Job Title: Health & Nutrition Officer

Location: Potiskum, Yobe

Objective 1

  • Implementation of Health and Nutrition activities at the facility and community level.

Tasks and Responsibilities:

  • Participate in the development of joint activity work plans with key stakeholders in the LGA and within ACF
  • Ensure that all services are fully integrated, scaled-up and implemented as per national protocols
  • Establish and foster linkage between the health facility and the community in the respective catchment areas
  • Plan and participate in the training of HF staff on IMAM and IYCF and other health packages
  • Building the capacity of the Health Facility staff and community volunteers (CVs) attached to the health facilities on CMAM, IYCF and other health interventions in the LGA
  • Support and build the capacity of HF and LGA health department in the compilation, preparation, and submission of accurate and timely Health and Nutrition reports
  • Implement, organize, follow-up and report on capacity building, training, and nutrition screening activities
  • Improve on the linkages between the beneficiaries in the CMAM, IYCF, and other Health program and the health facilities.
  • Participate in surveillance activities to monitor Health and Nutrition situation in the LGAs.
  • Provide updates to HF staff, LGA health workers and community leaders and Health & Nutrition Assistants on Health and Nutrition situation analysis in the LGA in collaboration with the DPM and surveillance specialist
  • Assess and report the drugs and other major supplies in the HF on a monthly basis and share reports with H&N Sector Manager.
  • Build the capacity of HF staff and CVs and monitor for accurate timely and quality reporting and management of stocks.

Objective 2

  • Scale-up and functionality of Care Groups (CGs)  and fathers group (FGs)at LGA level

Tasks and Responsibilities:

  • Provide monthly updates on PLW and Neighbour Women (NW) grouping at LGA level with specific details on those that newly join the groups monthly.
  • Orientation and training of community-based health promoters and H&N packages.
  • Build capacity of CHIPPS, care group facilitators and CGV leaders on Health and Nutrition packages
  • Monitor the knowledge levels of CHIPPS, Care group, and CGV leaders and close the knowledge gaps for quality results.
  • Conduct monthly reviews with CHIPPS, Care group leaders on reporting and data accuracy and completeness.
  • Ensure proper maintenance of Health and Nutrition records in HFs and community groups, verified using checklists (QIVCs) and are easily accessible
  • Conduct hands-on supervision of HWs in selected HF in the LGA for quality health and nutrition services and closing gaps in the Facility.
  • Supervise the Care group and fathers group meetings for quality discussions and dissemination of reports.
  • Conduct and monitoring the referral mechanism in Care groups and HFs.

Objective 3

  • Project Management

Tasks and Responsibilities:

  • Facilitate the implementation of Health and Nutrition activities in line with the activity timeline
  • Ensure budget utilization for H&N interventions in line with the financial forecast  and within timelines
  • Ensure compliance to logistics and finance during the planning of workshops, training, and/or meeting that requires financial advances and/or logistical procurement, etc.
  • Ensure the Health and Nutrition activity targets for care groups, CGV groups, and other core health and nutrition targets is met monthly in selected wards.
  • Monitor the project activities and output targets are achieved on a monthly basis
  • Maintain close collaboration with LGA Health and Nutrition department and political leadership on health and nutrition issues in the supported LGAs
  • Build relationships with INGOs and local NGOs for synergies in nutrition and health service delivery to avoid duplication of efforts in the targeted LGAs.

Objective 4

  • Community-based assessments, community profiling, and community-based interventions

Tasks and Responsibilities:

  • Conduct community mobilization and sensitization for public health and nutrition in targeted LGAs.
  • Share health and nutrition gaps with key leaders, community groups, and community members during ongoing meetings in community and LGA.
  • In collaboration with the DPM, develop messages to pass to the community members and other target groups according to the needs identified from the dialogues and sensitization sessions
  • Ensure case-finding and referral mechanisms are functional in HF and communities.
  • In collaboration with the DPM and HF Health workers, ensure community health and nutrition screening is functional and linked to the health facilities.
  • Document the functionality of community structures and models and share with Health and Nutrition Sector Manager for action.
  • Conduct a situational analysis of multisector issues for further actions quarterly

Objective 5

  • Information management, reporting and coordination

Tasks and Responsibilities:

