We are recruiting to fill the following positions below:

1.) Project Coordinator, Support

Main Purpose

  • Providing support to the Project Coordinator in the security management and the coordination tasks, ensuring a smooth relationship with local and national authorities and contributing to the context analysis and follow up according to MSF protocols, standard and procedures in order to ensure smooth and efficient running of the project.

Job Description

 

  • Represent MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging.
  • Assisting in safeguarding and promoting MSF’s image externally.
  • Assisting in exploratory missions and assessments as needed and participating in the development of security plans.
  • Assisting the Project Coordinator in internal and external communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities, community leader, military actors, security forces) in order to improve awareness, understanding of MSF principles and services and public opinion adhesion.
  • Monitoring, analyzing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision-making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments.
  • Translating and reviewing documents and acting as an interpreter when needed.
  • Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN  agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
  • Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment.
  • Write meeting minutes and contribute to the meeting logbook.
  • Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis.
  • Organizing advocacy contacts and appointments for the Project Coordinator.
  • Ensuring regular security briefings / trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.

Requirements
Education Desirable:

  • Bachelors Degree or its equivalent preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.).

Experience Essential:

  • Minimum of 2 years of cognate MSF or INGO experience.
  • Essential: Experience in and exposure to working in a complicated security, political and
  • humanitarian environment.

Language:

  • Mission language essential.

Knowledge:
Essential:

  • Computer literacy (Word, Excel and Internet), data collection, reporting and analysis skills, high level of knowledge of local culture, customs and traditions.

2.) Logistics Coordinator Assistant

Main Purpose

  • Assisting the Logistics Coordinator in specific activities and assuming some delegated tasks, according to his/her instructions and MSF standards and protocols, in order to ensure proper logistics management in the capital and providing support to logistic activities in the projects

Accountabilities

  • Planning and supervising the logistics within the coordination base (repairs, equipment maintenance, stock management, cleanliness…), in order to ensure the best operational working conditions in the capital.
  • Supporting the Logistics Coordinator and/or the Mission Supply Chain Manager in organizing the ordering and transport of goods to the different projects, in order to comply with their needs in terms of quality and timelines
  • Assisting the Logistics Coordinator with the checkup and supervision of the proper functioning of the computers and other communication and IT equipment, in order to ensure a continuous and appropriate flow of information and communication.
  • Ensuring repair and maintenance of generators and power back-up systems as well as cold chain equipment, water pumps and other technical equipment used or stocked in capital and informing the Logistic Coordinator in case of any further needs concerning technical equipment, in order to have everything running adequately
  • Organizing and supervising the fleet of vehicles in the coordination base (driver’s schedules, vehicles mainte-nance, vehicles registration and insurance, fuel consumptions, etc.), in order to ensure coping with the trans-portation and movement needs.
  • Supporting the LogCo in the planning and ensuring an appropriate emergency preparedness and response capacity (stocks, contacts, transport means, staff training), and participating in any emergency activity or ex-ploratory visit, in order to ensure giving appropriate assistance to the population.
  • Informing the Logistics Coordinator in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will ease decision-making

Requirements
Educational Qualification:

  • Degree in Logistics, Business Administration or related field preferred

Experience:

  • Essential two years of previous experience in similar jobs
  • Desirable with MSF or other INGOs, in developing countries

Languages:

  • Mission language essential. Local language desirable

3.) Project Coordinator Assistant

Main Objective and Responsibility of the Position

  • Provide support to the Project Coordinator in the administrative part of coordination tasks, ensuring a smooth relationship with local and national authorities, contributing to the context analysis and follow-up, and providing translations and interpreting in order to ensure the smooth running of the project.

Accountabilities

  • Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analysing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.
  • File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc.) in order to ensure information sources accuracy and its availability on regular basis.
  • Ensures the continuity of relations with local actors and keeps updated the list of contacts.
  • Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
  • Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.
  • Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.

MSF Section/Context Specific Accountabilities

  • MSF, as a medical organization, will work on mainly primary health care (malnutrition and Integrated community care management). As the project is relocating to this new area, the activities will evolve. The project coordinator will need to be flexible in terms of activities and in the geographical area of work.
  • He provides support analyzing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision – making processes is provided
  • The PC assistant does oral and/ or written translation when needed and provide cultural / local information when needed.
  • The PC assistant develops and maintains the stakeholder’s network together with the Project coordinator in order for MSF to have the necessary contacts to insure the activities.
  • The PC assistant follow the news and the different context update and inform the PC.
  • Conduct cultural briefings on the project context to new employees.

4.) Finance and Accountancy Manager

Job Location: Abuja (FCT)
Contract: Fixed term contract and Working hours according to Nigerian law

Accountabilities / Responsibilities
Non-exhaustive list:

  • Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.
  • Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission’s accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them.
  • Coordinating and supervising the conduct of local audits in the coordination relating to accounting, tax, labour, stock and asset management.
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people’s capabilities.
  • Being responsible for the financial management of donor contracts close Finance Coordinator support e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stake-holders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes).
  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system.
  • When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).
  • When required, ask to do some field gaps filling.
  • Being responsible of mission accountancy binders archiving but also tax payments specific archiving and contracts (lease, services, products) one

Required Skills and Conditions

  • Education: Essential University Degree, solid training & skill in Accounting, Finance, or Business Administration.
  • Experience: Minimum of 2 years of in relevant jobs. Professional solid experience and qualification. Desirable to have experience with MSF or other NGOs.
  • Languages: English (speaking and written) required, additional local languages desirable.
  • Computer Literacy: Excel and Word required. Proven ability to learn finance & HR systems.

Remuneration

  • According to the MSF salary scale and 13th month allowance equivalent to 1 month of gross salary.

5.) Purchasing Clerk

Main Objective and Responsibility of the Position

  • Carrying out purchases of a supply office according to MSF standards and protocols in order to ensure an ongoing supply of all sorts of goods

Accountabilities

  • Carrying out the purchases of a supply office on the basis of purchase documents issued by the line manager and managing the administrative and accounting procedures related to purchasing.
  • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing procedure. Below an agreed threshold, directly assessing the local market, seeks products and suppliers that offer the best value for money, and negotiates prices.
  • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), advances issued by the Finance Department etc. Updating information on purchase lists after purchases are made
  • Assisting in reception control process with the storekeeper and supply activity supervisor
  • Placing purchase orders to pre-selected suppliers with whom prices have been agreed.
  • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval.
  • Regularly updating the supplier-item-price data on the supply office. Informing the Logistics or Supply Supervisor and Log Co/ Logistics Manager of all information or modifications to the “item-supplier” data: price, address, items available.

  • Processing all orders and requests and communicating regularly on their status with the initial clients: order received, approval stage, confirmation, backorder, lead times, and reporting problems to line manager

  • Performing the day to day purchases for Zamfara Project under the supervision and guidance of the respective supervisor, supply manager/ supply activity officer.
