The MENTOR Initiative is a UK registered charitable, not-for-profit, non-governmental organization working globally torelieve human suffering from tropical diseases. With support from BHA, UNF and PUI, The MENTOR Initiative is implementing Emergency Control of Malaria amongst high malaria areas in Borno state. The MENTOR Initiative works in close partnership with the MoH in Nigeria to build technical capacity and effective planning and responses to malaria and other VBDs.

We are recruiting to fill the position below:

Job Title: Field Senior Prevention Officer

Locations: Maiduguri, Monguno and Jere – Borno
Reporting to: Prevention Coordinator

Overall Job Purpose

  • To assist the NGO functioning in all prevention and VBD controlActivities

Expected Key Results:

  • Provide support to the Prevention Coordinator for the achievement of the following results:
  • Training and capacity-building of Indoor Residual Spray (IRS) and Survey teams to implement impactful and successful VBD Campaigns
  • To provide timely and regular updates on progress of IRS Campaigns, IEC and entomological activities in all target areas inBorno state
  • Proper documentation of various project activities including timely reporting and dissemination
  • Maintaining fruitful coordination between The MENTOR Initiative and important stakeholders in the project areas

Key Tasks and Responsibilities

  • To manage rapid assessment visits to the sites selected for the IRS Campaign, and manage other planning activities.
  • To train teams on and conduct population sampling and surveys as required.
  • To maintain records of all IRS equipment and insecticide in the MENTOR office and prepositioning at target sites.
  • To keep relevant ministries and stakeholders informed about the IRS Campaign and other activities and ensure that relevant documents are signed by The MENTOR Initiative and Community Focal Persons.
  • To monitor IRS Campaign activities using MENTOR M&E check-list and data tools and compiling results.
  • To organize, assist, and facilitate trainings of IRS teams and any VBD trainings and to ensure that the Prevention Officers are able to undertake quality trainings to IRS teams or VBD teams.
  • To organize the development of standard IEC materials and also to organize and facilitate trainings for community Mobilizers on proper IEC/BCC.
  • To help support the Prevention Coordinator/Log Coordinator and Filed Manager in supply of disinfection kits to the partners and arrangement of surveyors for monitoring of kits in the health facilities in Maiduguri.
  • To ensure the accurately compilation of daily program data received from the Prevention officers, submit it to Prevention Coordinator and or Field Manager on timely basis.
  • To build strong relation with MoH, all relevant partner organizations and community stakeholders.
  • In coordination with the logistician, to ensure that all IRS and entomological equipment and materials are maintained and stored under good conditions.
  • With close liaison with Prevention Coordinator and Field Manager fully participate in the quarterly and final reports writing in reference to the expected indicators of the prevention activities log-frames.
  • To provide timely prevention monthly work-plan that shall be evaluated with the corresponding activities at the end of the relevant month.
  • Any other related tasks assigned by the line manager or the Country Director.

Requirements

  • B.Sc. degree in Medical Sciences preferably in Entomology or Vector Control Management or Public Health
  • 2 to 3 years of Previous NGO and/or work experience related to health at community level
  • Able to work as part of an established team with excellent communication skills, team builder, flexible, adaptable

Job Title: Data Operator

Locations: (Maiduguri, Monguno and Jere) Borno
Reporting to: Senior Prevention Officer

Overall Job Purpose

  • To assist the NGO functioning in all prevention and VBD control Activities.

Expected Key Results:

  • Provide support to the Senior Prevention Officer for the achievement of the following results:
  • Training and capacity-building of M&E and Survey teams to implement impactful and successful VBD Campaigns.
  • To cross check all the field activities data with the prevention team and ensure the accurate data is computerized and to properly file all the hard copies of the program data
  • Proper documentation of various project activities including timely reporting and dissemination.
  • Maintaining fruitful coordination between The MENTOR Initiative and important stakeholders in the project areas

Key Tasks and Responsibilities

  • Timely collection of all the program data from the prevention team on daily basis and to properly cross check tor accuracy and to ensure that the accurate data is computerized.
  • Support the Field Manage and Senior Prevention Officer in preparation and print out the various data monitoring tools- IRS and entomological activities collection tools.
  • Organize data collection of all project related data (all aspects of projects, including operational research).
  • Participate in data collection from the field.
  • In close coordination with the Prevention Officers and Field Manager verify quality of the data in terms of accuracy and key information capturing.
  • Organize all data files (soft and hard) in an organized and understandable manner.
  • Ensure completeness and timeliness of databases for all activities assigned.
  • In coordination with the prevention team conduct routine data verification and cleaning of data sets.
  • Ensure all data are managed with confidentiality and make sure all data within domain remain protected.
  • Participate in database and procedure design.
  • Conduct field visits for matters that need onsite field data verification.
  • Timely provision of data for internal and external reports.

