Background

  • The Corporate IT Services department (TCIS)will roll out and integrate Cloud based SPLUNK IT Service Intelligence as an ITOA (IT Operations and Analytics) Solution and is seeking an ITOA specialist to administer, provide technical expertise to the Bank.
  • Taking the solution from integration to adoption and support to the infrastructure and services management.The selected Consultant will be part of the Project team of the ITOA Solution.
  • He/ She will provide guidance and expertise to the project team from first level to the escalation team and supervise the dedicated staff evolution in the product knowledge both as group and on an individual level.
  • The Consultant will organize and provide direction that align and support the Bank’s directives with modern management and business continuity.
  • He/She will provide an integral and background knowledge link between the ITOA solution across the multiple Organization Groups at the Bank. The Consultant is required to perform ongoing administration, advise on the new solution design and implementation, application support, security analytics, and reports & visualization development of the bank wide Splunk IT Service Intelligence (ITSI).
  • The Consultant is also required to update and maintain technical documentation and diagrams for all elements involved in this project.In close collaboration with the Project team including the Contractor in charge of the implementation, the consultant will also be required to advise on how to implement enhancements that will improve the reliability, sustainability, and performance of the Splunk ITSI products an ITOA Tool.
  • The purpose of this consultancy is to acquire the services of an IT Operations and Analytics Specialist to assist the Bank in the implementation of the SPLUNK ITSI Cloud version by a selected contractor.
  • This will cover Splunk ITSI Administration, Configuration, and Support Services
  • The Consultant shall provide necessary information needed to meet the requirements outlined in this Statement of Work (SOW). This should fall within the general areas of:
    • Splunk ITSI Architecture analysis and improvement, including fault tolerance and/or high availability.
    • Splunk ITSI Architecture improvement Roadmap Development.
    • Continuity of Business and Disaster Recovery design analysis and improvement implementation for the Splunk Architecture.
    • Installation, configuration, management, and optimization of Splunk ITSI.
    • Monitoring and optimization of Splunk ITSI Architecture performance.
    • Analysis and improvement of configuration of data collection and data mapping.
    • Analysis and improvement implementation of backup strategy for the Splunk ITSI Architecture.

Required Skills and Qualifications
The incumbent should have the following skills:

  • At least Bachelor Engineering Degree with 10 Years experience in Computer Science, Information Technology or related fields or Master/Engineering Degree with 5 Years experience in Computer science, Information
  • Technology or related fields.
  • At least 2 years of experience with any ITOA Tool
  • Splunk Certified in Splunk Enterprise and IT Service Intelligence (Preferably not mandatory )
  • Experience in onboarding new data, inputting new information, creating new dashboards, extraction info through Splunk
  • Experience with Linux and Windows agents for ITOA administration (preferably with a solid understanding of the Splunk Enterprise and ITSI system)
  • Experience implementing a distributed ITOA environment
  • Experience with ITOA Toolin a cloud environment including design, implementation, and support of Index Clusters, Forwarders, Search-Head Clusters Setup, etc.
  • Familiarity with metric-based monitoring and integration with event-based monitoring
  • Familiarity with server-side scripting
  • Has a broad experience from either a development or operations perspective

Job Title: Expressions of Interest: Individual Environmental and/or Social Consultant (Pool 2024-2026) – SNSC

Introduction

  • The African Development Bank (AfDB) Group wishes to establish a pool of individual Environmental and social Consultants 2024-2026 to provide consultancy services on environmental and/or social safeguards services on projects through the identification, preparation, appraisal, approval, supervision, and completion of projects and programs.
  • The Consultants shall be managed by the Environmental and Social Safeguard and Compliance Department (SNSC).
  • The SNSC Department is responsible for ensuring that all Bank-funded operations, subject to E&S mainstreaming and safeguards, follow the quality and compliance due diligence as required by the Bank’s Integrated Safeguards System (ISS).
  • It assigns E&S specialists as project team members and supervise their works. The Pool of consultants’ works fall under this context.

Duties

  • The E&S Consultant will work under the oversight and guidance of the Director SNSC, and the direct supervision of the Bank’s E&S officer assigned to the project teams, he/she will work on.

