Purpose of Job

  • To assist the Senior Technical Cooperations and Resource Mobilization Officer to promote, coordinate and oversee the relations of APRM with Partners and to undertake and oversee the resource mobilization efforts of APRM.

Main Functions

  • Assists in the following up on the activities of the division, including monitoring and evaluating progress made in line with a predefined strategic plan.
  • Suggests new and expand on existing policy areas for planned research.
  • Contributes to conducting analysis and generate accurate reports in a timely manner for the respective Unit/Division and APRM’s internal use.
  • Assists in setting the overall research direction of a relevant policy area.
  • Responsible for the delegation and execution of defined research areas.
  • Participates in the organisation of relevant meetings, congresses and conferences with stakeholders.
  • Engages with relevant mid-level stakeholders and develop working relationships. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets.
  • Assists in drafting reports and participate in the preparation of budget and work programmes related to the functioning of the Unit/Division
  • Provides technical support to internal and external stakeholders

Specific Responsibilities

  • Provide Strategic Support to the Head of Partnerships in the delivery of resource mobilization efforts as well as APRM Cooperation efforts;
  • Develop Funder/Donor Strategy for APRM
  • Conduct Research on behalf of APRM to identify funding opportunities – research on the priorities, strategies and focus areas of potential Development Partners including the private sector;
  • Report and update the APRM on the work of the External partners.
  • Develop comprehensive partner proposals on behalf of APRM
  • Participate and negotiate terms of the funding agreements with Partners
  • Coordinate, prepare and draft regular progress reports for partner funded projects
  • Convene internal meetings of project coordinators to monitor and evaluate progress of partner funded projects
  • Prepare presentations to Funders and external partners
  • Draft correspondence as necessary
  • Maintain relationships, identify areas of cooperation with Partners, negotiations with Partners and potential funders, report back to Partners.
  • Expand and maintain a Community of Partners with External Partners.
  • Draft Reports and submit timely reports to Partners

Academic Requirements and Relevant Experience

  • A Bachelor’s Degree in International Relations, International law, Economics, Business Administration, Social Sciences, or other relevant fields with at least 5 years of progressive experience and applied knowledge in policy design and implementation in the areas of international relations, cooperation and resource mobilization out of which two (2) must be at expert level

OR

  • A Master’s Degree in International Relations, International law, Economics, Business Administration, Social Sciences, or other relevant fields with at least 2 years of progressive experience and applied knowledge in policy design and implementation in the areas of international relations, cooperation and resource mobilization out of which two (2) must be expert level
  • Work experience in Partnerships and Resource Mobilization in national, regional or international organizations will be an added advantage.
  • Must have good knowledge of the African Union and its strategic cooperation and resource mobilization strategy.
  • Must have proven track record of outstanding report writing and oral communication abilities.

Languages:

  • Proficiency in one of the AU working languages (Arabic, English, French, Portuguese, and Spanish) and fluency in another AU language is an added advantage

Tenure of Appointment

  • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Remuneration
Indicative basic salary of US$ 31,073.00 (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (57% of basic salary), a Housing allowance of US$ 21,832.68 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