Job Title: Field Logistic Officer

Locations: Maiduguri, Monguno and Jere – Borno
Reporting to: Logistics Coordinator (or Field Asst LogCo)

Overall Job Purpose

  • To assist the NGO functioning in operational aspects of activities

Expected Key Results:

  • Provide support to the LogCo (or Asst LogCo) for the achievement of the following results:
  • To implement logistics activities according to Mentor/ donor guides – especially in procurement and technical fields
  • To provide timely and regular updates to the LogCo (or Asst LogCo) on logistics activities
  • Proper documentation of various project activities including timely reporting and dissemination
  • To liaise with suppliers and service providers
  • Supervise technical work when required – eg repair to properties – and guards/ cleaners in Mentor-rented premises

Key Tasks and Responsibilities

  • Implement/maintain MENTOR-Initiative standard practices in logistics procedures.
  • Procure goods and services on behalf of the MENTOR-Initiative following MENTOR-Initiative Procurement Procedures and keeping documentation to compliance with donor audit requirements, and provide advice to Logistics Coordinator on negotiation of contracts required by the MENTOR-Initiative for goods and services.
  • Provide standard weekly, or as required, logistics data (eg stock tracking, asset lists, procurement tracking) to LogCo (or Asst LogCo)..
  • Plan and organise the MENTOR-Initiative transportation and distribution requirements, and assist LogCo (or Asst LogCo) in planning best use of vehicles, repairs, vehicle tracking and fuelling.
  • Plan, organise and maintain any stores/warehouses containing MENTOR-Initiative stock to MENTOR-Initiative standards, providing timely stock reports to LogCo (or Asst LogCo) and security to stores to keep losses to minimum.
  • Organise the transportation and other commodities for incoming/outgoing goods to ensure the timely reception and delivery.
  • Provide timely advice and technical support on logistics issues to other functions within the MENTOR-Initiative.
  • Support, train and develop other staff in Logistics best practices as directed by the LogCo (or Asst LogCo).
  • Liaise with international, government and non-government agencies and collaborate with them as appropriate.

  • To organize, assist, and facilitate 3-4 days trainings of IRS workers, and to ensure that the spray teams are able to conduct quality spray campaigns according to the WHO recommended procedures.
  • In coordination with the logistician, to ensure that all IRS and entomological equipment and materials are maintained and stored under good conditions.
  • To help in the development of standard IEC materials and also to organize and facilitate trainings for community Mobilizers on proper IEC/BCC.
  • To provide timely prevention monthly work-plan that shall be evaluated with the corresponding activities at the end of the relevant month.

Job Title: Finance and Administration Officer

Location: (Maiduguri and Monguno) Borno
Reporting to: Finance and Administration Coordinator

Overall Job Purpose

  • To assist the Finance and Administration Coordinator.

Key Tasks and Responsibilities / Expected Key Results
Administrative & HR Tasks:

  • Apply / Follow up & renewal of International staff Visa, work permit, registrations.
  • Update the HR folder for each staff and follow up and filling of staff contracts, renewals, leaves, overtime…etc. on a monthly basis
  • Establish service or casual contracts in collaboration with the logistic department
  • Help with the recruitment process for the national staff (advertisement, keep track of CVs, organize tests for candidates, organize interviews and timeframe, publication of the selected candidates, etc.)
  • Advise and give recommendations to the field base in term of national recruitment
  • Assist national staff to comply with MENTOR contracts, Staff Regulations, and Penalty Code
  • Respect and comply to labour laws of Nigeria and liaise with relevant authorities when necessary
  • Ensure that all staff have access to MENTOR guidelines regarding their employment
  • Ensure that staff has valid ID cards and business cards when necessary.
  • Help the Finance Coordinator and/or the CD to update the internal rules and regulations when necessary
  • Support the finance coordinator in follow up of contracts and MoUs renewals and track update table for deadlines of payments and contracts renewals. File all contracts and MoUs corresponding.
  • Help in writing official letters, bank request letter, drafting work contract etc.
  • Responsible for all MENTOR Nigeria correspondences and keep record of them with tracking numbers
  • Ensure contractual framework for relations with the various stakeholders of the base (suppliers, craftsmen …).
  • Supervise the work of office cleaner to ensure their tasks are completed properly, and plan performance evaluations on a quarterly basis.

