUI has also scaled up its intervention with the opening of Monguno LGA base, with the main objectives of reducing morbidity and mortality of the most vulnerable population and promoting protection amongst the whole affected community. This opening in Monguno allowed PUI to reach the vulnerable population in Kukawa and Cross Kauwa LGA.
  • In 2020, PUI will further develop its integrated approach by adding a WASH component to its comprehensive response. In parallel, PUI is continuously supporting the coordination mechanisms in North East Nigeria humanitarian crisis.

General Objective

  • Under the direct supervision of the Food Security and livelihoods Supervisor, the Food Security and Livelihoods Officer is responsible for the daily implementation of the emergency E- voucher food assistance project activity in Maiduguri, Borno State.

Responsibilities and Tasks
Implementation and monitoring of the FSL activities:

  • Implements the daily livelihood activities according to the FSL program direction.
  • Respects the planning and set-up of the activities.
  • Conducts identification and registration of beneficiaries.
  • Actively participates in the identification and registration of suppliers/vendors.
  • Conducts vendor shop monitoring, market price, post distribution and impact assessment as guided by the Livelihoods Supervisor.
  • Participates to all food security and livelihood assessments.
  • Supports beneficiaries and vendors during E-voucher card distribution, cash disbursement and cash grant transfers.
  • Facilitates capacity building trainings, experience sharing visits and peer-to-peer IGAs for livelihoods beneficiaries.
  • Supports and follow up livelihoods beneficiaries’ progress towards start up new income generating activities (IGAs) or strengthening existing ones.
  • Supports livelihoods beneficiaries to form/establish business groups (self-help or IGA groups).
  • Contributes in analysing humanitarian situation in the field.

Community Mobilization:

  • Ensures that beneficiaries and local populations understand the program goals and agree with the implementation process and modality.
  • Actively participate to the good collaboration with local leaders and community representatives.
  • Organizes sensitizations for the beneficiaries or community’s members according to the identified needs.

Reporting:

  • Reports on the progress of specific tasks assigned, problems encountered, actions taken as well as the quality of relations with beneficiaries.
  • Submits the daily task and weekly situational report to his/her line manager on daily and weekly basis respectively.
  • Collects any relevant information from the communities and partners, and reports to his/her supervisor.
  • Collects, enters and computes simple analysis of the necessary food and livelihoods security data when needed.
  • Extracts and passes on statistics on livelihoods activities to his/her line manager.
  • Contributes to the capitalization of best practices on livelihoods activities.
  • Keeps monitoring tools and files archived at the PUI office, ensuring their availability to his/her line manager.
  • Passes on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, PUI programs, or safety aspects.

Logistic & Administration:

  • Supports the logistical and administrative organization, planning, and preparation as directed by the supervisor.
  • Ensures the proper use of materials and tools during on-site works (phones and other devices).

Qualifications / Mandatory Requirements
Education degree:

  • Bachelor’s Degree in Livelihoods Development, Entrepreneur, Marketing, Business Development, Business Administration / Management, Economics, Agricultural Economics, Rural Development, Agricultural Extension, Agribusiness Management, Food Security, Cooperative Management or related fields.
  • Previous experience with NGO is required.

Work experience:

  • At least 1 year or more experience in a similar position in an INGO’s preferably related to food security, livelihoods or emergency response, recovery and resilience building, and cash transfer program
  • Previous experience in Humanitarian assessment, monitoring and evaluation is an asset

Language skills:

Job Title: Food Security &Livelihoods Supervisor

General Objective

  • Under the direct supervision of the Food Security and Livelihoods (FSL) Deputy Project Manager (DPM), the Food Security and Livelihoods Supervisor is responsible for the daily implementation of the Food Security and Livelihoods Program activities in Bolori II, Maiduguri, Borno State.
  • The FSL supervisor will supervise the organization, implementation and monitoring of FSL activities within her / his geographical assignment on daily basis.

