To achieve its mission, the Africa CDC works in all geographic regions of the African continent and has instituted technical divisions to focus on five priority areas, namely Surveillance and Disease Intelligence, Laboratory Systems and Networks, Disease Control and Prevention, Preparedness and Response, and Public Health Institutes and research.
  • The Finance Expert will be responsible for providing financial management support to the project ensuring financial procedures are adhered to, financial data is accurately recorded, and timely financial reports are produced. S/he will support the implementation of the organization’s financial management policies and procedures and provide guidance to the project coordinator and PIU staff on financial matters. S/he will closely work with the AUC Directorate of Finance.
  • Under the direct supervision of the Project Coordinator, the finance expert will be accountable for the implementation of financial management policies and practices of the project in accordance with the AUC and the World Bank guidelines. S/he will be responsible for preparing the project financial reports, leading project audits, reconciling and analysing financial expenses and other related costs. S/he will perform analysis of operational activities including historical, current and projected costs and expenses, cash flows and variances.

Main Functions
Financial Management:

  • Manage the daytoday financial activities of the project including monitoring budgets, expenditures, and cash flow.
  • Develop and maintain financial systems and controls to ensure compliance with AUC and the World Bank financial policies and procedures.
  • Conduct financial analysis to identify areas of improvement and provide recommendations for action
  • Ensure timely and accurate financial reporting to management and the  AUC Directorate of Finance.

Budget Management:

  • Coordinate the development and implementation of annual budgets and budget revisions.
  • Work with PIU to ensure budget proposals are consistent with program objectives and are within budgetary constraints.
  • Monitor budget implementation and provide guidance to PIU staff on budgetary matters.

Grant Management:

  • Manage the financial aspects of the World Bank financing , including budget development, financial reporting, and compliance with  the World Bank requirements.
  • Ensure that  project expenditures are in accordance with the  financing agreement..
  • Submit Withdrawal Applications to the World bank in a timely manner for disbursements to the project designated account.

Compliance:

  • Ensure compliance with  the AUC financial regulations, procedures, and policies.
  • Provide guidance on compliance issues to the project coordinator and other staff.
  • Develop and implement procedures to ensure compliance with audit requirements. Ensure audit findings are rectified in a timely manner.
  • Provide training and guidance to divisions and team members implementing the project on financial management and compliance issues.

Specific Responsibilities

  • Provide any financial management related support in the preparation and implementation of the project
  • Prepare and develop reports, budget and work plan related to the project in collaboration with the PIU staff.
  • Monitor, analyze and confirm the projects financial transactions for entry into the accounting system (SAP).
  • Prepare the project’s budget execution for the project coordinator, Africa CDC management and the World Bank.
  • Review all purchase requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
  • Prepare regular management reports including monthly management accounts, the monthly financial reports, quarterly financial reports, biannual as well as annual financial reports.
  • Collaborate with Senior Finance Officers on all aspects of projects’ fund management such as budget reallocations, consumption reports, donor reports, audits and
  • Produce periodic financial statements, activity and programme management reports.
  • Contribute to the promotion of best management systems and practices, internal control, as well as transparency and the obligation to justify expenditure.
  • Ensure that payments are processed by the deadlines and that payables and receivables accounts are updated.
  • Perform reconciliations of vendors accounts.
  • Review and certify commitments and propose expenditure to ensure that they conform to the relevant rules and procedures.
  • Analyzed and upload bank data onto the SAP Bank Module and carry out timely bank reconciliations of the project funds.
  • Perform any other duties as required
  • Service project missions as required
  • Review and improve Financial Recording and Monitoring processes to ensure efficient and effective systems;
  • Ensure proper functioning of the Africa CDC accounting system in accordance with AUC Financial Rules and Regulations;
  • Update and reconcile Africa CDC expenditure accounting on a monthly basis;
  • Maintain a financial reporting calendar and ensure timely preparation of all financial reports;
  • Provide advice and ensures compliance with Financial regulations and other determined financial policies;
  • Work with project and technical officers to ensure effective grant oversight, coordination and ensure efficiency and effectiveness of programmes funded by donors through grants;
  • Support development of technical proposals and other resource mobilization efforts by providing finding budget basis for resource requirements, ensuring compliance with donor financial reporting requirements and other related inputs.
  • Ensure implementation of activities and tasks by subdelegates that comply with standards of internal controls, accounting systems, external audit requirements and rules and regulations of the organization;
  • Support donor pledging conferences;
  • Prepare documentation for Multidonor funding and reporting;
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained accurately;
  • Promote best practices, transparency, accountability and appropriate working systems;
  • Prepare Financial Statements for consideration of the Commission, Member States and Partners as well as internal/external auditors;
  • Prepare the year – end financial statements which form part of the annual financial reports;
  • Effectively supervise junior staff as appropriate;
  • Performing any other relevant duty/responsibility assigned