Financial Tasks:

  • Ensure that all standardised MENTOR finance procedures are understood and respected by all MENTOR members.
  • Ensure communication with Finance & Administration Coordinator and the Country Director of accounting documents and weekly and monthly reports (cash counts, accountability / SAGA).
  • Field visits to support and replace finance staff in the field when needed
  • Follow all procedures of the NGO in relation to finance and be consistent with the logistic department
  • Check and arrange paper work from the field basis
  • Maintain a daily management of the cash accounts in Maiduguri/Monguno offices and inform the Field Manager Finance Coordinator or CD about the cash flow for the week ahead as well as weekly plan expenditures.
  • Ensure the weekly reporting of expenses :Proceed to a weekly cash count of the cash boxes in USD and SSP with the FinCo or CD in order to ensure that the balances are corrects.
  • Close all the Maiduguri/Monguno cash books every end of month
  • Prepare monthly payroll for all local staff in the mission and prepare the payments after approbation from the FinCo, CD or Grant Manager, and prepare the taxes payments.
  • Ensure all cash payments and other payments and paperwork correspond and follow The MENTOR Initiative’s procedures and protocols (procurement and authorizations requests, Advances request, etc…)
  • Ensure that all advances are liquidated at the end of each month if possible
  • Follow all procedures of the NGO in relation to finance and be consistent with the logistic department
  • Arrange for  monthly shipment of the accounting documents to headquarter in time (DHL)
  • Help in planning for future expenditures of the current month and project costs for future months
  • Other activities will be determined by the Finance & Administration Coordinator and Country Director.

Other:

  • Participate to the Administration and Human resources meetings and working group when requested
  • Write a weekly report on activities past and future when requested.

Requirements
Essential Requirements are:

  • Candidates from Maiduguri, Jere and Monguno indigenous areas
  • Fluent written and spoken English
  • Good organizational skills, honest
  • Computer skills; including Window programs, especially Excel
  • Ability to work under stressful conditions
  • Knowledge of finance management.

Desirable Requirements are:

Job Title: Field Security and Liaisons Manager

Locations: Maiduguri, Monguno and Jere – Borno
Reporting to: Prevention, Finance and Logistics Coordinators

Overall Job Purpose

  • To assist the NGO functioning in all prevention and VBD control Activities.

Expected Key Results
Provide support to the Senior Prevention Officer for the achievement of the following results:

  • Maintaining fruitful coordination between The MENTOR Initiative and important stakeholders in the project areas
  • Support in training and capacity-building of the prevention team to implement impactful and successful VBD Campaigns.
  • Manage the security and coordinate with relevant authorities, agencies to ensure the safety of the METOR staff and equipment.
  • Proper documentation of various project activities including timely reporting and dissemination.

Key Tasks and Responsibilities

  • Regular liaison with the MENTOR Senior Management Team (SMT) and the relevant key stakeholders; ministries, partners and community members for the effective implementation of all the planned prevention activities in Maiduguri and Monguno.
  • Responsible for the overall security management in the field locations
  • Provide regular security updates of the target locations to SMT.
  • Regular liaison with the security personals UNDSS, INSO and partner organizations during the program implementation.
  • In close coordination with the Prevention Coordinator/CD for the proper planning of all the planned activities especially in Monguno IDPs camps and adjacent host communities.
  • In close coordination with the Log Coordinator for the transportation and proper, safe and secure storage of the prevention items in Monguno.
  • In close coordination with the Finance Coordinator and Officer for the finance related tasks especially in Monguno.
  • Prepare and print out the various data monitoring tools- IRS and entomological activities collection tools and organize data collection of all project related data (all aspects of projects, including operational research) after verification quality of the data in terms of accuracy and key information capturing.
  • Organize all data files (soft and hard) in an organized and understandable manner and ensure completeness and timeliness of databases for all activities assigned.
  • In close coordination with the prevention team facilitate and participate in the IRS, IEC/BCC, VBD trainings and regular field mentoring; for instance, IRS/VBDs prevention activities, entomological and IEC/BCC activities.
  • Close liaison with the partner organizations for the planning and handover of the disinfection kits for the health facilities and maintain proper record and arrange the surveyors for the monitoring of the distributed kits in the HFs in Maiduguri and Jerry.
  • While coordinating with the Senior Prevention Officer and Prevention Officers ensure Field Supervisors respect a timely submission, collection and delivery of the data forms.
  • Timely provision of data for internal and external reports.
  • Where necessary track down the level of output and outcome progress against the project’s log frame and timeline and advise the Field Senior Officer or Prevention Coordinator accordingly.
  • Other activities/duties as agreed upon by the SMT.