Responsibilities and Task
Implementation and Monitoring of the Livelihoods Activities:

  • Lead the implementation of  FSL activities according to the FSL program direction and ensure program quaity standards are manintaiend at field level
  • Organize and supervise all FSL assessment activities pertaining to the project deliverables such as post ditribution monitoring, need and market assessments, IGAs and impact evaluations
  • Follow up and support her / his team in the identification and registration of beneficiaries, and supplier / vendors
  • Organize, follow up and support capcity building trainings and experience sharing vistis for livelihoods beneficiaries engaged in IGAs where applicable

Job Title: Nurse Assistant

General objective

  • Under the direct supervision of the OPD Supervisor / Team Leader, the Nurse Assistant provides patients’ health care in collaboration with other health team members in the facility.
  • S/he assists the nurse and the rest of the medical team on duty with general nursing activities and over-all patient care according to international/national protocol and the given instructions under strict supervision/monitoring of a nurse, a supervisor or team leader.
  • S/he follows PUI protocols and standards to ensure quality and continuity of care, promotion and restoration of health of the patients and population.

Responsibilities and Tasks
Patient Care:

  • Perform general nursing duties such as monitoring of patient vital signs, wound care and dressings, insertion of cannulas, administration of IV fluids and injections, administration of Nebulisers as prescribed by a clinician
  • Participate in the preparation of the material equipment and drugs for the consultation
  • Conduct triage according to nurses’ protocols, detect priority acute cases in the waiting area and fill the health card (weight, BP, HR, temperature etc)
  • Check the vaccination status of children less than 5 years old
  • Ensure the good flow of patients avoiding overcrowded rooms and having patients standing up for long time while waiting for their turn
  • Ensure a good level of communication and understanding between the PHC team and the patients
  • Carry out first aid care when necessary
  • Follow medical prescriptions
  • Assist the clinician during certain health care acts when it is necessary
  • Assist the clinician in the management of the referral cases
  • Perform basic laboratory tests as requested by the clinician. (e.g. urinary sticks, pregnancy tests, capillary blood sugar, hemoglobin level)

In parallel, PUI is continuously supporting the coordination mechanisms in North-East Nigeria humanitarian crisis. Finally, PUI is also running the common logistics platform for all humanitarian actors thanks to a co-funding between 20 partners, and a funding from the logistics sector (WFP). Thanks to the Maiduguri Inter-Agency Logistic Platform, 91 projects have been supported in 2018, for a total of 7 000 000 of indirect beneficiaries.

General Objective:

  • Under the direct supervision of the Sexual and Reproductive Health (SRH) supervisor, the Midwife provides Maternal Newborn and Child Health (MNCH)/ SRH care services, including Ante Natal Care (ANC), Post Natal Care (PNC), Basic Emergency Obstetric and Neonatal Care, and family planning, etc.
  • S/he follows PUI obstetrical and Sexual Reproductive Health protocols and universal standards to ensure quality and continuity of care.

Responsibilities and Tasks
Patient Care:

  • Prepare all the materials and ensure that everything is ready before starting the activities
  • Perform antenatal consultations including screening tests according to the protocols, detect and mention all the risk factors.
  • Conduct delivery according to the protocols, precautions, hygiene standards
  • Perform postnatal consultations during the 6 weeks following the delivery, give appropriate treatment and refers to secondary care when needed
  • Perform family planning consultations and counseling according to protocol
  • Give systematic prophylactic treatments to pregnant women
  • Verify the tetanus vaccination of each pregnant woman
  • Manage SRH emergency cases with the assistance of the SRH supervisor according to PUI protocols and regulation
  • Identify Sexually Gender-Based Violence victims and collaborate with the medical team for treatment
  • Explain clearly the diagnosis and treatment to the patient and make sure that the patients comply with the treatment
  • Request for a 2nd evaluation of the patient when needed
  • Provide individual health promotion during consultations
  • Give health education sessions to the patients in the waiting areas
  • Execute any action requested by the DPM, SRH supervisor as part of the outbreak response plan
  • Actively participate in the good cohesion and coordination of the team.
  • Record on a readable manner the health status and medical prescription
  • Participate in the follow-up of waste management according to the waste management procedures
  • Participate in any other activities such as vaccination, survey etc. according to the needs and as directed
  • Maintain the working environment in a clean and presentable state

