Job Title: Ethics and Compliance Manager

Location: Maiduguri, Borno
Employment Type: Full-time

General Description of the Position

  • The Ethics and Compliance Manager Reports to the Head of the Delegation, responsible for ensuring adherence to the Global Code of Conduct values and ethical standards.
  • This multifaceted role involves disseminating policies, providing training on key ethical policies, managing risk and compliance controls, and actively participating in incident management.
  • The ethics and compliance manager will play a pivotal role in maintaining the ethical fabric of our interventions and contributing to the overall success of our organization.

Responsibilities & Tasks
Policies & Procedures:

  • Disseminate and promote awareness of the Global Code of Conduct values, standards, and commitments to Tdh staff and partners.
  • Support all response functions to ensure alignment with Global Code of Conduct standards and mandatory processes (reporting requirements, safe recruitment, partner assessment, etc.).
  • Support the updating of tools and reinforcement of good practices.

Communications & Training:

  • Conduct staff training on the Global Code of Conduct and its key ethical policies, Document training sessions, including attendance.
  • Advise and support staff and partners in the implementation and understanding of the Global Code of Conduct.
  • Develop and deliver specific Global Code of Conduct derived ethical policies, during project kick-off.
  • Display visuals in all areas of intervention with key Global Code of Conduct messages and Reporting Posters.
  • Organize Global Code of Conduct induction briefings for new staff and partners (onboarding) and ensure documentation/tracking. Elaborate on a debriefing process for outgoing staff.
  • Facilitate the identification and training of dedicated Safeguarding focal points within project teams, volunteer teams, and partners.
  • Act as the Safeguarding focal point, prepare a Safeguarding presentation and ensure beneficiaries and communities receive awareness sessions on reporting.
  • Translate key policies, procedures, guidelines, and tools into local languages and child-friendly languages, contextualize them, integrate national legislation, and share them widely.

Risk Management & Compliance Controls:
In coordination and collaboration with the HQ Global Ethics & Compliance Office:

  • Review the integration of ethical standards in Tdh interventions and ensure adequate resources. Support integration requirements and identified priorities.
  • Participate in the identification of risks and propose mitigation solutions.
  • Perform spot checks for high-risk transactions and/or processes under different units. Identify recurrent internal control failures and provide awareness sessions to promote compliance.
  • Lead the country risk register exercise.

Incident Management:

  • Provide case management support under the supervision of the Head of Global Ethics and Compliance Office at HQ.
  • Support in mapping legal obligations based on outcomes of investigations.

Reporting:

  • Coordinate with CFRM to detect CAT-5 and CAT-6 complaints and handle them.
  • Liaise with Safeguarding focal points of other NGOs, working groups, UN agencies, and inter-agency mechanisms.

Security:

  • Comply with Tdh Security Regulations

Others:

  • Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy, PSEA are always upheld.
  • Ensure adherence to Tdh standards and quality requirements in all the project activities.
  • Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures.
  • Deliver any other tasks as assigned by the his/her Supervisor.

Mandatory Requirements

  • Language Skills: Fluent in English, (speaking/reading/writing).
  • Personal skills: An independent and reliable individual with Good analytical and writing skills and diplomatic communication skills
  • Fluency in one or more of the local languages (Kanuri, Shuwa, and Hausa preferred, plus others )
  • Experience in conducting investigations is a plus.
  • Knowledge of local laws and international humanitarian laws
  • Good knowledge of Microsoft Office Pack (Excel and Word and computer sciences).
  • The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project’s needs.
  • Education Degree: B.Sc. or Higher diploma in audit, finance and/or accountability
  • Work experience: at least 5 years working in a humanitarian agency. An audit background is preferable.