  • Ensure that all training and meeting records are dully in place for all activities (attendance sheet, on-job coaching sessions, workshop/meeting reports)
  • Monthly reports submitted by 28th monthly in agreed standards
  • Submit issues log report to H&N Sector Manager with updates on specific actions taken so far and the further actions required.
  • Share success stories on system strengthening and any other Nutrition and health interventions in the LGAs.
  • Organize and lead the LGA based monthly coordination meetings and support LGA teams on health and nutrition issues including reporting and service gaps
  • Participate in the relevant cluster meetings and other related forums at districts or governorate levels as and when requested by the PM or in absence of PM.
  • Support the health facility staff in completing health and nutrition reports (beneficiary statistics, stock report, and requests among others)
  •  Support preparation of care group monthly report using the information provided by nutrition assistants and health promoters
  • Participate in writing situation reports with information on food security, WASH or security information at the community as needed and/or requested

Objective 6

  • Performance Management

Tasks and Responsibilities:

  • Communicate Action Against Hunger performance standards and expectations to team members which includes;
  • 10 minutes monthly conversation for Health and Nutrition Assistant completed, discussed and submitted by 30th monthly
  • 3 months/end of probation performance appraisal and annual/ end of contract appraisal completed, discussed, and submitted by end of month.
  • Staff development needs, capacity gaps highlighted in performance management document and key issues highlighted for Sector Manager attention

Position Requirements
Qualification:

  • Bachelor’s degree in Medicine / Public Health / Nursing/or related field
  • Certificate in project management for development will be an added advantage

Skills And Experience
Essential:

  • 3 years’ experience in primary health and nutrition
  • Good understanding of Nigeria health system structure
  • A previous role in development facilitation and supervisory level is required
  • Fluency in spoken and written English language. The Hausa language will be added advantage
  • Working knowledge of MS office

Preferred:

  • Work experience in humanitarian settings
  • Work experience with government health care system is an added advantage
  • Experience of working in partnership with or directly with the health department is preferable
  • Ability to plan and organize work independently with appropriate follow-through while paying close attention to detail and can read and abstract information from a variety of formats.
  • Ability to delegate and follow up of task among teams
  • Ability to manage a wide range of stakeholders for collaboration, coordination, and consultation

Objective 1

  • Overall supervision of water and sanitation construction activities including preparing technical designs and bills of quantities.

Tasks and Responsibilities:

  • Fully participate in and/or facilitate technical assessments.
  • To visit sites and ensure quality assurance of construction being delivered and adherence to design specifications.
  • To coordinate technical workshops in the targeted wards with surrounding/close by communities (practical organisation and liaison with the key persons).
  • To make sure that the technical activities are up to the AAH standards (WASH package).
  • To visit regularly the field activities.
  • Assist the WASH Sector Manager in the selection, design and construction of water systems, using groundwater or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • Provide technical assistance to the WASH Sector Manager to assess sanitation needs, design and implement the most appropriate form of sanitation system, in consultation with male and female beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage.
  • Consider different maintenance mechanisms, ensuring that they are appropriate to the local context and cultural norms, and that facilities are sustainable.
  • Prepare a Written Work Instruction for use on-site to bring clarity to contractor’s roles and responsibilities in each stage of the execution of construction activities
  • Continually assess emergency needs, as requested, especially taking in the broader perspective of public health.

Objective 2

  • Train and build the capacity of staffs and partners.

Tasks and Responsibilities:

  • Prepare training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders.
  • Assist the WASH Sector Manager in the development of technical guidelines and tools.
  • Assess areas for improvement and recording lessons learnt for future activities.
  • Responsible for managing WASH technical assistance and technicians.

Objective 3

  • Coordinate with internal staff and local stakeholders to ensure smooth project implementation.

Tasks and Responsibilities:

  • Liaise closely with the WASH PHP team throughout the planning, design and implementation stages of the WASH technical activities. Hygiene promotion is a vital element in such infrastructure activities, especially in cholera responses.
  • Ensure that effective communication and networking is developed and maintained through partnership and collaboration.
  • Team with local Government and sectoral stakeholders/counterparts to exchange information on WASH technical implementation status.
  • Build a database of technical support projects and share with relevant stakeholders.

Objective 4

  • To communicate & report WASH Technical Activities.

Tasks and Responsibilities:

  • To participate in base meetings.
  • Coordinating with other disciplinary teams or the on-site construction supervision personnel on technical matters.
  • To compile feasibility and other technical reports for information and guidance in AAH.
  • To submit technical report and consumption report to the WASH Sector manager (Upon request).

Position Requirements / Qualifications

  • Degree in Water Engineering, Hydrology, Civil Engineering, and other related fields; and other related fields with 2 years’ experience.

Skills and Experience
Essential:

  • Previous experience in supervising drilling and construction activities.
  • Professional, good organizational capacity, motivated, open, creative, mature, responsible, flexible and, culturally sensitive.
  • Two years relevant work experience.
  • Microsoft Office software Skills (Outlook, Excel, PowerPoint, Word).
  • Willing and able to be based and travel regularly within remote areas, where services are limited.

