Job Title: ICT4D Manager – Nigeria Strengthening Civic Advocacy and Local Engagement (SCALE)

Duration: 1 year, with possibility of extension for additional year.

Project Overview
The Nigeria SCALE project is a USAID-funded 5-year project (Oct 08, 2020 – Oct 07, 2025), implemented by Palladium in collaboration with the local resource partners. The goal of the Nigeria SCALE project is to strengthen the financial, management and advocacy capacity of local civil society organizations (CSOs) and Business Membership Organizations (BMOs) in Nigeria to create a more accountable, transparent, peaceful, and democratic Nigeria with more effective and efficient public service delivery.

The SCALE project supports civil society organizations (CSOs) and business membership organizations (BMOs) across all of USAID/Nigeria’s programmatic sectors with a basket of managerial, business strengthening, and advocacy capacity-building interventions aimed at advancing Nigerian CSO sustainability combined with targeted grants to advance mutually agreed upon priorities. The project is designed to enhance local civil society organizations’ ability to be positive and responsible change agents in Nigeria.

The project has five main components:

  • Component One – Improve CSO organizational capacity,
  • Component Two – Enhance capacity for CSO advocacy, collaboration and management,
  • Component Three – Improve the policy and regulatory environment for civil society,
  • Component Four – Countering Trafficking in Persons (CTIP), and
  • Component Five – Sector strengthening and advocacy.

Purpose of Position

  • The ICT4D Manager will be a member of the SCALE Technical Team who will work with SCALE and project partners to mainstream ICT and social media into SCALE project implementation and sustainability efforts. SCALE has developed a CSO Atlas and Management Information System (MIS) to improve CSOs’ networking, continuous learning, and access to development information.
  • The CSO ATLAS (csoatlas.com) is a technology-based platform designed to enhance collaboration among CSOs in Nigeria, foster strategic alliances, and strengthen relations between CSOs and the government. The ATLAS is a CSO Public Directory which will also house the Management Information System (MIS).
  • The Directory is set up to allow Nigerian Civil Society Organizations who have met set criteria to register and be onboarded. Being registered provide CSOs visibility, credibility, and room for recognition by stakeholders including donors, development partners, government, and private sector entities.
  • It also provides onboarded CSOs opportunity to relate and collaborate with other registered organizations in the CSO Atlas. The MIS is designed to be a learning platform where CSOs (registered in the Atlas) can learn, interact, and collaborate.
  • This position will manage the CSO Atlas, MIS, and SCALE project website once it is launched. The position will also support other project’s online platforms.

Primary Duties and Responsibilities

  • Lead SCALE capacity strengthening support to project partners on the use of social media and communications facilities for development programming.
  • Provide technical support to SCALE staff and partners for effective operation and use of physical and virtual technologies (i.e., media equipment, portable devices) for information sharing, learning, documentation, communication, and collaboration.
  • Support SCALE Knowledge Management and Communications team to design and implement multimedia projects and supervise post-production editing and file delivery.
  • In collaboration with the Knowledge Management team, support design and development of SCALE ICT materials such as newsletters and flyers.
  • Maintain the SCALE website, ensuring all information is accurate and up to date.
  • Oversee the day-to-day operations of the SCALE CSO Atlas and MIS. The manager will ensure efficient operation, continuous improvement, and effective utilization of the platforms to support CSOs in their onboarding, networking, learning, and access to information.
  • Curate content for the website and MIS.
  • Coordinate design of e-learning resources by SCALE components for the MIS.
  • Facilitate consultations with CSOs on the CSO Atlas and MIS for increased ownership by CSOs.
  • Monitor activities on SCALE online platforms, user interactions, and troubleshoot any technical issues.
  • Maintain functionality of ICT equipment for SCALE and ensure an adequate supply of functioning devices.
  • Troubleshoot and address any issues to ensure optimal performance of databases, applications, and devices.
  • Provide monthly, quarterly, and annual reports and other reports as requested.
  • Other duties as assigned.

Required Qualifications

  • Degree in Social Sciences, Development Studies or related fields with relevant ICT experience and certifications.
  • Considerable work experience in ICT and media with development organizations.
  • Proven ability for planning and carrying out ICT, media, and related trainings and capacity strengthening support.
  • Proven organizational and administrative skills.
  • Self-motivated and able to work under pressure and prioritize effectively.
  • Good team player and prepared to contribute to the overall success of SCALE goal and objectives.
  • Strong in written and spoken English.
  • Demonstrated strategic ability, diplomacy, written and oral communication, and negotiation skills.
  • Strong organizational skills and strategic thinking; attention to detail; flexible and able to work efficiently with multiple tasks.
  • Willingness to carry out extensive and frequent travels in Nigeria.

  • This position will be based in our Abuja office only. Applicants from outside Abuja are welcome but will need to relocate at their own expense as no relocation package is available.