In addition to act as the permanent technical E&S adviser/support to the task manager/investment officer, the E&S consultant’s core duties will include the following:
Project Preparation:

  • Identify the E&S risk category in collaboration with the borrower/client, and then prepare the categorization memorandum (CM); (ii) advise the borrower/client on the required environmental and social (ESA) documents to prepare in accordance to national legislation and the Bank’s ISS requirements.
  • Review and clear the ESA documents prepared by the borrower/client.
  • Provide the inputs to the readiness reviews and any other quality assurance requirement.
  • Draft and/or contribute to drafting relevant sections of other required risk notes, PEN, PCN, and Project appraisal reports.
  • Prepare the ESCON
  • Prepare response to any query related to the E&S aspects including early complaint filed through BCRM. At any stage of the preparation phase, the consultant shall make proposal of mainstreaming environmental sustainability in the project design, whenever feasible.

Project Implementation:

  • Provide technical clearance on any condition precedent or document prior to commencement of related activity to allow the task manager/investment officer issuance of no-objection to borrower/client;
  • Review bidding documents and contracts and provide clearance for commencement of works that are subject to E&S completion;
  • Carry out field mission to support and monitor implementation of E&S measures by the project teams.
  • Request and review the quarterly E&S implementation reports from borrower/client;
  • Assist and ensure that borrower/client carries out the annual E&S performance audit of project, and then review and clear; (vi) carry out all the tasks required by a Mandated Lead Arranger (MLA) role, when the Bank is on that role;
  • Participate in transaction meetings/conference calls involving external E&S advisors and E&S specialists from sponsors and other lenders
  • prepare the management response to external players’ complaints or internal audits and spots checks carried out by internal stakeholders, related to projects he/she is assigned to.

Project Completion Report:

  • Gather and analyse information on project E&S performance; (ii) provide inputs to the evaluation.
  • Undertake any other duties as deemed necessary by SNSC Management.
  • The consultant shall conduct his/her daily work in compliance with all the Bank policies and rules, and using the practical guidance and tools provided in the SNSC Business Standards.

Identified Deliverables

  • Counting on strong analytical and writing skills, the Consultant shall be expected to make review/clearance, written contributions, advice and field visits. The deliverables are:
  • Categorization memorandum.
  • Timely review and clearance of ESA documents (as per the Bank’s Business standards).
  • Timely inputs draft documents and quality assurance review documents.
  • Back-to-Office reports and/or aide-memoires
  • Reports/templates prepared and shared with sponsors and co-financiers;
  • Management responses to E&S complaints/audits/reviews Etc.

Selection Criteria

  • At least a Master’s Degree in Environmental Studies, Natural Resource Management, Environmental Policy, Earth / Geoscience, Project Management, Social Sciences, and Environment-related discipline.
  • A minimum of five (05) years of relevant professional experience in the areas of environmental and/or social mainstreaming and safeguards, natural resource management, environmental and/social assessment, environmental monitoring and environmental and/or compliance.
  • Proven Experience in preparing and managing the implementation of environmental and social assessment (ESA) documents.
  • Knowledge and experience in multi-criteria assessment, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex projects, especially in Africa;
  • Well-rounded understanding of critical issues in sustainable development, international environment and development policy, climate change, gender, social enhancement measures, labor, youth employment, etc.
  • Strong communication and writing skills in English and/or French, with preference for capabilities in both languages. Candidates with either Portuguese or Arabic in combination with both English or French are also encouraged to apply.

Remuneration and Duration

  • This is a three (03) years availability commitment at Bank’s request, an annual renewable framework international contract paid on delivery basis. Each annual framework contract based on performance will be paid up to 132 days/year.

Duties and Accountabilities

  • The Communications Consultant will report to the IDEV.3 Division Manager, and will work closely with the Senior Communications Officer and the various Knowledge Management Officers on different knowledge management and communication projects.