Academic Requirements and Relevant Experience

  • Master’s Degree in Accounting, Commerce or Finance from a recognized University with at least seven (7) years of continuous experience in providing accounting, financial management and commercial financial services support for a public and/or private sector agency or programme of considerable complexity and size; three (3) years out of total work experience must have been at a supervisory level;

OR

  • Bachelor’s Degree in Accounting, Commerce or Finance from a recognized University with at least ten (10) years of continuous work experience in providing accounting, financial management and commercial financial services support for a public and/or private sector agency or programme of considerable complexity and size; three (3) years out of total work experience must be at a supervisory level;
  • A professional qualification such as CPA, CA, ACCA, CIMA, CIA, etc. is required
  • Demonstrable experience in financial management at agency level or of a large programme in a public health or other public sector domain is preferred.  Relevant experience in the private sector in accordance with stated qualifications is also acceptable;
  • Demonstrable experience in preparation of annual and multiyear budgets, accounts monitoring and reconciliation, financial and narrative reporting, quality assurance and monitoring and provision of other financial advisory and support services.
  • Familiarity with the financial management practices and processes typically employed by public health and other public sector programmes;
  • Experience working with AU or the World Bank will be an added advantage

  • The IT Expert will be responsible for providing technical leadership and support for the implementation of a World Bank financed project under the Africa CDC
  • The IT Expert will work closely with project teams to ensure that technology solutions are effectively integrated into project implementation, and that all ITrelated activities are carried out in compliance with Africa CDC and World Bank policies and procedures
  • The IT Expert will also work to ensure that the project’s IT infrastructure is secure, reliable, and meets the needs of project stakeholders
  • The IT Expert must be committed to Africa CDC’s mission of improving public health in Africa and must be willing to travel within Africa as needed The IT Expert will also be responsible for ensuring compliance with IT regulations and policies, as well as managing ITrelated risks

Main Functions
Technology Planning:

  • Develop technology plans in consultation with project teams, ensuring that technology solutions are aligned with project timelines and budget
  • Provide guidance to project teams on technology requirements and ensure that technology plans are included in project work plans

Technology Solutions:

  • Evaluate technology solutions and provide recommendations to project teams on the best solutions to meet project requirements
  • Ensure that all technology solutions are fully integrated into project implementation and meet the needs of project stakeholders
  • Develop and implement strategies to ensure the security and reliability of the project’s IT infrastructure

IT Operations:

  • Manage IT operations, including network and systems administration, database management, and user support
  • Ensure that all ITrelated activities are carried out in accordance with Africa CDC and World Bank policies and procedures
  • Monitor the performance of the project’s IT infrastructure and ensure that any issues that arise are resolved in a timely and effective manner

Compliance and Risk Management:

  • Ensure compliance with Africa CDC and World Bank IT systems, policies and procedures, as well as applicable laws and regulations
  • Develop and implement risk management strategies to mitigate ITrelated risks
  • Work with project teams to identify and mitigate any ITrelated risks that may impact project implementation

Stakeholder Management:

  • Develop and maintain relationships with project stakeholders, including project teams, vendors, and other IT professionals
  • Provide training and support to project teams on the use of technology solutions
  • Ensure that project stakeholders are informed of any ITrelated changes or issues that may impact project implementation.

