Senior WASH Officer, Software at Norwegian Church Aid (NCA)

Norwegian Church Aid (‘NCA’) is a member of the ACT Alliance and works with people and local actors, especially Faith-based actors in many countries where it works in their struggle to eradicate poverty and injustices. We provide humanitarian assistance in disasters and work for long-term development in local communities and societies. In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders.

NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria. NCA has its core competencies in Gender Based Violence and Water Sanitation and Hygiene. NCA has its strengths in works and invest in local partners ensures building their capacities are built from the onset of response, in order to enable them to have the capacity to respond in a long-term intervention including recovery and development.

We are recruiting to fill the position of:

Job Title: Senior WASH Officer, Software

Location: Pulka, Borno with some possible travels in other project locations and Maiduguri
Geographical Area of Responsibility: Monguno, Pulka and Dikwa, Borno State, Nigera
Category and Level: Category IV
Reporting to: WASH PM
Time Frame: 4 Months with possibility of extension

Brief Description of the Position

  • The WaSH Senior Officer-Software is responsible for the implementation of all software activities in the whole area of responsibility.
  • S/he coordinates and oversees the contractors, partners, provides updates to the  WaSH PM, ensures timely and effective implementation of activities, including identification of financial, logistics and security needs in the deep field and sharing with his/her supervisor.

Specific Objectives
Specific Objectives of mission (objectives, scope and deliverables) Max 7 or less.

Objective 1:

  • Ensure the timely and effective implementation of activities under his/her supervision in the specific deep-field locations (daily coordination of software activities, BoQs, procurement requests, financial requests).

Objective 2:

  • Manage partner implementation and teams of contractors (coordination and implementation of daily tasks, support of performance review by the Senior WaSH Officer-software, participation on field staff meetings) and ensure the teams are understand and use all relevant NCA protocols.

Objective 3:

  • Support with MEAL to effectively monitoring and reporting of the activities and expected results (relevant data collection and documentation, internal activity reporting).

Objective 4:

  • Support the PM in coordination between deep field locations and main office in Maiduguri (including regular communication with the supervisor).

Objective 5:

  • If requested, represent NCA in relevant coordination mechanisms in the deep-field locations.

Roles and Responsibilities (Specific Tasks, Coordination Etc.)
Related to Objective 1:

  • Based on project documentation, develop and submit to the supervisor the monthly activity planning in coordination with contractor’s teams from the specific deep-field location;
  • Develop and submit to the supervisor the monthly staff movement planning and coordinate respective staff movement requests;
  • Provide his/her supervisor with regular updates on procurement needs and supporting documents for the request to the Logistics Department;
  • Develop and submit advance requests related to the activities in the specific location, and ensure timely clearance of advances;
  • Monitor the security situation and report any security or safety-issues to the Security Department.
  • Coordinate designs training modules for local leaders and contributes to the improvement of the existing ones ;
  • Ensure that water and sanitation activities are implemented in a timely and professional manner and in line with the needs of beneficiaries
  • Maintain a close link and collaborate with implementations partners and other sectors in particular area.
  • Ensure hierarchical management of the project staff at the level of its area.
  • Implement the portfolio of project activities  in accordance with the action plan and the logical framework
  • Monitoring project implementation and progress (NCA and partners)
  • Ensure compliance with NCA policies, manuals, directives
  • Ensure that projects target beneficiaries with the greatest needs and propose efficient ways of delivering assistance.
  • Encourage and promote technical improvement of partners
  • Prepare monthly progress reports and other technical documents or tools
  • Contributes to capacity building of project staff(both NCA and partners)
  • Develop, according to the supervisor’s instructions, the necessary tools for the WASH programme (drawing, specifications, technical specifications, service contract, supply and use of construction materials, etc.).
  • Provide regular reports as required in the required frequency and format, document the results and maintain detailed records
  • Responsible for managing the performance of the staff under his/her supervision.
  • Establishes, monitors and evaluates the weekly and monthly planning of the team’s activities;
  • Manages the supervision of all software activities related to water, sanitation and sanitation.
  • Ensure that all water and sanitation works are in line with national and local recommendations.
  • At the supervisor’s request, participates in any cross-sectoral assessment process, including analysis and planning
  • Directly support staff and partners to manage the day-to-day hygiene promotion activities in the field

Related to Objective 2:

  • Ensure the daily supervision of activities, partners, assess regularly the quality of their work by ensuring their suitability with NCA technical prescriptions.
  • Help team members to identify their needs in capacity building and share with the supervisor;
  • Train the beneficiaries (community structures) on the O&M of WaSH facilities and Hygiene Promotion/Behavior change.
  • Ensure the contractor’s teams and partners act in line with NCA internal policies, more specifically CoC;
  • Trains and supports team members, providers and local and technical partners.
  • Ensuring the operationalization and monitoring of the partner’s activities
  • In collaboration with its supervisor, participates actively in the recruitment process of team members.
  • Provide regular reports as required in the required frequency and format, document the results and maintain detailed records
  • Reports on difficulties, lessons learned and any other obstacles that may impinge on the implementation of the activities.