Job Title: WASH Sector Manager

Tasks and Responsibilities
Objective 1 – Ensure technical implementation of integrated AAH-USA WASH programs in Yobe State:

  • Ensure appropriate design, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment.
  • Implements, in the framework of projects, the mission’s WASH strategy taking into account the key internal and external documents: AAH charter, 2015 strategic framework, policies  (WASH and other AAH sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues.
  • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
  • Ensure contractual activities are completed on time, within budget and with acceptable quality.
  • Identify and monitor risks, constraints or escalating issues relating to the management of the WASH program, and inform the SPM accordingly.
  • Ensure post-implementation monitoring of AAH WASH structures.
  • Support the project manager in developing a Project implementation plan including procurement and distribution schedules of project inputs in line with project logistics/supply chain capacity.
  • Responsible for the implementation in the working sites of the safety measures/rules for both AAH teams (including daily hired) and the populations/public.

Objective 2 – To develop AAH understanding of WASH issues in Northern Nigeria:

  • Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.
  • Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions.
  • Carry out needs assessments.
  • Participate in the definition of the WASH strategy for AAH as well as identification and design of potential new intervention areas.

Objective 3 – To supervise WASH program staff at field bases:

  • Supervision of the WASH program staff; induction, follow up, evaluation, and promotion of positive team dynamics and motivation.
  • Take part actively in the recruitment and the training of WASH staff, in cooperation with the HR department.
  • Supervision of WASH technical staff carrying out activities in the project.
  • Overseeing the work of WASH program staff in order to ensure good compliance of activities within the objectives of the mission and of proposals – this includes regular visits to the field sites in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs.
  •  Identify (and where possible, provide) learning and training opportunities for WASH staff, and work as a mentor and role model for less experienced staff.
  • Establish performance management of staffs under your supervision through effective use of the Performance Management System including the establishment of clear, measurable objectives, on-going feedback, periodic reviews, and fair and unbiased evaluations.

Objective 4 – To actively participate in external coordination within the WASH sector at the state level as well as national level as required:

  • Participate in WASH Coordination meeting held at LGA and state levels.
  • Develop WASH contacts with other NGOs, agencies and technical bodies.
  • Assess the feasibility of AAH technical support and guidance to partner agencies and relevant governmental bodies, specifically the RUWASA.
  • Support capacity building of AAH WASH partners in the area of intervention.
  • Participate in emergency WASH interventions in Nigeria as required.
  • Support WASH coordination efforts outside of Yobe as required.

Objective 5 – Support the project manager in developing proper Monitoring, Evaluation, and Reporting of projects:

  • Reporting on attended meetings or training to share with program managers, coordination team as necessary.
  • Participate and support the project manager actively in developing M&E and indicator tracking plans for all grants, developing additional M&E tools as necessary to monitor project progress, with support of the M&E team.
  • Contribute to appropriate, timely, and accurate data collection against agreed indicators to enable both internal and external reporting.
  • Contribute to project monitoring/learning feeds into alterations into the project design.
  • Work with the M&E team to identify and incorporate project suitable accountability mechanisms.
  • Monitor program progress against both programmatic and budgetary targets, making adjustments to project design as necessary.
  • Support the project manager to establish appropriate checks and controls to ensure the quality of WASH construction works.
  • Prepare timely and high-quality project reports on project activities in compliance with internal AAH requirements.

Objective 6 – Contribute to the mission’s capitalization and to AAH communication:

  • Ensure the compilation on a soft drive of all essential documents related to his/her project (s) and transmits them to the WASH PM and WASH Coordinator who will ensure that technically validated documents are further disseminated.
  • Contribute to the definition and implementation of capitalization/technical research topics.
  • Contribute to the setup of the AAH WASH database in the base.
  • Write and submit a handover report when his/ her employment is overusing the AAH format.

Position Requirements
Qualifications:

  • Engineering, Technology or Public Health Degree (Bachelor level or equivalent/higher) in a field related to Water, Sanitation and Hygiene (Civil/Building/Geology/Public health).
  • Additional training courses specific to WASH in development contexts (and/or Program Management professional certifications, strongly preferred.

Skills and Experience:
Essential:

  • Minimum 4 years of relevant working experience, in WASH management/supervisory capacity.
  • Strong computer literacy, organizational and planning skills, report writing, budget oversight.
  • Commitment to upholding AAH’s values, excellent interpersonal and communication skills.

Preferred:

  • Experience in the INGO / NGO and humanitarian context.
  •  Experience managing a team of staff.