Specific Responsibilities

  • Develop IT Infrastructure for Network, Systems and Telecommunication strategies, and develop programs in support of the implementation of the strategies to achieve the strategic and functional objectives of the project/Organization
  • Provide technological guidance for the project/Organization
  • Leads the architectural design, specification, configuration of the IT infrastructure to build a solid foundation for new services or updating existing services
  • Manage IT operations, including network and systems administration, database management, and user support
  • Ensure that all ITrelated activities are carried out in accordance with Africa CDC and World Bank policies and procedures

  • Monitors and Evaluates performance of IT infrastructure for Network, systems and Telecommunication to optimize costs of organizationwide infrastructure and systems;

  • Master’s Degree in computer science, information technology, or a related field with a minimum of seven (7) years of professional experience in IT in public/private or donor funded project, out of which three years need to be at expert level

  • Bachelor’s Degree in Computer Science, Information Technology, or a related field with a minimum of ten (10) years of professional experience in IT in public/private or donor funded project, out of which three years need to be at expert level
  • Experience in managing complex IT systems with multiple stakeholders

  • The Procurement officer is expected to deliver an improved Procurement service to Business Units at the Africa CDC. Thus, the Procurement Officer is required to effectively and efficiently support the procurement requirements of Africa CDC’s Business Units

Main Functions

  • Undertake all tasks related to procurement function of Africa CDC in line with AU procurement Rules and World Bank Regulation

Specific Responsibilities

  • Initiate planned procurement activities as per the agreed schedule;
  • Develop / Revise the Procurement Strategy Document for the World Bank project.
  • Prepare solicitation documents for goods, works and services to be procured using appropriate methodologies. Carry out the procurement process, including prebidding conference, evaluation of bids, postqualification and recommendation for award in line with African Union’s Procurement procedures and the World Bank procurement regulations.
  • In case of International Competitive Bidding (ICB) procurements, prepare “Invitations for Bid (IFB)” in various websites including United Nations Development Business (UNDB)/dg Market as required;
  • Prepare Invitation for Bids (IFB) and arrange for the publications of the SPNs in accordance with the procurement Manual
  • Support the preparation and consolidation of the annual procurement plan of Africa CDC.
  • Prepare procurement planning in World Bank steps system and monitor procurement activities for Africa CDC
  • Attend the opening of bids at stipulated time and place. Records bids as read out;
  • Whenever requested, assist the Evaluation Committee in the evaluation of bids and provide clarifications;
  • Assist bid evaluation both preliminary, financial and post qualifications requirements and compile the evaluation report in accordance with the Procurement Manual and submit the evaluation report to the relevant authority for approval
  • Prepare awards and contracts and notification for unsuccessful bidders
  • Prepare contract agreement in accordance with the standard template
  • followup and verifications of shipping and distribution documents, support in custom clearance and following up payments and disbursement to contractors;
  • Creating purchase orders in SAP, creating service entry sheets, parking suppliers’ and consultants’ invoices in the Africa CDC’s ERP/SAP system;

  • Recordkeeping of procurement documents for all operational procurement activities;

Academic Requirements and Relevant Experience

  • Master’s Degree in either of the following disciplines; Procurement, Supply Chain, Law, Commerce, Accounting, Business Administration or related fields with two (2) years’ experience in Procurement, Supply Chain, Public Procurement, Administration,

OR

  • Bachelor’s Degree in Management, Procurement, Supply Chain, Law, Business Administration, Commerce, Accounting or related fields with at least five (5) years’ relevant work experience.
  • Demonstrable experience in using SAP/Enterprise Resource Planning system and STEP System is highly desirable
  • Experience in World Bank project procurement and contract implementation is highly desirable

Environmental and Social Safeguards:

  • Develop and implement environmental and social safeguard plans to ensure compliance with World Bank policies, Environment and Social Standards (ESSs) and procedures.
  • Conduct regular environmental and social (E&S) assessments to identify and mitigate potential negative impacts of project activities on the environment and local communities.
  • Ensure that all project activities are carried out in accordance with applicable environmental and social standards and regulations.

