Job Title: Logistics Manager

Location: Damaturu, Yobe State
Starting date: As Soon As Possible
Direct Line Manager: Field Coordinator / Operations Support Coordinator

Objective 1

  • Supervise the Logistics team in the field base

Tasks and Responsibilities:

  • Organization and supervision of the logistics department in the base.
  • Perform evaluations of team members and follow-up on objectives as well as the performance of team members.
  • Plan staff development/training for the logistics team at the base level. Train staff and provide ad-hoc support on how to properly operate within and implement AAH logistic policy and procedures.
  • Be the backup of any logistic team member in the base whenever on leave or sick.
  • Provide weekly/monthly planning for the team in the base; prioritize tasks, set deadlines and follow up on tasks requested from team members.
  • Motivate the team through sound people management principles.
  • Contribute to or draft guidelines were needed to ensure tasks and responsibilities are well defined and known.

Objective 2

  • Manage the Supply Chain functions at the Base

Tasks and responsibilities:

  • Facilitate a supply planning mechanism between the Programs, Finance and supply team at the base;
  • Support the Project Procurement Plans (PPP) and Supply plans process and raise alert when they are not developed and implemented in the base.
  • Cross-checks PFUs with supply plans, discuss with Program managers discrepancies.
  • Follow up on requests believed to represent a financial risk for the organization.
  • Support procurements in fields where logistics expertise is required (vehicles, rehabilitation,…), provide support has requested by supply chain manager or HoD logistics ( participate in tender committees on request, back up,…), raise an alert in case of breach of AAH kit log procedures or donors rules and regulations.
  • Carry out spot checks all across the supply chain whenever needed.
  • Supervise stock management (storage conditions, stock reports, expiry dates…) and ensure that it follows laid down procedures and; that stock release orders, stock cards, SFU and other documents and/or tools are used and systematically updated.
  • To monitor the deliveries to the departments/bases/programs.
  • Ensure the monthly stock report is done on time.
  • Carry out spot check across the warehousing process every month at least.
  • Sit-in for the supply chain manager when he is on leave

Objective 3

  • Fleet & Transport Management

Tasks and Responsibilities:

  • Organize and plan the vehicle fleet using ACF tools and update the board on a daily basis
  • Ensure staffs are taken for their meetings and appointments and picked up on time,
  • Be the requester’s focal point for DFR or movement request (inter-base or international, by road or by air)
  • Delegate to office assistant and control :
  • Air tickets’ booking from authorized travel agent to local and international destinations,
  • Pick up/ drop box and taxi bookings.
  • Update of the QTR movement plan
  • Verification of invoices from taxi companies to make sure they are in order and charged correctly.
  • Ensure base vehicles are serviced on time and that records are properly kept in appropriate fleet folders
  • Be the focal point with field base sending vehicle to Abuja for service or repair and with the workshop (ensure Job card is shared with workshop on time, that the car is tested and that documentation is up to date before travel back to the field, share appropriate information with base log for records and proper reporting in the running cost monthly report.

Objective 4

  • Equipment Management

Tasks and Responsibilities:

  • Supervise equipment management (ensure IT Officer’s management of equipment follows Kit log, IT Policy and Mission guidelines) in liaison with the mission ICT manager.
  • Ensure by proper supervision of IT Officer that all communication means are working in the mission (Internet, HF/VHF, GSM, and Thuraya) and that licenses to use them are up to date.
  • Ensure by proper supervision of IT Officer that all users have signed a temporary allocation form for all equipment that they are receiving and that small asset register at the capital is properly used by IT Officer to track equipment movements.
  • Perform regular controls to ensure the accuracy of monthly equipment lists consolidated by IT Officer.

Objective 5

  • Financial Management

Tasks and Responsibilities:

  • Support Logistic Coordinator in preparing spending plan for mission log related cost (fleet planning…)
  • Contribute with Logistic Coordinator to the development, implementation and review of the mission Country strategy
  • Contribute with Logistic Coordinator to the development and follow up of budget and proposals
  • As a senior staff member of Action Against Hunger the Logistic manager is expected to have an overall knowledge of the base projects, set ups and their budgets follow up.
  • Contribute with Logistic Coordinator to the preparation of audits.

Objective 6

  • Security and Communication Management at the Base

Tasks and Responsibilities:

  • Ensure daily communication systems (radio, phones…) is done
  • Ensure standard ACF communication procedures are respected in the capital and on the bases
  • Report any incident to the Logistics Coordinator or Operations Support Coordinator using the kit log 3 format

Position Requirements
Qualifications:

  • A Bachelor’s degree in Logistics or Business Administration or Purchasing and Supply.
  • Certification in CIPS, Supply or Logistics desirable

Skills And Experience:
Essential:

  • Minimum of 3 years’ extensive experience in logistics management, preferably in humanitarian or development work
  • High level of Integrity and Transparency
  • Excellent people management skills combined with the ability and desire to further develop staff capacity

Job Title: Complaint Response Mechanism Assistant

Objective 1

  • Support the establishment and management of the Complaint Response Mechanism for all ACF projects

Tasks and Responsibilities:

  • Support the Accountability Officer in setting up the different Complaints Response Mechanism in relevant project locations
  • Respond to inquiries from program beneficiaries
  • Refer program-specific complaints to CRM focal points
  • Ensure confidentiality of complaint data is respected
  • Ensure regular maintenance of complaints and feedback database/information system, and ensure information is shared on a regular basis
  • Support the M&E and Program teams in activity implementation, to ensure beneficiary access to CRM channels (feedback days, complaints booths, field visits…)

Objective 2

  • Handling of the toll-free lines system

Tasks and Responsibilities:

  • Address the queries of callers using setup hotline while respecting ethical and professional behavior in accordance with the ACF standard operating procedures and HAP guidelines
  • Provide accurate information related to the subject callers matter and other related ongoing activities when possible
  • Refer sensitive complaints to relevant personnel within ACF senior management team
  • Lodge all feedback, complaints, and response in the CRM database
  • Support to ensure complaints are closed within the appropriate timeframe
  • Ensure CRM database is forwarded to the CRM officer on a monthly basis and  important complaints on the toll-free line reported immediately
  • Ensure accurate recording of all the data related to the callers in the hotline database and understand Action Against Hunger programs/projects

Objective 3

  • Reporting and Referrals

Tasks and Responsibilities:

  • Submit internal, and accurate reports to the concerned programs/projects. The reports will be submitted weekly, or daily according to the urgency of the call; include monthly recommendations, if needed, to projects/programs and program managers as received.
  • Accurately refer cases internally within the departments of the ACF – with the support of the Accountability officer – following the standard operating procedures set for the referral system within the base
  • Follow-up and receive weekly feedback, and case status progress related to the internal cases referred to the programs/projects. Ensure all documents and actions taken are documented, and feedback is given back to the caller.

Position Requirements
Qualifications:

  • Bachelor Degree in Management, Social Research, Development Studies or a related field
  • At least with 1-year relevant experience in developing and maintaining accountability and learning activities.
  • Demonstrated knowledge of accountability especially feedback mechanisms concepts and international humanitarian quality standards
  • Fluency in English and local languages especially Hausa and Kanuri (both written and spoken skills)

Skills and Experience:
Essential:

  • Strong understanding of HAP, Do No Harm and other relevant global standards
  • Experience of carrying out design and implementation of accountability and complaints reporting mechanisms in Nigeria.
  • Experience of developing and/or managing complaints reporting mechanisms for cash transfer Programme
  • Ethical focused on treating complainants/ community fairly  and culturally sensitive
  • Excellent computer skills especially developing databases

Job Title: Management Information Systems Officer

Objective 1

  • Support management of beneficiaries for Action Against Hunger projects

Tasks and Responsibilities:

  • Support comprehensive data management of the program beneficiaries
  • Carry out timely programming, printing, and reprinting of beneficiary’s card
  • Timely reporting for accountability purposes of all beneficiary’s transactions
  • Ensure safe management and protection of beneficiary information and data at the base level.

Objective 2

  • Support the management of MIS technologies and platforms (Including Red Rose, PowerBI, Kobo etc…)

Tasks and Responsibilities:

  • Ensure adequate management of the programs databases and RedRose platforms at the base level
  • Carry out timely device configuration for Red Rose platforms and Bluetooth printers
  • Carry out troubleshooting of devices and find solutions where necessary to ensure timely implementation of program activities
  • Ensure routine monitoring of the Red Rose and ODK/Kobo devices and software upgrades when necessary in conjunction with the M&E Assistants/Officers
  • Ensure the timely configuration of vendor devices.
  • Direct management and safekeeping of all the programs smartphones for data capturing.
  • Supports M&E and Program Team on database management software usage when necessary
  • Support the M&E team in coding and creating new forms and questionnaires
  • Create Monthly reports via the use of infographic software.

Objective 3

  • Ensure proper and timely implementation, management and capacity building on MIS technology at the base level

Tasks and Responsibilities:

  • Take a lead in data storage, processing, retrieval and reporting to project management team and key community stakeholders in consultation with the M&E team
  • Undertake regular visits to all programs operational LGAs to support technical capacity in usage and management of MIS and its associated technology
  • Coordinate and share learning related to MIS knowledge, data collection, use of device, behaviours, and practices at base office level, and AAH at large
  • Generate MIS related reporting on trends in all-cash programs context and progress (using graphs, pie charts, bar charts, etc.) for internal and external reporting in consultation with the M&E Manager
  • Train local field staff, state government stakeholders and key community beneficiaries in how to establish and use simple MIS in coordination with the project management team
  • Build capacity of program staff through on the job training, mentoring, shadowing and technical support to ensure MIS compliance
  • Assess and support the integration of MIS in all programs to include other on-going AAH projects in Northern Nigeria.

Objective 4

  • Support formulation and integration of Geographic Information System technology and other related spatial information applications, for operational programming needs

Tasks and responsibilities:

  • Support collection of information and study trends for the preparation of maps and its documentation, as required for analysis or reporting needs
  • Support creation, organization and archiving of mapping product for ACTION AGAINST HUNGER areas of operations
  • Compile geographic data from a variety of sources including field observation, satellite imagery, and existing maps.

Objective 5

  • Represent Action Against Hunger in relevant local forums and technical working groups where necessary

Tasks and Responsibilities:

  • Where necessary represent Action Against Hunger internally in community and state-level MIS forums on issues related to the information management system, MEAL and reporting (consortia, alliances, and clusters)
  • In consultation with the M&E Manager, participate in programs based on technical discussion and sharing forums during the visit of other project stakeholders to the project sites
  • Participate in base level MIS planning, training and sharing forums as appropriate

Position Requirements / Qualifications

  • Degree in MIS, IT, Computer Science, Computer Engineering, Software Engineering, Demography or related subject, with previous experience working in humanitarian projects.
  • Minimum of three (3) years of working experience
  • Fluency in English and Hausa (both written and spoken skills).

Skills and Experience
Essential:

  • Professional, motivated, open, creative, mature, responsible, flexible and culturally sensitive
  • Excellent working knowledge of Microsoft Office programming (Access, Outlook, Excel, PowerPoint, and Word)