Related to Objective 3:

  • Participates in the implementation of needs identification tools and project monitoring and evaluation tools.
  • Designs training modules for local leaders and contributes to the improvement of the existing ones ;
  • Participate on relevant evaluations and needs assessments;
  • Understand and use the M&E Framework to collect relevant information on project implementation;
  • Ensure that programme activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming
  • Contributes to the operational planning of project activities ;
  • Establishes, monitors and evaluates the weekly and monthly planning of the team’s activities
  • Make monthly forecasts of related expenses following the established model and follow up on them.
  • Ensure regular data collection and transfer supporting documentation about implemented activities and results to the WASH PM;
  • Submit progress reports on a weekly basis;
  • Contribute to timely and quality monthly reports;
  • Controls the quality of the WASH constructed infrastructure and the proper execution of the WASH works, including the rehabilitation and construction of boreholes, the construction of latrines, the construction of emergency shelters, etc.
  • Participate in the implementation of the monitoring plan of activities delegated by the supervisor,
  • With the support of the supervisor, conducts technical assessments and surveys of new water sources and sanitation facilities (latrines, showers, etc)
  • Communicate actively with partners and beneficiaries, support field level CRM.

Related to Objective 4:

  • Plan weekly spending on activities and regularly inform the Supervisor;
  • Make monthly forecasts of related expenses following the established model and follow up on them.
  • Understand and follow NCA internal procedures (e.g. HR, procurement, finance and security);

Respect the Security Protocols:

  • Where applicable: regularly update the Security Department on the security situation in the respective deep-field location and contribute actively to NCA’s “duty of care”;
  • Monitor gaps and humanitarian needs of targeted population and update the Supervisor regularly;
  • If requested, contribute to preparation and designing of project proposal for different donors in line with the management’s strategy.
  • Maintain a system of reasonable control over the materials and tools used, while mentioning the quality of the material obtained.
  • Ensure coordination, support and capacity building to the project implementing partner (local)
  • Ensure that standards are known and applied during the implementation of WASH projects in the field.
  • Organize all solicitations for the implementation of the operational project and programme activities of the integrated team.
  • Ensures that all project documents are archived.
  • Promotes synergy with NCA’s other core competencies in order to develop integrated approaches for a holistic response to the needs of the beneficiary populations

Related to Objective 5:

  • Ensure NCA’s representation and visibility in relevant deep-field location coordination structures;
  • Ensure NCA’s role as an active humanitarian actor.
  • Reports on difficulties, lessons learned and any other obstacles that may impinge on the implementation of the activities.
  • Ensure that programme activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming
  • Ensure good coordination with partners and actors in the WASH sector:  WASH Cluster and WASH Technical Group; local authorities, United Nations organizations; local implementation partner etc.
  • Ensure that basic humanitarian standards are integrated into the project plan and activities, in particular regarding community participation; gender and the integration of GBV measures and strategies and the feedback mechanism.
  • Represent the office in the meetings/workshops of the WASH working groups (WASH, Wash-in-Nut, Wash-in-School etc.).
  • Undertake any other task related to the WASH as necessary
  • Cross Cutting Issues (Gender, Protection, Environment & Other)
  • The Senior WaSH Officer software ensures the centrality of protection, GBV mainstreaming and respect of CHS and AAP standards in all activities his/her project location.

Responsibilities
As such, S/He is Responsible:

  • For respecting and integration of CHS and for inclusion of all vulnerable groups in every stage of Project Cycle Management (PCM);
  • That all data in assessments, plans and reports are gender and age disaggregated
  • For support to initiatives related to the establishment of gender, age and diversity sensitive Complaint Response Mechanism;
  • Implementation of ACT Alliance Code of Conduct.

  • The success of the senior WaSH Officer’s activities will depend very much on her ability to:
    • Successfully coordinates a team on a daily basis;
    • Supports his/her supervisor to proactively seek solutions in a challenging context;
    • Maintain high standards and quality of work;
    • Work under pressure and with a tight deadline.

Reporting:

  • The Senior WaSH Officer reports to the PM, or to the person with this responsibility.
  • S/he provides regular status reports from own area of responsibilities as per NCA Nigeria internal procedures.