Management of An Efficient Referral System:

  • Manage the emergency and electives referral cases according to the referral protocol by facilitating the logistics including transportation means, appointment with specialists, laboratory tests etc. in collaboration with SRH supervisor
  • Follow up the referred cases, and check the outcome
  • Ensuring appropriate follow-up care has been given and taking appropriate action if further care is needed
  • Identify and refer patients who need mental health consultation

Medical Data Collection and Reporting:

  • Record accurately and on a readable manner, the clinical case management on the patient health card (history taking, physical examination, treatment, investigation, etc.), and patient registration book
  • Ensure an accurate daily use and tracking of epidemiological data
  • Participate in the daily tracking of consumption of the drugs and materials used from the medical box
  • Collect general information about the people living conditions
  • Participate in the weekly medical statistic report in collaboration with SRH Supervisor and the deputy program manager
  • Ensure a clear verbal and written hand over at every end of the shift, with emphasis on specific events
  • Report to the supervisor any problem especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organizational issue

In parallel, PUI is continuously supporting the coordination mechanisms in North East Nigeria humanitarian crisis. Finally, PUI is also running the common logistics platform for all humanitarian actors thanks to a co-funding between 20 partners, and a funding from the logistics sector (WFP). Thanks to the Maiduguri Inter Agency Logistic Platform, 91 projects have been supported in 2018, for a total of 7 000 000 of indirect beneficiaries.

General Objective

  • Under the direct supervision of the Outpatient Department (OPD) supervisor/ Nurse Team Leader, the Nurse provides patients consultations in collaboration with Midwife and other team members in the facility.
  • S/he follows PUI protocols and standards to ensure Quality and continuity of care, promotion and restoration of health of patients and population.

Responsibilities and Tasks
Patient Care:

  • Ensure and conduct the medical consultations with full history taking, clinical examination and provide a diagnosis and prescribe treatment accordingly following the protocols and universal precautions
  • Explain clearly the diagnosis and treatment to the patient and make sure that the patients comply with the treatment
  • Request for a 2nd evaluation of the patient when needed
  • Provide individual health promotion during consultations
  • Delegate the treatment cares (distribution of drugs, injections, dressings…) to Nurse assistant
  • Manage and report any suspected communicable disease case according to Première Urgence Internationale’s protocols and national Disease Surveillance guidelines
  • Execute any action requested by the PM, DPM or Medical Coordinator as part of the outbreak response plan
  • Actively participate in the good cohesion and coordination of the team
  • Record on a readable manner the health status and medical prescription
  • Participate in the follow-up of the waste management according to the waste management procedures
  • Collaborate with other departments as needed to ensure smooth implementation and integration of services.
  • Participate in any other activities such as vaccination, survey…according to the needs and as directed.
  • Maintain the working environment in a clean and presentable state.

Management of An Efficient Referral System:

  • Manage the emergency and electives referral cases according to the referral protocol by facilitating the logistics including transportation means, appointment with specialists, laboratory tests etc. in collaboration with OPT supervisor
  • Follow up the referred cases, and check the outcome
  • Ensuring appropriate follow-up care has been given and taking appropriate action if further care is needed
  • Identify and refer patients who need mental health consultation

Medical Data Collection and Reporting:

  • Record accurately and on a readable manner, the clinical case management on the patient health card (history taking, physical examination, treatment, investigation, etc.), and patient registration book
  • Ensure an accurate daily use and tracking of epidemiological data
  • Participate actively in the early warning system and the outbreak response plan
  • Collect general information about the people living conditions
  • Participate to the assessment of health needs
  • Participate to the weekly medical statistic report in collaboration with OPT supervisor and the deputy program manager
  • Ensure an oral hand over at every team change over, draw attention to any notable events during the shift
  • Report to the supervisor any problem especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organizational issue.
  • Inform the direct supervisor of the various needs.