The core responsibilities of the Communications Consultant include the following:
Work with the senior communications officer in the development and delivery of internal and external communication and outreach efforts to strengthen awareness of evaluation activities and knowledge, and raise the profile and visibility of IDEV and of evaluation in general:

  • Lead the preparation, design, editing, production and dissemination of communications materials, including webpages, stories and news items, outreach materials, briefs, articles, blogs, newsletters, media advisories, press releases, statements, speeches, fact-sheets, press/media kits, as well as publicity materials such as posters, banners, videos, podcasts, animations, and write-ups about events and outcomes of IDEV, its external partners, and the Bank’s client countries. These materials will be formatted for various channels, including physical/print production, (e-)mailings, the Bank’s internal and external websites, IDEV and AfDB social media, and other communication channels, according to the IDEV brand identity and Bank guidelines.
  • Provide support for the preparation and organization of communication activities such as (media) interviews with IDEV management and evaluation experts.
  • Participate in the planning and organization of IDEV meetings, seminars, trainings, conferences and special events to ensure appropriate communications before, during, and after the event.
  • Support the preparation and implementation of communication and social media campaigns.
  • Maintain a mailing list of various stakeholders for communication purposes.
  • Develop and regularly update a calendar of IDEV and partners’ events on IDEV’s website.
  • Track the impact and usage of the various IDEV publications to support monitoring and evaluation of communications activities (e.g. development of a communication survey to disseminate through the mailing list).
  • Collect all requests and support the development of clear, consistent and timely responses to media and external inquiries.

In collaboration with the Senior Communications Officer, ensure coherent and consistent branding and style of IDEV products, including evaluation reports, knowledge products and promotional materials:

  • Assist in the review of documents and other materials to ensure that IDEV guidelines are adhered to, from color to font to layout to language.
  • Translate or review the translation of documents
  • Propose and use attractive designs and graphics for visual communication based on other IDEV staff needs, as appropriate.

In collaboration with the Knowledge Management Officers and evaluation teams, undertake communications activities, including social media, to disseminate core evaluation findings and key messages to various target audiences:

  • Participate in the planning of a dissemination and knowledge sharing strategy/plan for each IDEV evaluation, to ensure appropriate communication about the evaluation.
  • Provide support and advice in the scale up of IDEV’s multi-media activities by mobilizing knowledge on different modes of communications to disseminate critical information in a timely manner.
  • Identify and propose the key messages emanating from evaluation reports for dissemination purposes on IDEV’s social media (Twitter, Youtube, LinkedIn etc.)

Selection Criteria

  • Master’s Degree in Communications, Public Relations, Marketing, Social Sciences, Public Affairs, International Relations or a related field.
  • 6-8 years (with Master’s) of relevant work experience.
  • Previous working experience with international development agencies would be an asset.
  • Good knowledge of development in the region. Experience with working in Africa is desirable.
  • Experience working on conception, design, packaging and dissemination of knowledge products to a variety of audiences, while tailoring the information to the needs of the audience.
  • Experience in producing a wide range of communication materials, for both physical and electronic use.
  • Understanding of and experience using different communication channels, including social media, and dissemination approaches.

Profile of the Consultant

  • Hold an Advanced University Degree in an Urban Development Finance related disciple, Urban Planning, Civil Engineering, Development Finance, Business Administration, Finance, Public Administration or related discipline;
  • Have a minimum of twenty-five (25) years professional experience in urban development, urban policy, institutional and financing aspects of projects, knowledge of private sector participation, and the connection to economic development and poverty reduction, PPP transaction advisory or Investment, M&A, privatization advisory on buy and/or sell side, and/or project finance – all with focus on the infrastructure and urban development sectors, with specific experience in Africa;
  • Experience in national and/or local government is considered an advantage.
  • Having private sector experience will be an added advantage. Knowledge of economic developments and market trends in Africa;
  • Strong experience across the infrastructure asset class with sound knowledge of their respective market and transaction structures, sector trends, legal and regulatory requirements and stakeholders value, and with proven track record of infrastructure transactions;
  • Strong analytical and transactional structuring skills.
  • Sound business judgment in identifying business opportunities as well as strong business development and client relationship skills;

