Job Title: Security Coordinator

Job Purpose

  • This job is created to assign responsibility for the coordination of the JV Assets Security program in support of production entities Offshore and Owaza, along with Onne Site, Field development Projects and M&S operations, in order to ensure compliance with Company, Industry, Regulatory and National standards for the protection of People, Assets and our reputation.

Job Dimensions

  • Coordinate security operations from PHC for NOPL Owaza, Onne, Onshore Projects and Offshore
  • Security governance: Coordinates security operations and critical activities (Escorts, and Interventions)
  • Manpower Planning & Resourcing: Organizes the deployment of over 100 security personnel (GSF and security guards)
  • Asset protection and maintenance services (JV Assets :  $500m)
  • Reporting and Interfaces: coordinates interface with external security agents, VPSHR compliance, compliance and feedback systems
  • Liaises with HSE for regular meetings and close out anomalies raised by team members.
  • Transverse liaison with technical logistics Field Ops, Logistics, HSE, ECP and General Services.

Activities
Security Strategy and Implementation:

  • Contributes and advises on the security strategy for the District
  • Actively participates in Security Risk Assessment of JV Assets as it concerns Field Operations
  • Presentation of strategic plans to District Management

Oversight of Government Security Forces Deployed to Onne, NOPL and Onshore Projects:

  • Maintains operational contacts with Commanders of assigned security forces in JV Asset and manages adherence to Company procedures and rules of engagement
  • Supervises security forces activities to ensure that they operate in line with the Voluntary Principles on Security and Human Rights and escalates any incidents that result from their activities to the Security Manager
  • Implements approved processes to ensure that the required number of Government Security Forces for JV Asset operations are prepared and escalated to the Manager, JV Security Operations and also and ensures that the personnel so posted are operationally ready.

Operational Coordination of the Deployment of Security Resources for Operations:

  • Supervises the activities of security personnel in his area of operation
  • Audit of security measures at NOPL, Onne and Onshore Projects
  • Supervises the deployment of security vehicles and security forces for provision of escorts for all movements
  • Prepares operational orders for execution of critical and routine staff and assets protective duties.

Co-ordination of Security Control Room activities:

  • Ensures that the equipment and personnel required for smooth operations of the Security Control Room at NOPL are clearly identified, and implementation process planned
  • Supervises the security tasks for Security Control Room operations including but not limited to route monitoring, alert system and surveillance means are properly designed and implemented in the Control Room in conformity with Company internal procedures, including all safety guidelines/standards.

Critical Role Player in Threat Analysis and Risk Evaluation:

  • Collates and analyses received intelligence reports and proposes solutions to JV Security Operations Manager
  • Investigates and provides detailed report of incidents, crime, loss of company properties, anomalies, breaches, gaps, near misses, accidents and complaints related to field operations security and recommends remedial actions to prevent future occurrence.

Operational Support for emergency preparedness:

  • Assists JV Security Operations Manager during mobilization of EMT and ensures that the instructions on equipment and resources availability are executed
  • Develops and instigates training for the security emergency preparedness of the security operations team in liaison with other entities such as Techlog, HSE, Field Ops, ECP, and General Services
  • Reporting & process performance
  • Security audits coordination
  • Security breaches, incidents, and downgraded situations
  • Makes recommendations and sanctions erring personnel

Context & Environment:

  • Residential Port Harcourt with offshore visits and requirement for and Incident management
  • Operates in high risk, volatile environment and unpredictable socio-economic situations. Security incidents can lead to adverse publication that will affect company image.
  •  There is great reliance of security personnel from Government Security Forces (GSF) who require extensive training, supervision, and co-ordination.
  • Offshore security measures are expensive require technical skill and long lead time for maintenance.
  • Complicated contractual process for armed security services, raising legal and compliance concerns.
  • Several teams working and reporting by day and by night and overtime to maintain all round the clock security.

Candidate Profile

  • Qualification: A university graduate in Sciences, Engineering, Social Science, Political Science or Law. Past experience in the Armed Forces or Police with Oil and Gas Industry experience is an added advantage.
  • Minimum of 6 years
  • Experience: Task scheduling and supervisory roles in IST, HSE, Logistics or Field Operations environment with preference for Oil and Gas area Industry
  • Essential skills: Time management relation, team building, problem solving, good initiative and good decision making under pressure