Internal and External Representation:

  • Participate in any training in order to improve the quality and efficiency of nursing cares and duties
  • Participate actively in meetings when required.

Priorities of the Department:

  • Assessment on beneficiaries at risk and diagnosed individuals with communicable and non-communicable diseases or other diseases of public health-relevant and treat him.
  • Provide frequent feedback on health-illness patterns observed in the field that require further assessment
  • Report to line manager periodically regarding context changes that affect the modality of intervention

Mandatory Requirements

  • Language skills: Fluent in English and Hausa and good knowledge in Kanuri is an asset
  • Education degree: Recognized Nurse Degree (at least certificate level) with national legislation
  • Work experience: At least 2years of experience in Nursing, or in OPD services. Work experience with other NGO’s would be an asset

Knowledge and skills:

Objectives
PUI is seeking for auditing firm to provide the following services:

  • Prepare and audit financial statement for Premiere Urgence Internationale from 2016 to 2019
  • Obtain Tax clearance certificates for Premiere Urgence Internationale from 2016 to 2019

The specific objectives of the survey are:

  • Investigate PUI internal system.
  • Check the authenticity and validity of transactions which are done.
  • Examine arithmetical accuracy of books of accounts, casting, balancing.
  • Settling the current value of assets and liabilities.
  • Plan and design an auditapproach.
  • Perform tests of controls and substantive tests of transactions.
  • Perform analytical procedures and tests of details of balances.
  • Complete the audit and issue an audit report.
  • The auditor meet the overall objective of the audit, which is to express an opinion on the fairness with which the financial statements present fairly, in all material respects, the financial position, results of operations and cash flows in conformity with GAAP.
  • By accumulating sufficient appropriate evidence for each audit objective, the overall objective is met.
  • The accumulation of evidence is accomplished by performing the four phases of the audit.

Description Of The Work

  • The Auditing Firm represents and warrants that the Auditing Firm possesses the necessary skills, expertise and experience to perform the required services in accordance with the provisions of this Agreement. The audit shall take place at Abuja andin Maiduguri in Borno state. The Auditing Firm will apply all GAAP methodology as it relates to auditing processes/ideologies.

The main tasks of the consultancy is included to:

  • Develop and design audit protocol, including methodology
  • The Auditing Firm must provide a detailed written request of the records required to complete the audit few days prior to the date the records are required.
  • If additional work is required to complete the audit as a result of not preparing the required schedules or documentation, a written request must be submitted to PUI
  • Previous similar experience with INGO is a privilege
  • Duly registered audit firm with Corporate Affairs commission (CAC)
  • Auditors of the firm must be chartered accountants and licensed audit practitioners.

Time Frame

  • The overall timeline to conduct the audit is a one month period (from 06th April to05th May, 2020).

Expected Outputs And Deliverables

  • The Accounting Firm shall perform an audit for the purpose of expressing an opinion on the financial statements and schedules of PUI fiscal years beginning January 2016- 31st December 2019. The examination of the financial statements is to be performed in accordance with Nigerian Generally Accepted Auditing Standards. The following is a list of reports to be submitted as a result of the audit:
  • An attest audit report is to be issued on the examination of the financial statements. It is to report whether the financial statements present fairly the financial position and the results of operations in conformity with Nigerian Generally Accepted Accounting Principles and the CAC Handbook. The audit report is to address the issue of evaluation of internal control procedures on specific account balances including internal control on cash
  • Submit an audit firm profile and protocol with detailed methodology.
  • Have an approved financial statement format that are required to use which has been updated in accordance with Nigerian Corporate Affairs commission CAC.
  •  Submit opinion on the audit of the financial statements, the audit firm is required to list all auditing procedures taken to reach such conclusion.
  • The audit report requires a management letter to be issued which is detailed.
  • Copies of the audited financial statements complete with the auditor’s report and the required supplemental reports listed above are to be distributed in paper and digital format to PUI.