The core responsibilities of the Communications Consultant include the following:
Work with the senior communications officer in the development and delivery of internal and external communication and outreach efforts to strengthen awareness of evaluation activities and knowledge, and raise the profile and visibility of IDEV and of evaluation in general:

  • Lead the preparation, design, editing, production and dissemination of communications materials, including webpages, stories and news items, outreach materials, briefs, articles, blogs, newsletters, media advisories, press releases, statements, speeches, fact-sheets, press/media kits, as well as publicity materials such as posters, banners, videos, podcasts, animations, and write-ups about events and outcomes of IDEV, its external partners, and the Bank’s client countries. These materials will be formatted for various channels, including physical/print production, (e-)mailings, the Bank’s internal and external websites, IDEV and AfDB social media, and other communication channels, according to the IDEV brand identity and Bank guidelines.
  • Provide support for the preparation and organization of communication activities such as (media) interviews with IDEV management and evaluation experts.
  • Participate in the planning and organization of IDEV meetings, seminars, trainings, conferences and special events to ensure appropriate communications before, during, and after the event.
  • Support the preparation and implementation of communication and social media campaigns.
  • Maintain a mailing list of various stakeholders for communication purposes.
  • Develop and regularly update a calendar of IDEV and partners’ events on IDEV’s website.
  • Track the impact and usage of the various IDEV publications to support monitoring and evaluation of communications activities (e.g. development of a communication survey to disseminate through the mailing list).
  • Collect all requests and support the development of clear, consistent and timely responses to media and external inquiries.

In collaboration with the Senior Communications Officer, ensure coherent and consistent branding and style of IDEV products, including evaluation reports, knowledge products and promotional materials:

  • Assist in the review of documents and other materials to ensure that IDEV guidelines are adhered to, from color to font to layout to language.
  • Translate or review the translation of documents
  • Propose and use attractive designs and graphics for visual communication based on other IDEV staff needs, as appropriate.

In collaboration with the Knowledge Management Officers and evaluation teams, undertake communications activities, including social media, to disseminate core evaluation findings and key messages to various target audiences:

  • Participate in the planning of a dissemination and knowledge sharing strategy/plan for each IDEV evaluation, to ensure appropriate communication about the evaluation.
  • Provide support and advice in the scale up of IDEV’s multi-media activities by mobilizing knowledge on different modes of communications to disseminate critical information in a timely manner.
  • Identify and propose the key messages emanating from evaluation reports for dissemination purposes on IDEV’s social media (Twitter, Youtube, LinkedIn etc.)
  • Provide support in identifying communication needs of other IDEV staff

Support the Senior communications officer in upgrading and updating IDEV’s website and Social media tools in line with the IDEV communication strategy and AfDB guidelines:

  • Integration of new IT tools for Knowledge Management and Communication components
  • Maintenance of the website and e-news- as well as regularly updating the design
  • Maintenance of IDEV’s Social Media Tools (Twitter etc.)
  • Upgrading, maintenance and design of any other means of communication and dissemination

Perform any other tasks as asked by the senior communication officer or the Division manager

Selection Criteria

  • Master’s Degree in Communications, Public Relations, Marketing, Social Sciences, Public Affairs, International Relations or a related field.
  • 6-8 years (with Master’s) of relevant work experience.
  • Previous working experience with international development agencies would be an asset.
  • Good knowledge of development in the region. Experience with working in Africa is desirable.
  • Experience working on conception, design, packaging and dissemination of knowledge products to a variety of audiences, while tailoring the information to the needs of the audience.
  • Experience in producing a wide range of communication materials, for both physical and electronic use.
  • Understanding of and experience using different communication channels, including social media, and dissemination approaches.
  • Proven writing, editing and language skills, an ability to capture and communicate key messages succinctly, and to convey complex ideas in a concise, clear, direct, and lively style.
  • Shortlisted candidates will be required to take a timed writing test to determine their proficiency.
  • Strong organizational and interpersonal skills, ability to meet deadlines and to manage multiple tasks effectively and efficiently, ability to take initiative and be innovative.
  • Demonstrated ability to effectively work in teams.
  • Ability to communicate effectively (orally and in writing) in English or French, preferably with a working knowledge of the other. Proficiency in both languages is desirable.
  • Proficiency in relevant computer software such as MS Office, SharePoint, Adobe Creative Suite (Photoshop, Illustrator, InDesign) and electronic email procedures.
  • Understanding of simple HMTL structures and familiarity with html emails is an added advantage.

