Purpose of Job

  • Provision of legal advice to the mission on the legal implications of any intended actions and their consequences.

Main Function

  • Provide legal advice to the Head of Section regarding the mission’s mandate as well as issues of constitutional and other national law as they affect the political process

Specific Responsibilities

  • Represent the mission under direction
  • Develop capacity building programs on legal issues for national counterparts
  • Maintain a watching brief on all aspects of the peace process, particularly adherence to agreements
  • Advice on administrative, personnel and contractual matters including privileges and immunities, Status of Forces Agreement, Status of Mission Agreement, procurement matters, the legal arrangements for any Government-owned premises provided to the mission, third party claims against the mission’s operations as well as legal questions relating to interpretation of African Union regulations and rules;
  • Maintenance of knowledge and recommendations on SOFA and SOMA or any mission mandate instrument.
  • Coordinate legal researches and analysis and ensure the production of studies, briefs, reports, and correspondence
  • Supervise the handling of a wide range of multi-discipline, complex, sensitive and conflicting legal matters issues relating to international, public, private and administrative law including interpretation and application of legal procedures.
  • Draft major contracts, agreements, institutional and operational modalities, legal submissions and other legal documents.
  • Collaborate, where possible with, including but not limited to administration of justice, constitutional, electoral, disarmament, demobilization and reintegration, police, rule of law and human rights issues.
  • Supervise the review of major contracts, agreements, institutional and operational modalities, legal submissions and develop new legal modalities to meet mission requirements.
  • Perform any other duties as directed by supervisor(s)

Academic Requirements and Relevant Experience

  • Master’s Degree in Law, International Law or any related discipline, with ten (10) years of experience in a related field with Government, NGO, think tank, or similar multilateral, regional or international institution of which six (6) years at managerial level and three (3) years at supervisory Level.

Or

  • Bachelor’s Degree in Law, International Law or any related discipline, with twelve (12) years of experience in a related field with Government, NGO, think tank, or similar multilateral, regional or international institution of which six (6) years at managerial level and three (3) years at supervisory Level.
  • A higher qualification and experience in Peacekeeping will be and added advantage.

Main Functions

  • Provide support and guidance to Finance Section on all areas of project financial management, including budgeting, monitoring, reporting and compliance with AU Financial Rules and Regulations;

Specific Responsibilities

  • Provide advice to the SRCC and other staff on all financial matters. Including making recommendations for improving efficiency and optimizing the use of financial resources;
  • Participate and provide guidance in the annual planning and budgeting process to ensure allocation of expenditure to the appropriate fund and monitor proper budget utilization to ascertain that budget appropriations are not overspent;
  • Advise implementing partner organizations in accounting and reporting and other financial processes to ensure compliance with donor funding requirements;
  • Ensure the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility.
  • Process and verify all suppliers’ payments and ensure that the accompanying supporting documents are complete and accurate; Coordinate procurement process with Procurement officer that would ensure the project receives quality and efficient services in line with AU rules and procedures;
  • Ensure the implementation of administrative policies, and procedures that lead to efficient service delivery;
  • Prepare Financial Reports / Statements for consideration of the AU Headquarters and Donors as well as the certification of general expenditures;
  • Oversee and manage daily program-wide accounting and finance functions including timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables;
  • Ensure proper recording and recognition of the Mission Assets Financial control, risk management and compliance;
  • Ensure that an internal control framework is in place and that processes are in place to ensure compliance with AU established procedures;

Academic Requirements and Relevant Experience

  • Master’s Degree in Financial Management, Accounting, Business Administration or related field with twelve (12) years of progressive working experience in the areas of Accounting, Financial management and Budgeting for Operations out of which seven (7) should be at managerial level and four (4) at supervisory level.
  • Experience in a peace operation and/or in a conflict or post-conflict context with knowledge of the work of Government, NGO and multilateral and regional institutions.
  • Professional certifications or Membership of an internationally recognized professional accounting body e.g. CA, CPA, ACCA, CIMA would be an added advantage.

Specific Responsibilities

  • Support the ATMIS Uniformed personnel in implementing their respective mandate that relates to the thematic area of PHRG
  • Formulate the PHRGs work plan/strategies and budget of the Unit and plan and allocate work assignments.
  • Provide supervision guidance, mentorship to the staff within the Unit of PHRG;
  • Support the mission in drafting various SOPs and guidance documents on PHRG thematic areas such as Force Commanders Directives for operations, ATMIS Sea Zero Tolerance policy, Treatment of Dis-armed Fighters, SOPs on CCTARC.
  • Support the Board of Inquiry (BoI) regime of the Mission and manage several high-profile investigations into allegations of human rights violations against ATMIS personnel

Purpose of Job

  • Prepare reports and analyze all political aspects of the peace process and report on related developments and prospects. In close liaison and under supervision of the Head of Political Unit, develop political, conflict prevention and peacemaking initiatives and facilitate the work of the Mission in political affairs as directed, preparation of drafts, briefs, meetings, and reports.

Main Functions

  • Conduct political analysis and reporting on developments in Somalia and the sub-region, with specific focus on the progress of the peacekeeping operation;
  • Assist the Head of the Political Affairs on policy and strategy matters and assist in developing and supervising work programs and in fostering partnerships regarding political issues.

Specific Responsibilities

  • Support the Head of Political Affairs to organize the preparation and implementation of plans of action, programs, and activities of the political department within the Mission.
  • Prepare and draft talking points, speeches, memos and briefing notes for meetings and other correspondences for the Head of Mission.
  • Support the political activities to the Government of Somalia, Regional Governments and other partners involved in the national reconciliation within Somalia.
  • Provide support the electoral processes and the reviews of the constitution of Somalia.
  • Ensure the proper collection and analysis of data and information on political issues.
  • Perform other duties as may be directed by the immediate supervisors.

Academic Requirements and Relevant Experience

  • Master’s Degree in Political Science, International Relations, International Law or any related discipline, with ten (10) years of experience in a related field with Government, NGO, think tank, or similar multi-lateral, regional or international institution national, continental or international level of which six (6) years at managerial level and three (3) years at supervisory Level.

OR

  • Bachelor’s Degree in Political Science, International Relations, International Law or any related discipline, with twelve (12) years of experience in a related field with Government, NGO, think tank, or similar multi-lateral, regional or international institution national, continental or international level of which six (6) years at managerial level and three (3) years at supervisory Level.
  • A higher qualification and experience in Peacekeeping will be and added advantage.

Required Skills:

  • Demonstrated ability to identify strategic issues, opportunities, and risks.
  • Excellent Computer skills and well versed in the use of the Internet, Desktop publishing packages, Power Point, Excel and Word.
  • Ability to work closely with governments, NGOs and multi-lateral institutions in complex political affairs, peace and security undertakings.
  • Peacekeeping experience highly desirable
  • Excellent Computer skills and well versed in the use of the Internet, Power Point, Excel and Word.
  • Excellent knowledge of conflict management, international diplomacy, negotiation and mediation approaches, tools, methodologies, and programs
  • Excellent writing, negotiating, analytical and communication skills.
  • Ability to work in a multicultural setting.

Tenure of Appointment

  • The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period.
  • Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

Remuneration
