Reform Officer – Transparency and Accessibility to Information (EODB) at the Edo State Investment Promotion Office (ESIPO)

The Edo State Investment Promotion Office (ESIPO) is an agency of the Edo State Government established in January 2018, which promotes investment opportunities within the geographical area of Edo State and also serves as a one-stop-shop for both domestic and foreign investors actively seeking investments to the state and provides aftercare and business expansion services to investors. The agency facilitates stakeholders’ engagement to improve the business environment while supporting and strengthening micro, small and medium enterprises (MSMEs) to be investor-ready.

To achieve its objectives, the office works closely with other Government Ministries, Departments and Agencies (MDAs), Private Sector, Development Finance Institutions (DFIs), Multi-Donor Agencies, Embassies and Foreign Missions, Trade Associations, and Non-Governmental Organizations (NGOs). The Office is also responsible for the domestication of the Ease of Doing Business in the state.

Responsibilities and Tasks
Responsibilities

  • Reform Officer – Transparency and Accessibility to Information (EODB) will work under the supervision of the Team Lead (EODB).

Tasks
The specific tasks for the Reform Officer – Transparency and Accessibility to Information (EODB) will be as follows:

  • Disseminate EoDB/SABER indicators to implementing MDAs to enable them implement reforms.
  • Support implementing MDAS to carry out activities in the work plan designed by the EoDB Secretariat to ensure the state meets its Ease of Doing Business goals and objectives.
  • Understand EODB/SABER indicators and deliverables including implementing MDAs associated with each indicator or result area.
  • Participate in activities such as meetings, training workshops, and policy dialogues on business environment reforms on behalf of the state.
  • Maintain a good relationship between liaison officers and implementing MDAs rendering the required technical support they need for EoDB activities.
  • Assist liaison officers to collate relevant information required by the EoDB Secretariat from MDAs associated with reform indicators.
  • Serve as part of EoDB coordinating team to implement EODB metrics and plan with relevant MDAs to reduce processes for efficient delivery of services to the local businesses.
  • Cooperate with EoDB team lead to achieve deliverables and create effective communication channels to disseminate information amongst MDAS.
  • Facilitate engagements with the state legislative body on EODB laws and regulations.
  • Facilitate engagements with private sector associations and investors on business constraints and regulatory issues.
  • Support ESIPO activities in the implementation of MSME Development Packages.
  • Ensure prompt and accurate publication of information on reform and regulatory changes between government agencies and the private sector.
  • Report on weekly activities to the team lead of the EODB Secretariat and contribute to the development of monthly reports to be presented before the EODB Council by the team lead.
  • Ensure the implementation of ESIPO’s mandate

Required Qualifications, Competences, and Experience
Formal Education:

  • Bachelor’s Degree or equivalent professional experience required in Social Sciences, Political Science and/or Law, or related field;

Professional Experience:

  • 5 years of relevant post-qualification work experience. Relevant experience includes regulatory and legal reforms in government systems/ institutions, government/ business process reengineering, conducting surveys on regulatory reforms.