The Complex

  • The Vice-Presidency, Technology and Corporate Services (TCVP) is responsible for the design, development and delivery of efficient, people-centered, client-oriented, corporate services and information-technology solutions to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services.
  • The Complex provides leadership in the formulation and implementation of Bank’s strategies, policies, controls and approaches on organizational information technology systems, software applications, cyber security, IT support and infrastructure systems.
  • The Complex is also responsible for management of the Bank’s real estate assets, institutional procurement, language services and business continuity.

The Hiring Department / Division

  • The mandate of the Corporate Information and Technology Services (TCIS) Department is to advise the Bank’s Management and provide technical leadership in the continuous improvement of the Bank’s information and communication technology (ICT) infrastructure and its computing and knowledge and data storage systems. The Department also is mandated to provide technical services to all organisational units in the Bank and its Regional Centres, Country Offices and External Representation Offices on cost-effective ICT and computing business solutions for their work programmes. In the fulfilment of those mandates, the Department leads the acquisition and adaptation, or the in-house development of ICT and computing platforms and collaboration tools to enhance the efficiency of business processes and the quality of Bank products through more effective file sharing, and to increase the Bank’s organisational effectiveness through seamless communications.
  • The Infrastructure Services Division (TCIS.3) is responsible for overseeing and managing all the Bank’s IT Infrastructure systems, platforms, services, and assets. This covers the Storage Systems, Datacentre, Servers, Replication, Operating systems, networking, connectivity, unified communications (video, voice, and data), load balancing and all other IT infrastructure assets and services. The division provides all Bank staff and business partners secure access to the Bank’s IT services from anywhere, anytime, on any device, with the objective of upholding the One Bank business culture and supporting the Bank’s ‘SMART BANK’ vision, anchored on digitalization, cloud implementation and automation of Bank operations and processes

The Position

  • The Senior Network Engineer will work with the Network Engineering team and other members of the Department to provide technical and operational support to the delivery of the work program. He/she will provide technical and practical advice and recommendations to support the work of the Department.
  • The Senior Network Engineer will assist the Bank’s Network Engineering team to carry out specific tasks for improving network access, connectivity, switching, routing, quality of service (QoS), resilience and security across the bank network in Headquarter, Regional Hubs and Countries offices.

Key Functions
Under the overall supervision of the Division Manager, Infrastructure Services, the Senior Network Engineer’s main duties and responsibilities are to:

  • Plan, design, implement and provide ongoing support of network systems of high complexity in the extranet and corporate environments to fulfil the Bank’s needs.
  • Build and maintain relationship with global and third parties on network development or support issues.
  • Suppliers Relationship and contracts management and administration.

Competencies (Skills, Experience and Knowledge)

  • At least a Master’s Degree in Computer Science or Information Systems or Electronics, or related disciplines, with strong knowledge of IT Networks and Telecoms Networks.
  • Minimum five (5) years of professional IT Networks and Telecoms or related experience, gained within a similar position.
  • Professional level Certification in networking (CCNP RS, Security, DC, Wireless, and CCDP) or higher is desired.
  • Familiar with System software that controls activities such as input, output, dynamic resource allocation and error reporting within the operation of computer configuration (E.g., Windows, Unix, Linux).

Introduction

  • The African Development Bank (AfDB) Group wishes to establish a pool of individual Environmental and social Consultants 2024-2026 to provide consultancy services on environmental and/or social safeguards services on projects through the identification, preparation, appraisal, approval, supervision, and completion of projects and programs.
  • The Consultants shall be managed by the Environmental and Social Safeguard and Compliance Department (SNSC).
  • The SNSC Department is responsible for ensuring that all Bank-funded operations, subject to E&S mainstreaming and safeguards, follow the quality and compliance due diligence as required by the Bank’s Integrated Safeguards System (ISS).
  • It assigns E&S specialists as project team members and supervise their works. The Pool of consultants’ works fall under this context.