  • Carry out awareness raising such as informing deployed staff on available vaccines for endemic diseases in the country of deployment during capacity building for the Project staff and other implementing entities.

Specific Responsibilities

  • Develop and operationalize Environmental and Social safeguards policy and procedure for Africa CDC.
  • Develop, and update the E&S tools, manuals and Templates
  • Monitor changing laws, regulations and corporate directives relating to E&S and update the relevant documentation.
  • Conduct environmental and social due diligence; and monitor the Africa CDC’s environmental and social performance.
  • Support the development of SOPs and contribute to quality assurance systems, establishing guidelines and surveillance mechanisms
  • Track Project activities that could have downstream E&S impacts and implement them in compliance with the WB TA advisory note;
  • Study ToRs prepared for the Project activities and contribute for E&S input for ESF ESS compliance
  • Review all materials related to project environmental and social impacts and hazards, conduct an E&S appraisal of all prospective projects, as well as the ongoing supervision of E&S performance of the World Bank projects in compliance with the policies and procedures.
  • Prepare and review reports on the E&S issues identified and the corresponding actions recommended for the projects/Africa CDC.
  • Implement the Stakeholder Engagement Plan (SEP) for the project in close coordination with relevant teams and stakeholders.

Academic Requirements and Relevant Experience

  • Master’s Degree in Environmental Science, Social Science or a related field with 7 years of continuous experience in Environmental and Social safeguards, out of which three years should be at expert level.

OR

  • Bachelor’s degree in environmental science, social science, or a related field with 10 years of continuous experience, out of which three years should be at expert level in Environmental and Social safeguards.
  • Experience should be in environmental and social safeguards in a World Bank or other donor-funded project context.
  • Experience in conducting environmental and social impact assessments and developing environmental and social safeguard plans.
  • Excellent experience in successfully interacting with stakeholders and decision-makers in technical and other professional settings;

Purpose of Job

  • The Africa Centre for Disease Control and Prevention (Africa CDC) is Africa’s first continentwide public health agency officially launched in Addis Ababa, Ethiopia, on January 31, 2017. The agency envisions a safer, healthier, integrated and stronger Africa, where Member States are capable of effectively responding to outbreaks of infectious diseases and other public health threats. The mission is to strengthen Africa’s public health institutions’ capabilities to detect and respond quickly and effectively to disease outbreaks and other health burdens through an integrated network of continentwide preparedness and response, surveillance, laboratory, and research programs.  In order to achieve this mission, Africa CDC works in all geographic regions of Africa continent and has instituted five technical divisions to focus on the following priority areas:

  • The Africa CDC seeks to recruit a highly qualified and dynamic Head of Partnerships and International Cooperation to lead its efforts in strengthening partnerships and collaborations with key stakeholders to advance its mission.
  • The Head of Partnerships and International Cooperation will lead and coordinate the Africa CDC’s partnership and collaboration efforts with international organizations, governments, private sector partners, civil society organizations, and other stakeholders to promote the institution’s goals and objectives.
  • The incumbent will work closely with the Director General of Africa CDC and other senior leaders to design and implement the institution’s partnership and collaboration strategies. Main Functions