Duties

  • The E&S Consultant will work under the oversight and guidance of the Director SNSC, and the direct supervision of the Bank’s E&S officer assigned to the project teams, he/she will work on.

In addition to act as the permanent technical E&S adviser/support to the task manager/investment officer, the E&S consultant’s core duties will include the following:
Project Preparation:

  • Identify the E&S risk category in collaboration with the borrower/client, and then prepare the categorization memorandum (CM); (ii) advise the borrower/client on the required environmental and social (ESA) documents to prepare in accordance to national legislation and the Bank’s ISS requirements.
  • Review and clear the ESA documents prepared by the borrower/client.
  • Provide the inputs to the readiness reviews and any other quality assurance requirement.
  • Draft and/or contribute to drafting relevant sections of other required risk notes, PEN, PCN, and Project appraisal reports.
  • Prepare the ESCON
  • Prepare response to any query related to the E&S aspects including early complaint filed through BCRM. At any stage of the preparation phase, the consultant shall make proposal of mainstreaming environmental sustainability in the project design, whenever feasible.

Project Implementation:

  • Provide technical clearance on any condition precedent or document prior to commencement of related activity to allow the task manager/investment officer issuance of no-objection to borrower/client;
  • Review bidding documents and contracts and provide clearance for commencement of works that are subject to E&S completion;
  • Carry out field mission to support and monitor implementation of E&S measures by the project teams.
  • Request and review the quarterly E&S implementation reports from borrower/client;
  • Assist and ensure that borrower/client carries out the annual E&S performance audit of project, and then review and clear; (vi) carry out all the tasks required by a Mandated Lead Arranger (MLA) role, when the Bank is on that role;
  • Participate in transaction meetings/conference calls involving external E&S advisors and E&S specialists from sponsors and other lenders
  • prepare the management response to external players’ complaints or internal audits and spots checks carried out by internal stakeholders, related to projects he/she is assigned to.

Project Completion Report:

  • Gather and analyse information on project E&S performance; (ii) provide inputs to the evaluation.
  • Undertake any other duties as deemed necessary by SNSC Management.
  • The consultant shall conduct his/her daily work in compliance with all the Bank policies and rules, and using the practical guidance and tools provided in the SNSC Business Standards.

Identified Deliverables

  • Counting on strong analytical and writing skills, the Consultant shall be expected to make review/clearance, written contributions, advice and field visits. The deliverables are:
  • Categorization memorandum.
  • Timely review and clearance of ESA documents (as per the Bank’s Business standards).
  • Timely inputs draft documents and quality assurance review documents.
  • Back-to-Office reports and/or aide-memoires
  • Reports/templates prepared and shared with sponsors and co-financiers;
  • Management responses to E&S complaints/audits/reviews Etc.

Selection Criteria

  • At least a Master’s Degree in Environmental Studies, Natural Resource Management, Environmental Policy, Earth / Geoscience, Project Management, Social Sciences, and Environment-related discipline.
  • A minimum of five (05) years of relevant professional experience in the areas of environmental and/or social mainstreaming and safeguards, natural resource management, environmental and/social assessment, environmental monitoring and environmental and/or compliance.
  • Proven Experience in preparing and managing the implementation of environmental and social assessment (ESA) documents.
  • Knowledge and experience in multi-criteria assessment, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex projects, especially in Africa;
  • Well-rounded understanding of critical issues in sustainable development, international environment and development policy, climate change, gender, social enhancement measures, labor, youth employment, etc.
  • Strong communication and writing skills in English and/or French, with preference for capabilities in both languages. Candidates with either Portuguese or Arabic in combination with both English or French are also encouraged to apply.

Remuneration and Duration

  • This is a three (03) years availability commitment at Bank’s request, an annual renewable framework international contract paid on delivery basis. Each annual framework contract based on performance will be paid up to 132 days/year.