Purpose of Job

  • The Africa Centers for Disease Control and Prevention (Africa CDC) is a specialized technical institution of the African Union that supports Member States in their efforts to strengthen their health systems. Africa CDC was officially launched in 31 January 2017, and is guided by the principles of leadership, credibility, ownership, delegated authority, timely dissemination of information, transparency, accountability, and innovation.
  • The institution works with all African countries to strengthen the capabilities of their public health institutions for disease surveillance, emergency response, prevention and control, including the capacity to detect and respond quickly and effectively to disease threats. It also serves as a platform for Member States to share and exchange knowledge and lessons from public health interventions.
  • Effective public health interventions/actions require an adequately staffed, highly skilled, diverse and interdisciplinary workforce. Given the diminishing ratio of the African Public health workforce to the dual burden of disease on the continent, there is need to strengthen and build capacity of public health workforce in the continent to meet the current responsibilities.
  • In seeking to achieve this objective and deliver on the mandate of the Africa CDC, the African Union intends to strengthen its capacity by the reinforcement of its organizational structure and expertise. The Africa CDC therefore seeks to recruit a national and citizen of any Member State of the African Union to the position of a Senior Technical Officer Preparedness and IHR Capacity development for Africa CDC’s Public Health Emergency Preparedness and Response Division.

Main Functions

  • Under direct supervision of the Head of Division at Headquarters, the Senior technical officer Preparedness and IHR Capacity development, will be responsible for carrying out a variety of technical and programs management support activities in the area of public health, preparedness and on capacity development in MS of the international Health Regulations (IHR, 2005). Provide technical assistance to Member States and implementing partners, coordinate regional and international public health actions.

Specific Responsibilities

  • The Senior Technical Officer Preparedness and IHR Capacity development, shall perform the following major duties and responsibilities:
  • Develop and recommend frameworks for multisectoral regional pandemic preparedness.
  • Support in efforts to build pandemic preparedness capacity of Member States.
  • Participate in the incident management structure (IMS) during any disease outbreaks or pandemic.
  • Work closely with Member States through its NPHI and the Regional Collaborating Centres (RCCs) in particular, in pandemic preparedness within the region.
  • Build and maintain strong partnerships and relationship with partners interested in emergency preparedness and response on the continent.
  • Develop and strengthen the capacities of the country to monitor, identify (early warning and assessment) to serious crossborder health threats.
  • Support the development of emergency response capacities, including Public Health emergency operation centre (PHEOC).
  • Support the development, utilization and maintenance of the Africa CDC Hazard and Threat  Atlas Map, for identifying and mapping continental threats and multi
  • hazards; and define burden and impacts.
  • Develop operational guidelines, tools, and manuals for preparedness capacity building in collaboration with partners on the continent.
  • Support the development of contingency plans for high priority risks/specific events, based on strategic risk assessments and resource mapping.
  • Provide technical support in simulation exercises on emergency preparedness jointly with Member States and other partners.
  • Provide technical support for the conduct of IHR monitoring and evaluation framework activities and the development and revisions of national action plans for health security (NAPHS).
  • Provide technical advice and expertise to strengthen country preparedness capacities for public health emergencies at all levels, including workforce development, through the organization of workshops, training programmes and assessments of country performance in liaison with appropriate internal and external stakeholders.
  • Performs any other duties/responsibilities as assigned by the supervisor.

Academic Requirements and Relevant Experience
The Minimum academic requirements are:

  • Master’s Degree in Public Health or a related field from an accredited academic institution with at least seven (7) years of relevant professional experience with demonstrated involvement in the successful development and management of emergency preparedness programs,

OR

  • Bachelor’s Degree in the above fields with at least ten (10) years of relevant professional experience in the abovementioned related fields.
  • At least three years out of total relevant work experience need to be at expert level.

Essential:

  • At least 4 years of relevant experience, combined at the national and international levels in supporting implementation of public health emergency management programs and related activities
  • Demonstrable experience and knowledge of operations of the Africa CDC and Regional Collaborating Centres.

Desirable:

  • Previous experience working in Africa that reflects an indepth knowledge of public health issues and public health workforce in general.
  • Understanding of the African Union’s way of working and managing associated relationships with Member States and partners is a valuable asset.
